    The author has identified the following significant results. With comparative observations of film types and seasonal influences on reflectance characteristics, many crop varieties can be identified. This study shows that citrus, sugar cane, brush, some winter vegetables, and grain crops could be identified. Vegetative patterns in border areas can be detected. This information can be useful in detecting avenues of entry of pest species and areas of stress that require vigilance in stopping the spread of destructive species. Influence of some environmental factors on crops that may be confused with pest injury, or related factors, can be detected and identified with Skylab data (S-190B)

    The use of Skylab data to study the early detection of insect infestations and density and distribution of host plants

    The detection of insect infestations and the density and distribution of host plants were studied using Skylab data, aerial photography and ground truth simultaneously. Additional ground truth and aerial photography were acquired between Skylab passes. Three test areas were selected: area 1, of high density citrus, was located northwest of Mission, Texas; area 2, 20 miles north of Weslaco, Texas, irrigated pastures and brush-covered land; area 3 covered the entire Lower Rio Grande Valley and adjacent areas of Mexico. A color composite picture of S-190A data showed patterns of vegetation on both sides of the Rio Grande River clearly delineating the possible avenues of entry of pest insects from Mexico into the United States or from the United States into Mexico. Vegetation that could be identified with conventional color and color IR film included: citrus, brush, sugarcane, alfalfa, irrigated and unimproved pastures

    The monopole mass in the three-dimensional Georgi-Glashow model

    We study the three-dimensional Georgi-Glashow model to demonstrate how magnetic monopoles can be studied fully non-perturbatively in lattice Monte Carlo simulations, without any assumptions about the smoothness of the field configurations. We examine the apparent contradiction between the conjectured analytic connection of the `broken' and `symmetric' phases, and the interpretation of the mass (i.e., the free energy) of the fully quantised 't Hooft-Polyakov monopole as an order parameter to distinguish the phases. We use Monte Carlo simulations to measure the monopole free energy and its first derivative with respect to the scalar mass. On small volumes we compare this to semi-classical predictions for the monopole. On large volumes we show that the free energy is screened to zero, signalling the formation of a confining monopole condensate. This screening does not allow the monopole mass to be interpreted as an order parameter, resolving the paradox.Comment: 12 pages, 7 figures, uses revtex.     Institutional change in the international governance of agriculture: a revised account

    The place of agriculture in the General Agreement on Tariffs and Trade (GATT) prior to 1986 is usually described in terms of either exclusion or exemption from general trading rules. This paper reevaluates the ‘exemption’ argument and its corollary that the Uruguay Round Agreement on Agriculture (AoA) represented a punctuated equilibrium in the governance of agriculture. Instead it traces the dynamics of institutional change through the history of the GATT/WTO, distinguishing between multilateral trading rounds and the framework of trade rules as separate but linked contexts for addressing agricultural trade matters; and further disaggregating the latter into broad principles and specific rules. It is argued that the broad principles lacked detail but, paradoxically, initially this facilitated an approach to dispute settlement based on conciliation. Subsequent trade tensions exposed an inability to make definitive legal decisions on the compatibility of specific national rules with broad GATT principles. The AoA is rooted in these institutional antecedents, but claims of the legalization of the trade regime are belied by a continued reliance on political flexibility and bargaining
