Finiteness of classifying spaces of relative diffeomorphism groups of 3-manifolds
The main theorem shows that if M is an irreducible compact connected
orientable 3-manifold with non-empty boundary, then the classifying space
BDiff(M rel dM) of the space of diffeomorphisms of M which restrict to the
identity map on boundary(M) has the homotopy type of a finite aspherical
CW-complex. This answers, for this class of manifolds, a question posed by M
Kontsevich. The main theorem follows from a more precise result, which asserts
that for these manifolds the mapping class group H(M rel dM) is built up as a
sequence of extensions of free abelian groups and subgroups of finite index in
relative mapping class groups of compact connected surfaces.Comment: 19 pages. Published copy, also available at

Homology stability for outer automorphism groups of free groups
We prove that the quotient map from Aut(F_n) to Out(F_n) induces an
isomorphism on homology in dimension i for n at least 2i+4. This corrects an
earlier proof by the first author and significantly improves the stability
range. In the course of the proof, we also prove homology stability for a
sequence of groups which are natural analogs of mapping class groups of
surfaces with punctures. In particular, this leads to a slight improvement on
the known stability range for Aut(F_n), showing that its i-th homology is
independent of n for n at least 2i+2.Comment: Published by Algebraic and Geometric Topology at

Indexed Versus Nominal Government Debt Under Inflation and Price-Level Targeting
This paper presents a DSGE model in which long run inflation risk matters for social welfare. Optimal indexation of long-term government debt is studied under two monetary policy regimes: inflation targeting (IT) and price-level targeting (PT). Under IT, full indexation is optimal because long run inflation risk is substantial due to base-level drift, making indexed bonds a much better store of value than nominal bonds. Under PT, where long run inflation risk is largely eliminated, optimal indexation is substantially lower because nominal bonds become a better store of value relative to indexed bonds. These results are robust to the PT target horizon, imperfect credibility of PT and model calibration, but the assumption that indexation is lagged is crucial. From a policy perspective, a key finding is that accounting for optimal indexation has important welfare implications for comparisons of IT and PT
Early maturation processes in coal. Part 1: Pyrolysis mass balances and structural evolution of coalified wood from the Morwell Brown Coal seam
In this work, we develop a theoretical approach to evaluate maturation
process of kerogen-like material, involving molecular dynamic reactive modeling
with a reactive force field to simulate the thermal stress. The Morwell coal
has been selected to study the thermal evolution of terrestrial organic matter.
To achieve this, a structural model is first constructed based on models from
the literature and analytical characterization of our samples by modern 1-and
2-D NMR, FTIR, and elemental analysis. Then, artificial maturation of the
Morwell coal is performed at low conversions in order to obtain, quantitative
and qualitative, detailed evidences of structural evolution of the kerogen upon
maturation. The observed chemical changes are a defunctionalization of the
carboxyl, carbonyl and methoxy functional groups coupling with an increase of
cross linking in the residual mature kerogen. Gaseous and liquids hydrocarbons,
essentially CH4, C4H8 and C14+ liquid hydrocarbons, are generated in low
amount, merely by cleavage of the lignin side chain
Visual Culture Project: Confederate War Etchings: Searching for Arms by Adalbert Johann Volck
Adalbert Johann Volck’s 1861 sketch of Union soldiers, “Searching for Arms,” represents a substantial contribution to the narrative about gender relations during the American Civil War. This simple, small sketch offers the observer a window into the past. It is a collision of symbols and meaning—from gender to war to the household—all wrapped up in one image. This is a portrait sketch of a woman being invaded in her domestic, private sphere, revealing so much about gender relations during the time. The mistress herself seemed to embody a vast range of sentiments such as anger, fear, frailty, and strength, proving the tension in her role as a wife, a mother, and guardian of the home. This inner conflict is something that all women faced during this time as they strove to remain loyal to the cause for which their husbands fought
Stabilization for mapping class groups of 3-manifolds
We prove that the homology of the mapping class group of any 3-manifold
stabilizes under connected sum and boundary connected sum with an arbitrary
3-manifold when both manifolds are compact and orientable. The stabilization
also holds for the quotient group by twists along spheres and disks, and
includes as particular cases homological stability for symmetric automorphisms
of free groups, automorphisms of certain free products, and handlebody mapping
class groups. Our methods also apply to manifolds of other dimensions in the
case of stabilization by punctures.Comment: v4: improvements in the exposition as well as improvements in the
