    Policy options of agricultural biotechnology R&D in Sub-Saharan Africa: key issues and aspects

    This paper reviews the status of Agricultural Biotechnology in Sub-Saharan Africa. It addresses the potential economic benefits to Sub-Saharan Africa and the effect biotechnology policies may have on growth, production and poverty reduction. The extent to which agricultural biotechnology will compound or mitigate the constraints faced by smallholders/subsistence farmers is also discussed. The status of crop biotechnology research worldwide is reviewed and the influence of intellectual property rights (IPRs) and market concentration on the development and diffusion of biotechnology in Sub-Saharan Africa is analyzed.     The Impact of Labor Constraints on the Farm Performance

    Stricter immigration policies that affect an estimated 12 million unauthorized immigrants, 40% of whom are hired as farm workers, can potentially leave the highly labor-dependent organic farms more economically vulnerable. The displacement of unauthorized immigrants will expectedly create labor shortages. This study analyzes the impact of hiring constraints and changes in farm labor market conditions (due to stricter immigration policies) on the technical efficiency and financial performance of organic and conventional farms. A production function approach is used to analyze survey data that has a mix of organic and conventional farms in the Southeast region. Adjustment strategies to deal with labor shortage and providing workers with nonwage incentives have been determined to be an important determinant of farm income. Among the strategies, adjustment of wage and nonwage benefits were found to be the most effective but a combination of strategies is the most preferred approach to deal with labor shortage.     Acceptance of biotechnology and social-cultural implications in Ghana

    Despite major scientific progress in the application of biotechnology in agriculture, public attitudes towards biotechnology in general and genetically modified food (GM food) products in particular remain mixed in Africa. Examining responses on acceptance of GM food through a stakeholder survey in Ghana, it was established that half of the 100 people sample interviewed were not in favor of GM foods. To this group acceptance of GM foods would make farmers loose focus on the traditional ways of cultivation, putting the whole nation at the mercy of profit driven foreign companies who produce GM foods. In order to have clear and unbiased attitudes towards agricultural biotechnology in Africa, there is the need to substitute dominant ideologies in the way biotechnology research and dissemination are conducted in developed countries with tailor-made methodologies in developing countries. This paper emphasizes the social dynamic force of food focusing on the need for social shaping of biotechnologies to reflect local and regional needs. Respondents’ perceptions of GM foods suggest that food is seen as not just a commodity to be consumed but food has both cultural and national identities. Generally, people are identified by their consumption and nutrition lifestyles and therefore take pride in what they eat. A proposal is made to set biotechnology research agenda in the context of social choices; social scientific coalition of biotechnology with endogenous development pathways’ as opposed to ‘exogenous biotechnology research’. Also there is the need for adequate capacity building of the existing regulatory institutions to handle ethical and moral issues associated with biotechnology research since survey findings showed lacked of public confidence in them.Biotechnology; survey; acceptability; social shaping; Ghana

    A stakeholder approach to investigating public perception and attitudes towards agricultural biotechnology in Ghana

    A stakeholder survey was conducted in Ghana to assess the level of public perceptions and acceptance of agricultural biotechnologies. A total of 100 respondents drawn from academia, Non-governmental organizations, business community, government and other stakeholders were interviewed on their views on self-protection attitudes, health and economic benefits, skepticism and optimism about agricultural biotechnologies as well as the level of confidence in existing government regulatory systems to protect society against any negative effects of biotechnological issues. Although half of the sample interviewed did not accept biotechnologies in general and GM foods in particular, there was rather high approval of some specific health and economic benefits. About 80 percent of the sample interviewed lack confidence in existing government regulatory systems probably due to inadequate capacity.     Young Stellar Populations in the Collisional Ring Galaxy NGC 922

    We studied the star cluster population properties in the nearby collisional ring galaxy NGC 922 using HST/WFPC2 photometry and population synthesis modeling. We found that 69% of the detected clusters are younger than 7 Myr, and that most of them are located in the ring or along the bar, consistent with the strong Halpha emission. The images also show a tidal plume pointing toward the companion. Its stellar age is consistent with pre-existing stars that were probably stripped off during the passage of the companion. We compared the star-forming complexes observed in NGC 922 with those of a distant ring galaxy from the GOODS field. It indicates very similar masses and sizes, suggesting similar origins. Finally, we found clusters that are excellent progenitor candidates for faint fuzzy clusters.Comment: To be published in the IAU Symposium 262 proceeding. 2 page

