Protest and Speech Act Theory
This paper attempts to explain what a protest is by using the resources of speech-act theory. First, we distinguish the object, redress, and means of a protest. This provided a way to think of atomic acts of protest as having dual communicative aspects, viz., a negative evaluation of the object and a connected prescription of redress. Second, we use Austin’s notion of a felicity condition to further characterize the dual communicative aspects of protest. This allows us to distinguish protest from some other speech acts which also involve a negative evaluation of some object and a connected prescription of redress. Finally, we turn to Kukla and Lance’s idea of a normative functionalist analysis of speech acts to advance the view that protests are a complex speech act constituted by dual input normative statuses and dual output normative statuses
Anscombe on Intentions and Commands
The title of this essay describes its topic. I open by discussing the two-knowledges/one-object worry that Anscombe introduces through her famous example of the water-pumper. This sets the context for my main topic, viz., Anscombe’s remarks in _Intention_ on the similarities and differences between intentions and commands. These remarks play a key role in her argument’s shift from practical knowledge to the form of practical reasoning and in its subsequent shift back to practical knowledge. The remarks should be seen as framing her account of practical reasoning’s distinctive logical form: they motivate the need for the account, and they then are then illuminated by the account in order to resolve the two-knowledges/one-object puzzle. I tackle these exegetical issues over the course of the essay, but my goals are not limited to exegesis. I think there are lessons both in the philosophy of mind and in ethics to be gleaned from a close study of these remarks on intentions and commands. Intentions, we discover, must not be understood as self-commands; once we see why, we can better understand Anscombe’s rather cryptic dismissal of Kantian ethics in "Modern Moral Philosophy ." An Annotated Checklist of the Freshwater Fishes of Texas, with Keys to Identification of Species
Forty-five families and 247 species of fishes are known to inhabit the freshwaters of Texas. We report on the distribution and status of these fishes and provide a key to their identification. Of the native fishes originally found in Texas, five taxa, Notropis orca (phantom shiner), Notropis simus simus (Rio Grande bluntnose shiner), Cyprinella lutrensis blairi (Maravillas red shiner), Gambusia amistadensis (Amistad gambusia) and Gambusia georgei (San Marcos gambusia) are apparently extinct, and three, Oncorhynchus clarki virginalis (Rio Grande cutthroat trout), Hybognathus amarus (Rio Grande silvery minnow) and Gambusia senilis (blotched gambusia) appear to be extirpated from the state. More than 20 percent of the remaining primary freshwater species appear to be in some need of protection.Integrative Biolog
Evaluating the Dynamic Nature of Market Risk
This study examines the systematic risk present in major crops for the United States and three corn-belt states. An index of commodities is used in conjunction with cash receipts to generate dynamic estimates of the systematic risk for each crop and state. In our study, we find that beta estimates from a time varying parameter model (FLS) and OLS formulation are substantially different. From our graphs of betas over time, one gains insight into the changing nature of risk and the impact of institutional and macroeconomic events. A Whole-Class Support Model for Early Literacy: The Anna Plan
The Anna Plan is a unique delivery model for enhancing schoolwide literacy instruction in the primary grades. Based on the principles of Reading Recovery and Four Blocks literacy instruction, it provides supplementary reading instruction through the distinctive use of teaching staff. Over six years, it has resulted in sweeping changes in the way literacy instruction occurs as well as noteworthy increases in children\u27s reading abilities. This article gives a brief history of the authors\u27 work within the Anna Plan, explains each of the model\u27s seven tenets, and describes the research base that drives it. The focal point of the article is the detailed description of the organization and components of the five-day framework used to augment classroom reading and writing instruction. Finally, the authors recount how the Anna Plan has been embraced by two elementary schools and offer some conclusions about what contributes to the success of whole-class support models for early literacy

Capacitors Would Help Protect Against Hypervelocity Impacts
A proposal investigates alternatives to the present bumper method of protecting spacecraft against impacts of meteoroids and orbital debris. The proposed method is based on a British high-voltage-capacitance technique for protecting armored vehicles against shaped-charge warheads. A shield, according to the proposal, would include a bare metal outer layer separated by a gap from an inner metal layer covered with an electrically insulating material. The metal layers would constitute electrodes of a capacitor. A bias potential would be applied between the metal layers. A particle impinging at hypervelocity on the outer metal layer would break apart into a debris cloud that would penetrate the electrical insulation on the inner metal layer. The cloud would form a path along which electric current could flow between the metal layers, thereby causing the capacitor to discharge. With proper design, the discharge current would be large enough to vaporize the particles in the debris cloud to prevent penetration of the spacecraft. The shield design can be mass optimized to be competitive with existing bumper designs. Inter-Pixel Crosstalk in Teledyne Imaging Sensors (TIS) H4RG-10 Detectors
CMOS-hybrid arrays have recently surfaced as competitive optical detectors
for use in ground- and space-based astronomy. One source of error in these
detectors that does not appear in more traditional CCD arrays is the
inter-pixel capacitance component of crosstalk. In this paper we use a single
pixel reset method to model inter-pixel capacitance (IPC). We combine this IPC
model with a model for charge diffusion to estimate the total crosstalk on H4RG
arrays. Finally, we compare our model results to Fe55 data obtained using an
astrometric camera built to test the H4RG-B0 generation detectors.Comment: Accepted to Applied Optics 03-26-1
Participant Training for a Flight Test Evaluation of Interval Management
Interval Management is a concept designed to be used by air traffic controllers and flight crews to more efficiently and precisely manage inter-aircraft spacing. NASA, in cooperation with Boeing, Honeywell, and United Airlines, tested an avionics prototype onboard flight test aircraft. A critical need was identified to train the pilots participating in the flight test prior to the first flight. This paper documents the flight training regimen that successfully trained the pilots on the Interval Management concepts and flight crew procedures and suggests potential improvements to future training regimens for industry use
