Observations of Low-Latitude Plasma Density Enhancements and their Associated Plasma Drifts

Plasma density structures are frequently encountered in the nighttime low-latitude ionosphere by probes on the Communication/Navigation Outage Forecasting System (C/NOFS) satellite. Of particular interest to us here are plasma density enhancements, which are typically observed +/- 15 deg away from the magnetic equator. The low inclination of the C/NOFS satellite offers an unprecedented opportunity to examine these structures and their associated electric fields and plasma velocities, including their field-aligned components, along an east-west trajectory. Among other observations, the data reveal a clear asymmetry in the velocity structure within and around these density enhancements. Previous observations have shown that the peak change in drift velocity associated with a density enhancement occurs simultaneously both perpendicular and parallel to the magnetic field, while the 1results in this paper show that the peak change in parallel fl ow typically occurs 25-100 km to the east of the peak perpendicular ow. We discuss this and other aspects of the observations in relation to the characteristics of the plasma depletions formed near the magnetic equator detected by the same probes on the C/NOFS satellite and to previous observations and theories

Von der Waffenbrüderschaft zur ideologischen Anfeindung: Politisierung des universitären Lebens in deutschen Ländern, publizistische Skandale um August von Kotzebue und Alexander von Stourdza und das Russlandbild der nationalen Einheitsbewegung von 1813-1819

The study “From military brotherhood to ideological war: politicization of the university life in Germany and Russia’s image among participants of the national movement of the 1813–1819 years” considers the political radicalization of German students’ unions Jena, Berlin, and Giessen after the Napoleonic wars. Based on hitherto unconsidered sources (such as reports of Adam Müller to Metternich), the author carefully restores the political implications of an 1817 students' festival (Wartburgfest 1817), and discloses an anti-Russian motivation in assassinating writer August von Kotzebue as well as in persecuting Russian state official Alexander von Stourdza. These political provocations in Germany were highly reflected in the internal policy in Russia in the early 1820s, whereas Karl Follen’s plans of assassinating the Russian Tsar in a Weimar theatre obviously did not come to the knowledge of state authorities. Ferdinand Massmann’s autodafé in the course of the Wartburgfest event of 1817 is scrutinized micro-historically, as well as Kotzebue’s surprising efforts, - in this respect going hand in hand with Goethe, - to appease the politically dense situation by publicly offering a conciliation with the radical students’ union (Burschenschaft). Evidence is brought forth that anti-Russian elements of the Wartburgfest have been subdued during the government investigations in Weimar

Suite aux réunions du lundi 20/10/96 avec le Directeur de l'Environnement, la BTPN et le Projet énergie II, durant lesquelles a été examiné le projet de termes de référence, les termes de référence suivant ont été retenus : situation des 11 actions qui restent à réaliser à partir de la dernière mission, avec la BTPN ; bilan diagnostic du fonctionnement du compte 30-01 ; mécanisme de financement du suivi administratif et du contrôle forestier à travers le compte 30-01 ; étudier la possibilité (avec détermination de pourcentage) de la prise en charge en partie par les SLG des activités de contrôle et de suivi administratif ; vérifier le fonctionnement (maîtrise du dispositif fiscal) des marchés ruraux sur le terrain à travers 4 marchés de l'arrondissement Say et Kollo (vérification des documents de gestion et des coupons) ; entretiens avec les autorités locales (Sous-Préfet) et les SAE de Say et Kollo notamment sur la mobilisation des fonds d'aménagement ; élaborer un programme de formation à la micro-informatique aux agents de la BTPN
