Multinational lessons from local and regional economic development agencies
This paper discusses the commonalities and differences in local and regional economic development (LRED) across England, Northern Ireland, Australia and the US. The focus is on four themes: the institutional characteristics of the respondents; governance, partners and partnerships; the objectives, regional capacity building and business service activities of responding agencies; and the self-assessment of effectiveness by LRED organisations. Our analysis is based on a survey of LRED agencies in the above-noted countries using a common questionnaire that was slightly adapted for each study area. Using logistic regression, we identify the practices and strategies of local and regional economic development agencies that are associated with higher levels of effectiveness. When all participating nations’ LRED organisations are jointly evaluated, several practices emerge as being positively related to agency performance including being actively involved in industrial estates, labour training and recruitment, marketing the agency’s region to international markets, and promoting industry clusters. Also showing as being positively related to performance are variables identifying whether or not the agency subsidized relocation costs for new businesses, helps local companies access venture capital, engages in education and training programs targeted at youths, and enhances networking opportunities for local business people. Interestingly, we found statistically significant negative relationships between agency effectiveness and engaging in tourism promotion activities, training minority groups, and conducting target industry studies, though this may reflect a correlation between certain activities and problematic economic environments. Though our research methodology of relying on self-assessed performance measures does not allow us to draw sweeping conclusions, we are confident that these findings provide a beginning for identifying a set of best practices that are appropriate for LRED organisations in a multinational setting.

Gut Homing Receptors on CD8 T Cells Are Retinoic Acid Dependent and Not Maintained by Liver Dendritic or Stellate Cells
BACKGROUND & AIMS: Lymphocytes primed by intestinal dendritic cells (DC) express the gut-homing receptors CCR9 and α4β7, which recognize CCL25 and mucosal addressin cell-adhesion molecule-1 in the intestine promoting the development of regional immunity. In mice, imprinting of CCR9 and α4β7 is dependent on retinoic acid during T-cell activation. Tissue specificity is lost in primary sclerosing cholangitis (PSC), an extraintestinal manifestation of inflammatory bowel disease, when ectopic expression of mucosal addressin cell-adhesion molecule-1 and CCL25 in the liver promotes recruitment of CCR9+α4β7+ T cells to the liver. We investigated the processes that control enterohepatic T-cell migration and whether the ability to imprint CCR9 and α4β7 is restricted to intestinal DCs or can under some circumstances be acquired by hepatic DCs in diseases such as PSC. METHODS: Human and murine DCs from gut, liver, or portal lymph nodes and hepatic stellate cells were used to activate CD8 T cells. Imprinting of CCR9 and α4β7 and functional migration responses were determined. Crossover activation protocols assessed plasticity of gut homing. RESULTS: Activation by gut DCs imprinted high levels of functional CCR9 and α4β7 on naïve CD8 T cells, whereas hepatic DCs and stellate cells proved inferior. Imprinting was RA dependent and demonstrated plasticity. CONCLUSIONS: Imprinting and plasticity of gut-homing human CD8 T cells requires primary activation or reactivation by gut DCs and is retinoic acid dependent. The inability of liver DCs to imprint gut tropism implies that α4β7+CCR9+ T cell that infiltrate the liver in PSC are primed in the gut
Public opinion on energy crops in the landscape: considerations for the expansion of renewable energy from biomass
Public attitudes were assessed towards two dedicated biomass crops – Miscanthus and Short Rotation Coppice (SRC), particularly regarding their visual impacts in the landscape. Results are based on responses to photographic and computer-generated images as the crops are still relatively scarce in the landscape. A questionnaire survey indicated little public concern about potential landscape aesthetics but more concern about attendant built infrastructure. Focus group meetings and interviews indicated support for biomass end uses that bring direct benefits to local communities. Questions arise as to how well the imagery used was able to portray the true nature of these tall, dense, perennial plants but based on the responses obtained and given the caveat that there was limited personal experience of the crops, it appears unlikely that wide-scale planting of biomass crops will give rise to substantial public concern in relation to their visual impact in the landscape
TeenCovidLife: a resource to understand the impact of the COVID-19 pandemic on adolescents in Scotland
TeenCovidLife is part of Generation Scotland’s CovidLife projects, a set of longitudinal observational studies designed to assess the psychosocial and health impacts of the COVID-19 pandemic. TeenCovidLife focused on how adolescents in Scotland were coping during the pandemic. As of September 2021, Generation Scotland had conducted three TeenCovidLife surveys. Participants from previous surveys were invited to participate in the next, meaning the age ranges shifted over time.
