    In a flexible labour market where people can move relatively easily between jobs and employers, there can be disincentives to train. Employers will be reluctant to train if they are, other things being equal, unsure about the extent to which they will be able to recoup their training costs. In the UK, public policy is committed to increasing the number of people completing apprenticeships in recognition of the benefits this form of training confers on both employers and individual apprentices. Considerable efforts are being made by the public agencies responsible for apprenticeships to persuade employers to participate in this form of training by persuading them of the benefits of doing so. Based on a limited number of employer case studies, this paper outlines the net costs borne by employers in training apprentices and the period over which these costs are recouped by the employer. It demonstrates that employers are able to recoup their costs over one to two years in many instances

    Parent support advisor pilot : first interim report from the evaluation

    The Parent Support Adviser (PSA) pilot is a government funded initiative to support 20 Local Authorities (LAs) to introduce PSAs into their workforce. The Department for Children, Schools and Families (DCSF) commissioned the Centre for Educational Development, Appraisal and Research (CEDAR) to evaluate the PSA pilot programme from September 2006 – August 2008. A government grant (£40 million) has been made available to fund employment of PSAs over this period. To date, 717 PSAs are in place, supporting parents in 1167 schools. This first Interim Report is based on semi-structured interviews with 97 PSAs, 85 line managers and 23 other professionals in 12 case study LAs during Phase 1 of the evaluation, which was carried out between April and June 2007. Phase 2 of the study will take place during the period October to December 2007; phase 3 will take place during March to June 2008. In addition to these interview-based studies with the 12 case study LAs, an analysis will be made of the data collected by all 20 LAs over the period of the pilot using a standard database devised by CEDAR. Data are being collected on the PSAs’ work with parents and, where this occurs, with children. Finally, a cost effectiveness study will be undertaken. The findings from these phases of the project will be reported in the final report

    Different routes, common directions? Activation policies for young people in Denmark and the UK

    This article analyses and compares the development of activation policies for young people in Denmark and the UK from the mid-1990s. Despite their diverse welfare traditions and important differences in the organisation and delivery of benefits and services for the unemployed, both countries have recently introduced large-scale compulsory activation programmes for young people. These programmes share a number of common features, especially a combination of strong compulsion and an apparently contradictory emphasis on client-centred training and support for participants. The suggested transition from the ‘Keynesian welfare state’ to the ‘Schumpeterian workfare regime’ is used as a framework to discuss the two countries’ recent moves towards activation. It is argued that while this framework is useful in explaining the general shift towards active labour-market policies in Europe, it alone cannot account for the particular convergence of the Danish and British policies in the specific area of youth activation. Rather, a number of specific political factors explaining the development of policies in the mid-1990s are suggested. The article concludes that concerns about mass youth unemployment, the influence of the ‘dependency culture’ debate in various forms, cross-national policy diffusion and, crucially, the progressive re-engineering of compulsory activation by strong centre-left governments have all contributed to the emergence of policies that mix compulsion and a commitment to the centrality of work with a ‘client-centred approach’ that seeks to balance more effective job seeking with human resource development. However, attempts to combine the apparently contradictory concepts of ‘client-centredness’ and compulsion are likely to prove politically fragile, and both countries risk lurching towards an increasingly workfarist approach

    Alternative job search strategies in remote rural and peri-urban labour markets: the role of social networks

    This paper examines the importance of informal methods (especially social networking) to the job search strategies used by unemployed people. It compares three areas: a small rural town; a larger, more sparsely populated, remote rural area; and a centrally-located, peri-urban labour market. The analysis is based first on survey research undertaken with 490 job seekers across the study areas. Emerging issues were then followed up during a series of twelve focus groups. The survey research showed that job seekers in the rural study areas were significantly more likely to use social networks to look for work. However, those who had experienced repeated or long-term periods out of work, the unskilled and young people were significantly less likely to use such networks. Focus groups confirmed the perceived importance of social networking to the job search process in rural areas, in contrast to the more marginal role such methods appear to play in peri-urban settings. For many rural job seekers, formal job search activities conducted through Jobcentres were seen as largely symbolic, lacking the practical value of social networking. These results suggest that service providers seeking to assist unemployed people in rural areas need to address the problems faced by many disadvantaged job seekers who are currently caught between their lack of social network relations and the absence of local public employment service facilities in more remote communities