    Cosmic clocks: A Tight Radius - Velocity Relationship for HI-Selected Galaxies

    HI-Selected galaxies obey a linear relationship between their maximum detected radius Rmax and rotational velocity. This result covers measurements in the optical, ultraviolet, and HI emission in galaxies spanning a factor of 30 in size and velocity, from small dwarf irregulars to the largest spirals. Hence, galaxies behave as clocks, rotating once a Gyr at the very outskirts of their discs. Observations of a large optically-selected sample are consistent, implying this relationship is generic to disc galaxies in the low redshift Universe. A linear RV relationship is expected from simple models of galaxy formation and evolution. The total mass within Rmax has collapsed by a factor of 37 compared to the present mean density of the Universe. Adopting standard assumptions we find a mean halo spin parameter lambda in the range 0.020 to 0.035. The dispersion in lambda, 0.16 dex, is smaller than expected from simulations. This may be due to the biases in our selection of disc galaxies rather than all halos. The estimated mass densities of stars and atomic gas at Rmax are similar (~0.5 Msun/pc^2) indicating outer discs are highly evolved. The gas consumption and stellar population build time-scales are hundreds of Gyr, hence star formation is not driving the current evolution of outer discs. The estimated ratio between Rmax and disc scale length is consistent with long-standing predictions from monolithic collapse models. Hence, it remains unclear whether disc extent results from continual accretion, a rapid initial collapse, secular evolution or a combination thereof.Comment: 14 pages, 7 figures, 3 in colour.     Atmospheric histories and growth trends of C4F10, C5F12, C6F14, C7F16 and C8F18

    Atmospheric observations and trends are presented for the high molecular weight perfluorocarbons (PFCs): decafluorobutane (C4F10), dodecafluoropentane (C5F12), tetradecafluorohexane (C6F14), hexadecafluoroheptane (C7F16) and octadecafluorooctane (C8F18). Their atmospheric histories are based on measurements of 36 Northern Hemisphere and 46 Southern Hemisphere archived air samples collected between 1973 to 2011 using the Advanced Global Atmospheric Gases Experiment (AGAGE) 'Medusa' preconcentration gas chromatography-mass spectrometry systems. A new calibration scale was prepared for each PFC, with estimated accuracies of 6.8% for C4F10, 7.8% for C5F12, 4.0% for C6F14, 6.6% for C7F16 and 7.9% for C8F18. Based on our observations the 2011 globally averaged dry air mole fractions of these heavy PFCs are: 0.17 parts-per-trillion (ppt, i.e., parts per 10(12)) for C4F10, 0.12 ppt for C5F12, 0.27 ppt for C6F14, 0.12 ppt for C7F16 and 0.09 ppt for C8F18. These atmospheric mole fractions combine to contribute to a global average radiative forcing of 0.35 mW m(-2), which is 6% of the total anthropogenic PFC radiative forcing (Montzka and Reimann, 2011; Oram et al., 2012). The growth rates of the heavy perfluorocarbons were largest in the late 1990s peaking at 6.2 parts per quadrillion (ppq, i.e., parts per 10(15)) per year (yr) for C4F10, at 5.0 ppq yr(-1) for C5F12 and 16.6 ppq yr(-1) for C6F14 and in the early 1990s for C7F16 at 4.7 ppq yr(-1) and in the mid 1990s for C8F18 at 4.8 ppq yr(-1). The 2011 globally averaged mean atmospheric growth rates of these PFCs are subsequently lower at 2.2 ppq yr(-1) for C4F10, 1.4 ppq yr(-1) for C5F12, 5.0 ppq yr(-1) for C6F14, 3.4 ppq yr(-1) for C7F16 and 0.9 ppq yr(-1) for C8F18. The more recent slowdown in the growth rates suggests that emissions are declining as compared to the 1980s and 1990s.</p

    ING116070: a study of the pharmacokinetics and antiviral activity of dolutegravir in cerebrospinal fluid in HIV-1-infected, antiretroviral therapy-naive subjects.

    BackgroundDolutegravir (DTG), a once-daily, human immunodeficiency virus type 1 (HIV-1) integrase inhibitor, was evaluated for distribution and antiviral activity in cerebrospinal fluid (CSF).MethodsING116070 is an ongoing, single-arm, open-label, multicenter study in antiretroviral therapy-naive, HIV-1-infected adults. Subjects received DTG (50 mg) plus abacavir/lamivudine (600/300 mg) once daily. The CSF and plasma (total and unbound) DTG concentrations were measured at weeks 2 and 16. The HIV-1 RNA levels were measured in CSF at baseline and weeks 2 and 16 and in plasma at baseline and weeks 2, 4, 8, 12, and 16.ResultsThirteen white men enrolled in the study; 2 withdrew prematurely, 1 because of a non-drug-related serious adverse event (pharyngitis) and 1 because of lack of treatment efficacy. The median DTG concentrations in CSF were 18 ng/mL (range, 4-23 ng/mL) at week 2 and 13 ng/mL (4-18 ng/mL) at week 16. Ratios of DTG CSF to total plasma concentration were similar to the unbound fraction of DTG in plasma. Median changes from baseline in CSF (n = 11) and plasma (n = 12) HIV-1 RNA were -3.42 and -3.04 log10 copies/mL, respectively. Nine of 11 subjects (82%) had plasma and CSF HIV-1 RNA levels &lt;50 copies/mL and 10 of 11 (91%) had CSF HIV-1 RNA levels &lt;2 copies/mL at week 16.ConclusionsThe DTG concentrations in CSF were similar to unbound plasma concentrations and exceeded the in vitro 50% inhibitory concentration for wild-type HIV (0.2 ng/mL), suggesting that DTG achieves therapeutic concentrations in the central nervous system.