TeenCovidLife Survey 1 consists of data from 5,543 young people age 12 to 17, collected from 22 May to 5 July 2020, during the first school closures period in Scotland. TeenCovidLife Survey 2 consists of data from 2,245 young people aged 12 to 18, collected from 18 August to 14 October 2020, when the initial lockdown measures were beginning to ease, and schools reopened in Scotland. TeenCovidLife Survey 3 consists of data from 597 young people age 12 to 19, collected from 12 May to 27 June 2021, a year after the first survey, after the schools returned following the second lockdown in 2021. A total of 316 participants took part in all three surveys.
TeenCovidLife collected data on general health and well-being, as well as topics specific to COVID-19, such as adherence to COVID-19 health guidance, feelings about school closures, and the impact of exam cancellations.
Limited work has examined the impact of the COVID-19 pandemic on young people. TeenCovidLife provides relevant and timely data to assess the impact of the pandemic on young people in Scotland. Global inequities and emissions in Western European textiles and clothing consumption
YesRising demand for cheaper textiles and clothing in Western Europe is well documented, as are changes in the Textiles and Clothing industry's globalised production structure. We apply a sub-systems global multi-regional input–output accounting framework to examine the sustainability implications of meeting Western European demand for textiles and clothing goods between 1995 and 2009. Our framework estimates environmental and socio-economic impacts of consumption in a consistent manner and shows where these occur both geographically and in the value chain. The results demonstrate that Western European textiles and clothing consumption remains dependent on low-cost labour from Brazil, Russia, India and China (BRIC), principally in the Textiles and Clothing and Agricultural sectors. Conversely, we show that the wage rate for BRIC workers in the global value chains serving Western European textiles and clothing consumption has risen over time but remains low relative to the wage rate paid to Western European workers. Likewise, we find that profits are increasingly generated within BRIC and that they are now at comparable levels to those generated in Western Europe. We find a slight overall decrease in the amount of carbon emitted in the production of textiles and clothing goods for Western Europe between 1995 and 2009. However, the trend is not linear and the importance of different underlying drivers varies over the timeseries. We conclude by discussing the implications of these results for a more sustainable future for Western European textiles and clothing consumption
Discovery and fine-mapping of height loci via high-density imputation of GWASs in individuals of African ancestry
Although many loci have been associated with height in European ancestry populations, very few have been identified in African ancestry individuals. Furthermore, many of the known loci have yet to be generalized to and fine-mapped within a large-scale African ancestry sample. We performed sex-combined and sex-stratified meta-analyses in up to 52,764 individuals with height and genome-wide genotyping data from the African Ancestry Anthropometry Genetics Consortium (AAAGC). We additionally combined our African ancestry meta-analysis results with published European genome-wide association study (GWAS) data. In the African ancestry analyses, we identified three novel loci (SLC4A3, NCOA2, ECD/FAM149B1) in sex-combined results and two loci (CRB1, KLF6) in women only. In the African plus European sex-combined GWAS, we identified an additional three novel loci (RCCD1, G6PC3, CEP95) which were equally driven by AAAGC and European results. Among 39 genome-wide significant signals at known loci, conditioning index SNPs from European studies identified 20 secondary signals. Two of the 20 new secondary signals and none of the 8 novel loci had minor allele frequencies (MAF) < 5%. Of 802 known European height signals, 643 displayed directionally consistent associations with height, of which 205 were nominally significant (p < 0.05) in the African ancestry sex-combined sample. Furthermore, 148 of 241 loci contained ≤20 variants in the credible sets that jointly account for 99% of the posterior probability of driving the associations. In summary, trans-ethnic meta-analyses revealed novel signals and further improved fine-mapping of putative causal variants in loci shared between African and European ancestry populations

Environmental regulations, innovation and firm performance: A revisit of the porter hypothesis
This paper examines the relationships between environmental regulations, firms’ innovation and private sustainability benefits using nine case studies of UK and Chinese firms. It aims to unravel the mechanisms by which a firm’s environmental behaviour in improving its private benefits of sustainability is influenced by its relationship with the government, which primarily enacts regulations to maximise public sustainability benefits in the interests of society as a whole. The paper takes its cue from the Porter hypothesis to make some broad preliminary assumptions to inform the research design. A conceptual framework was developed through inductive case studies using template analysis. The results show that depending on firms’ resources and capabilities, those that adopt a more dynamic approach to respond to environmental regulations innovatively and take a proactive approach to manage their environmental performance are generally better able to reap the private benefits of sustainability.Part of the research for this paper was supported by funding from Nottingham Innovative Manufacturing Research Centre and the University of Bedfordshire Business and Management Research Institute
