    Much of idonesian labor problem that happening today make condition of labor market needs for more individual professional and quality. This condition is being homework of government, especially labor (tenaga kerja Indonesia or TKI). The competence of TKI may be improved by a competence model using situation labor market analysis. The research’s problem is how the model of competence using situation of labor market analysis in order to prepare TKI’s quality in East java. The aim of this research is make a model of competence that use situation labor market analysis in order to prepare the quality of Indonesian labor. This research method is descriptive qualitative analysis with an approach of focus group discussion (FGD). Result of this research is a new model matching to labor market situation so as to improve TKI’s competence

    The aim of the research is to identify and prove the influence of local culture togetherness value, motivation and work environment on employee work creativity of local Government Personel Office of Sidoarjo Regency. This study was explanative research, explaining casual relationship between variables by testing the hypothesis. Population in this study was all staffs in Local Government Office of Sidoarjo Regency as many as 51 individuals were taken as informan. Instrument used in this study was questionnaire. Measurement on the variables was elaborated in question item with score ranging from 0 to 4. Variables observed were exogen variable (W) Local culture togetherness value, endogen variable i.e., (X) Motivation, (Y) Work Enviroment, (Z) Work Cretivity. Analysis applied using path analysis with simultan model, is to test the casuality through empirical data test. Result proved that variable of local culture togetherness value has a significance influence on work environment by 0,000 (p0,05). Another result show that work environment has a significance influence on work creativity by 0,002 (p<0,05)

    Tujuan penelitian ini dalah menentukan aspek-aspek kompetensi dari unsur-unsur kompetensi dengan penambahan aspek lain dari unsure life skiil sebagai pendukung pengembangan kemampuan dan kualitas tenaga kerja Indonesia (TKI). Pencapain tujuan tersebut diawali dengan mengidentifikasikan model saat ini berikut kelemahanya dan dilanjutkan dengan pembuatan model kompetensi plus. Penelitian menggunakan metode deskriptif dengan analisis kualitatif terhadap hasil forum grup discussion (FGD). Hasil penelitian menunjukan aspek-aspek kompetensi belum dipenuhi calon TKI sementara kebutuhan atas kecakapan hidup calon TKI belum terpola jelas sehingga dibutuhkan aspek kompetensi lain yakni kompetensi life skill (kompetensi plus) yang meliputi kecakapan diri, berfikir, komunikasi, kerjasama, dan vokasional. Rancangan model terbentuk berdasarkan kebutuhan kompetensi plus dengan tujuan mencetak keahlian berorientasi tugas kecakapan hidup, model ini dapat digunakan sebagai dasar bagi pemograman pelatihan bagi kecakapan hidup. Model ini dapat digunakan sebagai dasar bagi pemerograman pelatihan bagi calon TK

    Penelitian ini bertujuan memaparkan quality improvement performance dalam pelayanan administrasi kependudukan yang ada di wilayah Jawa Timur dan format prince of non-conformance dalam pelayanan administrasi kependudukan. Data primer yang dikumpulkan dalam penelitian dengan responden sebanyak 600 orang. Setelah data tekumpul kemudian diolah dan dianalisis dengan menggunakan analisis Indeks Kepuasan Masyarakat. Hasil penelitian menunjukan bahwa 1) kepuasan masyarakat Jawa Timur tentang Layanan Kartu Tanda Penduduk (KTP) dan Kartu Keluarga termsuk dalam kategori baik dengan nilai B b(73,73); Layanan Akta Lahir memiliki kategori baik dengan nilai B (70,892). 2), Nilai tersebut belum maksimal karena masih terdapat kesenjangan/gap dalam pelayan prima yang belum diwujudkan, yaitu gap kualitas pelayanan. 3) Price of Non-Conformance (PONC) dalam mendukung kinerja layanan adminduk yang berkualitas masih sangat rendah, yaitu 41,08%. Format PONC yang ada selama ini hanya berupa kotak surat. Untuk pengaduan di media maupun lewat Pusat Pengaduan & Pelayanan Masyarakat masih belum ada sama sekali.     Proses Pengadaan Sumber Daya Manusia Perangkat Desa di Kabupaten Sidoarjo

    The implementation of village government cannot be separated from the role of village officials in realizing public services and good governance. Recruitment and selection of village officials need to be carried out strictly to obtain quality human resources. This study aims to describe the recruitment and selection patterns of village officials in Sidoarjo Regency. The research method used is descriptive with a qualitative approach. Data were collected through interviews, observation and documentation. Data analysis used the Miles and Huberman interactive model including data collection, reduction, and presentation, as well as conclusion drawing. The results showed that the pattern of recruitment and selection of village officials included the stages of announcement, administrative selection, examination, announcement of examination results, and inauguration. The online exam was preceded by a server trial before implementation. The exam consisted of three types of questions, namely general knowledge, nationality, and government, including 100 questions. The results of the exam are announced in the form of scores and rankings of participants as well as the position chosen.  Participants who pass the exam are then officially inaugurated as village officials

    This study assesses the quality of National Health Insurance Services at the Gempol Health Center in Pasuruan Regency, highlighting the need to evaluate service effectiveness under resource constraints. The research adopts a descriptive qualitative approach, employing observation, interviews, and documentation for data collection with purposive sampling for informant selection. Analysis involved data collection, reduction, presentation, and conclusion formulation. Findings reveal that while reliability issues are minimal, staffing inadequacies, insufficient physical infrastructure, and patient overcrowding challenge service responsiveness and quality. Despite these issues, guarantees, assurances, and empathy levels are satisfactory. This study underscores the critical need for enhanced resource allocation to improve healthcare service quality at community health centers

    This study aims to determine the level of development of local financial independence Sidoarjo district in order to support the implementation of regional development for the implementation of a decentralized system (Local Government), the contribution of PAD to Sidoarjo district budget in fiscal year 2010-2014 and the commitment of local governments to increase revenue Sidoarjo regency. This type of research is quantitative qualitative (mixed method). The results showed that the ratio of local financial independence Sidoarjoregency status is low or that are in consultative relationship patterns. The ratio of the degree of fiscal decentralization and the index ratio shows the ability of a routine that sufficient fiscal capacity. In harmony ratio shows the results of routine spending a larger share of total development. While the growth rate, the overall experience negative growth. The contribution of PAD to Sidoarjo district budget is low or less. Then the lack of commitment of local governments both the Executive and the Legislature to improve PAD affecting the magnitude of the increase of local financial independence, the lack of loyalty of both the Executive and the Legislature in managing the region's financial sectors ranging from planning to implementation, and the lack of innovation of local governments in exploring the potential Regency Sidoarjo that generate revenue

    This research to analyze the implementation of integrated sub-district administrative services in Candi District, Sidoarjo Regency. This research uses qualitative research methods. This research selected informants using a purposive sampling method. Data collection uses three techniques, namely data obtained by observation, interviews and documentation. The analytical technique used in analyzing this research is implementation through Communication, Resources, Disposition and Bureaucratic Structure. The research results show that communication in the Candi District Government in providing PATENT services is optimal, namely through direct and indirect communication. The resources owned by the Candi District Government are not optimal because the service space is still not large enough to provide services to the community. The disposition given is optimal, namely employees can understand the leadership's instructions clearly. The bureaucratic structure in PATEN services is optimal, namely there is clarity in the bureaucratic structure and there are standard operating procedures (SOP) for providing PATEN service
