    Susan Olzak’s work, The Dynamics of Ethnic Competition and Conflict, is informative and contributes to an understanding of ethnic violence from an historical perspective. The central finding is that ethnic/racial conflict arises from an increase in intergroup competition for social resources. Exploring economic and political competition in the United States from 1877 to 1914, Olzak concludes that violence is most apt to occur when members of a disadvantaged ethnic/racial group experience greater equality of opportunity. This new environment creates a situation whereby members of a formerly segregated group become rivals for social awards. An environment which contains several disadvantaged groups competing for rewards -- a situation which existed in the period under investigation through a combination of racial migration from the south and European immigration -- leads to attacks on groups least able to defend themselves. Thus, the “..... breakdown of racially and ethnically ordered systems unleash forces of competitive exclusion against the least powerful targets in the system” (224). Olzak suggests this situation occured [occurred] with African Americans as European groups achieved social mobility

The central finding is that race relations exist in different spatial contexts at the same time. The author begins with the case Commonwealth v. Aves, 18 Pick. 193 (1836) which focuses on a young slave girl, Med and her freedom. The cause of action involved the movement of the servant girl to Massachusetts by her Louisiana master. The master was visiting relatives. Under Louisiana law Med was a slave, but Massachusetts law did not permit slavery

There is, however, a drop in yield strength. The consistency of test data is considerably improved by weld bead removal

    This note discusses the difficulties currently being experienced in implementing Ecological Sustainable Development (ESD) from a development perspective. It looks at what motivates developers and examines what is needed, either through mandatory measures or incentives to change the development culture in Australia. The note draws on experience from a number of current and recently completed projects and incorporates input from developers. It also includes discussion on the evolving outcomes of current industry initiatives aimed specifically at changing development processes and culture in Australia. The note focuses on new buildings. The way in which new buildings are financed and delivered generally differs significantly from retrofit projects being undertaken by building owners. Building owners can more easily factor long term operational costs of their buildings into their retrofit project financing. Typically, building developers are not the long-term owners, operators or tenants of the buildings that they deliver. Their projects are normally sold before or soon after completion to unrelated parties such as property trusts, superannuation funds, and other investors. It is this discontinuity in development and ownership of new buildings that creates perhaps the single biggest challenge to the uptake of ESD for the property industry

    Let T : \Omega \rightarrow \bbC^{n \times n} be a matrix-valued function that is analytic on some simply-connected domain \Omega \subset \bbC. A point λΩ\lambda \in \Omega is an eigenvalue if the matrix T(λ)T(\lambda) is singular. In this paper, we describe new localization results for nonlinear eigenvalue problems that generalize Gershgorin's theorem, pseudospectral inclusion theorems, and the Bauer-Fike theorem. We use our results to analyze three nonlinear eigenvalue problems: an example from delay differential equations, a problem due to Hadeler, and a quantum resonance computation.Comment: Submitted to SIMAX. 22 pages, 11 figure
