Pyeloplasty in children: is there a difference in patients with or without crossing lower pole vessel?
Introduction: Most of the children with hydronephrosis do not require any surgical intervention. However, in individual cases, irreversible loss of renal function can develop. Predictive criteria have been proven ineffective so far in determining in which children obstruction will lead to renal damage. The aim of our retrospective study was to determine the role of a crossing lower pole vessel (CV) in children undergoing pyeloplasty. Materials and methods: Between 1996 and 2003, 137 patients (age between 6weeks and 16years) with unilateral ureteropelvic junction obstruction and no associated urological pathologies underwent Anderson-Hynes dismembered pyeloplasty. A total of 112 patients were evaluated with complete data. One of the following criteria was considered to be indication for surgery in children with grade 4 hydronephrosis: differential renal function (DRF) 10% and washout patterns II or III b according to O'Reilly. We looked at the age during surgery and the kind of presentation. DRF was measured using diuretic renography preoperatively and 1year postoperatively. A postoperative change in DRF of group A (children without CV, n=84) was compared to that in group B (children with CV, n=28). Results: Median age at the time of surgery was 5months in group A compared to 23months in group B. Only in 21.4% of the children with CV compared to 60.7% without CV hydronephrosis was diagnosed by ultrasound examination antenatally. We found a preoperative DRF of 42.4%±11.2 SD in group A, and of 38.9%±11.7 SD in group B. The percentage of postoperative improvement was 3.3% in group A and 15.4% in group B. Conclusions: Children with ureteropelvic junction obstruction and CV received a delayed surgical treatment and showed a greater reduction in differential renal function preoperatively, in contrast to patients without CV. Our data show that CV is a risk factor for deterioration of renal function in children with hydronephrosis and we advocate for an early pyeloplasty in these children, especially if they have a high-grade dilatation and equivocal washout patterns in diuretic renographies. Further prospective studies are necessary in order to understand the natural history of CV and to reveal the importance of the crossing lower pole vessel as a structural anomaly lacking maturatio

Political Trust and Job Insecurity in 18 European Polities
Several decades of trust research has confirmed that difficult national economic conditions help explain citizens’ low levels of political trust. But research points to a much less important role for personal economic factors. The latter finding, it is argued here, is a result of flawed survey questions and model misspecification. We actually know very little about the precise economic concerns that may generate low levels of trust and about the mechanisms via which they do so, resulting in a rather thin causal story. This paper seeks to address this lacuna, focusing on an issue of increasing importance in advanced economies: job insecurity. Using individual-level data from 18 European polities at two different time points, the paper finds that job insecurity
generates lower levels of trust in politicians, political parties and political institutions and lower levels of satisfaction with democratic performance. Importantly, job insecurity’s effect does not diminish as one moves from specific to more diffuse objects of political trust, as previous research suggests it should. The paper also finds that the effect of job insecurity is exacerbated if citizens have negative perceptions of the performance of the wider economy. Finally, and drawing on the occupational psychology literature, the paper proposes a novel causal mechanism to link job insecurity to political trust. The intuition is that job insecurity violates a ‘psychologicaldemocratic’ trust contract between workers and the state. The mechanism is consistent with the observed results. The paper thus contributes to both the empirical and theoretical debates on the linkages between political trust and economic performance
Informal Institutions, Institutional Change, and Gender Equality
This paper makes two claims: insights from gender research improve understandings of informal institutions and institutional change, and studying informal institutions helps scholars understand the gap between formal institutional change and outcomes. Informed by institutional analysis and feminist institutionalist scholarship, it explores the relationship between informal institutions, institutional change, and gender equality, using gender equality to scrutinize issues central to institutional change, demonstrating that institutional analyses improve when gender dynamics are incorporated. Showing the gendering of power relations highlights power in institutional change in new ways, improving understandings of why institutional change rarely happens as intended by institutional designers. © 2013 University of Utah
MicroScope: a platform for microbial genome annotation and comparative genomics
