    A high flux source of cold strontium atoms

    We describe an experimental apparatus capable of achieving a high loading rate of strontium atoms in a magneto-optical trap operating in a high vacuum environment. A key innovation of this setup is a two dimensional magneto-optical trap deflector located after a Zeeman slower. We find a loading rate of 6x10^9/s whereas the lifetime of the magnetically trapped atoms in the 3P2 state is 54s.Comment: 12 pages, 16 figure

    Atomic Properties of Lu+^+

    Singly ionised Lutetium has recently been suggested as a potential clock candidate. Here we report a joint experimental and theoretical investigation of \ce{Lu^+}. Measurements relevant to practical clock operation are made and compared to atomic structure calculations. Calculations of scalar and tensor polarizabilities for clock states over a range of wavelengths are also given.     A trace monitor observes the sequence of actions in a software system, and when it detects that this sequence matches a given pattern, it executes some extra code of its own. Trace monitors are often specified declaratively using patterns based on regular expressions, context free grammars or logical formulae, and then the trace monitor implementation is generated from the specification. Trace monitors are particularly useful for runtime verification, and many variations have been proposed. Despite this intense interest, there have been hardly any systems that implement the idea in its full generality, because it is hard to generate e#cient code from a purely declarative statement of the pattern.     INSTITUTIONALIZATION OF MEDIA COMMUNICATIONS IN SOCIAL POLICY REPRESENTATION

    Purpose of the study: In modern conditions, communications play a decisive role. The information has become a “product” not only in the economic and political areas, but also in quite unexpected institutions of the post-industrial society (humanitarian, social or public, and cultural). In the article, the authors present the role of media communications in the representation of social policy and analyze experience gained from the interaction of media communications and social policy. Methodology: In the study’s practical section based on expert monitoring of articles in the printed media and the Internet, the authors analyze possibilities and prospects of institutionalization of media communications in social policy representation. Main Findings: Besides, in the study, the authors define a list of priority social topics in the publications under analysis and various aspects of media activities that influence the probability of representation of social policy by media communications. In the study, the authors indicate requirements for the responsible social position of a media professional and present policy and role diversity of media communications in the course of institutionalization

    Geopolitical policy dilemma for Eastern Partnership countries: democracy and security

    The Eastern Partnership (EaP) was established in 2009 to formalize the EU's interactions with Armenia, Azerbaijan, Belarus, Georgia, Ukraine, and Moldova. The EU's goal was to strengthen cooperation, play a role to these states' economic, political, and social development, and enhance stability in the region. However, the Kremlin was concerned regarding EU initiatives to establish its own influence in the region in the CIS space: to deprive Russia of the status of the prioritized partner of some of the six aforementioned countries through the EaP and to create an alternative to Russia's integrationist strategies in the CIS. The research study seeks to highlight geopolitical policy dilemma for Eastern Partnership Countries and underline policy tools employed by the regional actors over 6 program countries by attempting to identify an answer to the question that why the promotion of democracy which is an important element of EU’s value-driven foreign policy triggers conflict of interest with Russia which leads to the security challenges for these 6 countries. Furthermore, it identifies the main motivations for the EU-Russia involvement in the region and clarifies different approaches to policymaking. The qualitative research method of data analysis, particularly document analysis is used in this research study to clarify where Russia's and the EU's objectives intersect. On the other hand, the research by analyzing the EaP countries individually examines the domestic implications from the perspectives of democratization and security challenges in which the regional actors directly or indirectly are playing important roles. The thesis is based on neoliberal theory reflecting on the research question. Particularly offensive and defensive realism explains the appropriate reaction to the security dilemma of the EaP countries. Furthermore, one of the key emphasis is placed on the issue of the security dilemma, how it demonstrates on the challenges in the EaP countries, and how it characterizes the geopolitical situation for the EaP. As a result, the research argues on the geopolitical policy dilemma of the EaP countries inferred from the conflict of interest between Russia and the EU.https://www.ester.ee/record=b5508001*es
