Interpretation of combined wind profiler and aircraft-measured tropospheric winds and clear air turbulence

In the first experiment, it was found that wind profilers are far better suited for the detailed examination of jet stream structure than are weather balloons. The combination of good vertical resolution with not previously obtained temporal resolution reveals structural details not seen before. Development of probability-derived shear values appears possible. A good correlation between pilot reports of turbulence and wind shear was found. In the second experiment, hourly measurements of wind speed and direction obtained using two wind profiling Doppler radars during two prolonged jet stream occurrences over western Pennsylvania were analyzed. In particular, the time-variant characteristics of derived shear profiles were examined. Profiler data dropouts were studied in an attempt to determine possible reasons for the apparently reduced performance of profiling radar operating beneath a jet stream. Richardson number and wind shear statistics were examined along with pilot reports of turbulence in the vicinity of the profiler

Diasporas, agency and enterprise in settlement and homeland contexts: politicised entrepreneurship in the Kurdish diaspora

Through its focus on state-diaspora relations, existing research has given limited consideration to the role of nonstate entrepreneurial actors in understanding diaspora politicisation. This paper addresses this research gap by examining the contextually embedded relationship between diaspora politicisation and entrepreneurial activity within diaspora settlement and homeland spaces. Findings are presented of original qualitative research with Kurdish diaspora entrepreneurs based in Europe operating in the media and publishing industries. Results demonstrate how the intersection between diaspora identity, opportunity frameworks and available resources generates forms of politicised diaspora entrepreneurship, and how these venture activities contribute to the transnational (re)production of diaspora identity and the mobilisation of locally rooted diaspora populations. The implications of these findings are discussed in relation to enhancing current understanding of diaspora entrepreneurship and the significance of non-state actors within the diaspora politicisation process, and their relevance to policy thinking across homeland and settlement contexts

A contextual understanding of diaspora entrepreneurship: identity, opportunity and resources in the Sri Lankan Tamil and Kurdish diaspora

Purpose - Within the growing study of transnational entrepreneurial practice, existing conceptualisation of diaspora entrepreneurship has often lacked engagement with the particularities of the diaspora condition. This paper seeks to advance theoretical understanding and empirical study of diaspora entrepreneurship through identifying the processes that generate diaspora entrepreneurship across economic, social and political spheres. Design/Methodology - To analyse the relationship between the development of venture activity and diaspora (re)production, in depth, qualitative biographical analysis was undertaken with UK based diaspora entrepreneurs embedded within the particular contexts of the Sri Lankan Tamil and Kurdish diasporas. Skilled and active diaspora entrepreneurs were purposively selected from these extreme case contexts to explore their entrepreneurial agency within and across the business, social and political realms. Findings – Results identified key dimensions shaping the development of diaspora entrepreneurship. These comprised the role of diaspora context in shaping opportunity frameworks and the mobilisation of available resources, and how venture activity served to sustain collective diaspora identity and address diaspora interests. These findings are used to produce an analytical model of the generation of diaspora entrepreneurship to serve as a basis for discussing how heterogeneous and hybrid entrepreneurial strategies emerge from and shape the evolving diaspora context. Originality - By placing the reproduction of social collectivity centre-stage, this paper identifies the particularities of diaspora entrepreneurship as a form of transnational entrepreneurship. This recognizes the significance of a contextualised understanding of entrepreneurial diversity within wider processes of diaspora development, which has important implications for policy and practice development in homeland and settlement areas

Tackling concentrated worklessness: integrating governance and policy across and within spatial scales

Spatial concentrations of worklessness remained a key characteristic of labour markets in advanced industrial economies, even during the period of decline in aggregate levels of unemployment and economic inactivity evident from the late 1990s to the economic downturn in 2008. The failure of certain localities to benefit from wider improvements in regional and national labour markets points to a lack of effectiveness in adopted policy approaches, not least in relation to the governance arrangements and policy delivery mechanisms that seek to integrate residents of deprived areas into wider local labour markets. Through analysis of practice in the British context, we explore the difficulties of integrating economic and social policy agendas within and across spatial scales to tackle problems of concentrated worklessness. We present analysis of a number of selected case studies aimed at reducing localised worklessness and identify the possibilities and constraints for effective action given existing governance arrangements and policy priorities to promote economic competitiveness and inclusion

Something in the Water:Opening the public health law policy window for fluoridation?

Alongside the more widely debated provisions relating to the organisation and delivery of healthcare services in the National Health Service in England, the Health and Care Act 2022 contains measures relating to public health. This article offers a critical examination of one of these, that relating to fluoridation of water supplies. The nature of this intervention as a response to problems of poor oral health is considered, and the changes made by the 2022 Act are explained. It is argued that there are clear reasons for altering the statutory framework, but that it is less immediately apparent why this development is taking place at this point in time. In order to answer this question, John Kingdon’s concept of a ‘policy window’ is deployed as a framework for understanding agenda-setting in this context. Additionally, this can facilitate analysis of the future likelihood of use of the powers conferred by the 2022 Act in this controversial area of public health