The initial outcome of genome sequencing is the creation of long text strings written in a four letter alphabet. The role of in silico sequence analysis is to assist biologists in the act of associating biological knowledge with these sequences, allowing investigators to make inferences and predictions that can be tested experimentally. A wide variety of software is available to the scientific community, and can be used to identify genomic objects, before predicting their biological functions. However, only a limited number of biologically interesting features can be revealed from an isolated sequence. Comparative genomics tools, on the other hand, by bringing together the information contained in numerous genomes simultaneously, allow annotators to make inferences based on the idea that evolution and natural selection are central to the definition of all biological processes. We have developed the MicroScope platform in order to offer a web-based framework for the systematic and efficient revision of microbial genome annotation and comparative analysis (http://www.genoscope.cns.fr/agc/microscope). Starting with the description of the flow chart of the annotation processes implemented in the MicroScope pipeline, and the development of traditional and novel microbial annotation and comparative analysis tools, this article emphasizes the essential role of expert annotation as a complement of automatic annotation. Several examples illustrate the use of implemented tools for the review and curation of annotations of both new and publicly available microbial genomes within MicroScope’s rich integrated genome framework. The platform is used as a viewer in order to browse updated annotation information of available microbial genomes (more than 440 organisms to date), and in the context of new annotation projects (117 bacterial genomes). The human expertise gathered in the MicroScope database (about 280,000 independent annotations) contributes to improve the quality of microbial genome annotation, especially for genomes initially analyzed by automatic procedures alone

Shotgun sequencing of Yersinia enterocolitica strain W22703 (biotype 2, serotype O:9): genomic evidence for oscillation between invertebrates and mammals
<p>Abstract</p> <p>Background</p> <p><it>Yersinia enterocolitica </it>strains responsible for mild gastroenteritis in humans are very diverse with respect to their metabolic and virulence properties. Strain W22703 (biotype 2, serotype O:9) was recently identified to possess nematocidal and insecticidal activity. To better understand the relationship between pathogenicity towards insects and humans, we compared the W22703 genome with that of the highly pathogenic strain 8081 (biotype1B; serotype O:8), the only <it>Y. enterocolitica </it>strain sequenced so far.</p> <p>Results</p> <p>We used whole-genome shotgun data to assemble, annotate and analyse the sequence of strain W22703. Numerous factors assumed to contribute to enteric survival and pathogenesis, among them osmoregulated periplasmic glucan, hydrogenases, cobalamin-dependent pathways, iron uptake systems and the <it>Yersinia </it>genome island 1 (YGI-1) involved in tight adherence were identified to be common to the 8081 and W22703 genomes. However, sets of ~550 genes revealed to be specific for each of them in comparison to the other strain. The plasticity zone (PZ) of 142 kb in the W22703 genome carries an ancient flagellar cluster Flg-2 of ~40 kb, but it lacks the pathogenicity island YAPI<sub>Ye</sub>, the secretion system <it>ysa </it>and <it>yts1</it>, and other virulence determinants of the 8081 PZ. Its composition underlines the prominent variability of this genome region and demonstrates its contribution to the higher pathogenicity of biotype 1B strains with respect to W22703. A novel type three secretion system of mosaic structure was found in the genome of W22703 that is absent in the sequenced strains of the human pathogenic <it>Yersinia </it>species, but conserved in the genomes of the apathogenic species. We identified several regions of differences in W22703 that mainly code for transporters, regulators, metabolic pathways, and defence factors.</p> <p>Conclusion</p> <p>The W22703 sequence analysis revealed a genome composition distinct from other pathogenic <it>Yersinia enterocolitica </it>strains, thus contributing novel data to the <it>Y. enterocolitica </it>pan-genome. This study also sheds further light on the strategies of this pathogen to cope with its environments.</p
The Stakes in Bayh-Dole: Public Values Beyond the Pace of Innovation
Evaluation studies of the Bayh-Dole Act are generally concerned with the pace of innovation or the transgressions to the independence of research. While these concerns are important, I propose here to expand the range of public values considered in assessing Bayh-Dole and formulating future reforms. To this end, I first examine the changes in the terms of the Bayh-Dole debate and the drift in its design. Neoliberal ideas have had a definitive influence on U.S. innovation policy for the last thirty years, including legislation to strengthen patent protection. Moreover, the neoliberal policy agenda is articulated and justified in the interest of “competitiveness.” Rhetorically, this agenda equates competitiveness with economic growth and this with the public interest. Against that backdrop, I use Public Value Failure criteria to show that values such as political equality, transparency, and fairness in the distribution of the benefits of innovation, are worth considering to counter the “policy drift” of Bayh-Dole
