    From 05.02.06 to 10.02.06, the Dagstuhl Seminar 06061 ``Theory of Evolutionary Algorithms\u27\u27 was held in the International Conference and Research Center (IBFI), Schloss Dagstuhl. During the seminar, several participants presented their current research, and ongoing work and open problems were discussed. Abstracts of the presentations given during the seminar as well as abstracts of seminar results and ideas are put together in this paper. The first section describes the seminar topics and goals in general. Links to extended abstracts or full papers are provided, if available

    The Ionization Fraction in Dense Molecular Gas II: Massive Cores

    We present an observational and theoretical study of the ionization fraction in several massive cores located in regions that are currently forming stellar clusters. Maps of the emission from the J = 1-> O transitions of C18O, DCO+, N2H+, and H13CO+, as well as the J = 2 -> 1 and J = 3 -> 2 transitions of CS, were obtained for each core. Core densities are determined via a large velocity gradient analysis with values typically 10^5 cm^-3. With the use of observations to constrain variables in the chemical calculations we derive electron fractions for our overall sample of 5 cores directly associated with star formation and 2 apparently starless cores. The electron abundances are found to lie within a small range, -6.9 < log10(x_e) < -7.3, and are consistent with previous work. We find no difference in the amount of ionization fraction between cores with and without associated star formation activity, nor is any difference found in electron abundances between the edge and center of the emission region. Thus our models are in agreement with the standard picture of cosmic rays as the primary source of ionization for molecular ions. With the addition of previously determined electron abundances for low mass cores, and even more massive cores associated with O and B clusters, we systematically examine the ionization fraction as a function of star formation activity.     Throughout the 20th century, mission-educated black men rose to prominence in the African National Congress while simultaneously holding leadership positions in the church. Yet, less is written about the faith of these men, and more about their politics; even less studied is the spiritual life of political leaders,what Nelson Mandela, in reference to his struggle companion, Oliver Tambo, called ‘the essence’ of man. Drawing on the construct of interiority, this article offers a re-assessment of public testimonies about the ANC’s longest serving president, demonstrating how the internal workings of Tambo’s faith came to be expressed in the external life and leadership of this devout Christian activist

    Political symbolism as policy craft : explaining non-reform in South African education after apartheid

    The policy literature in developing countries is replete with narratives of 'failure' attributed to the lack of resources, the inadequacy of teacher training, the weak design of implementation strategy, and the problems of policy coherence. This research on education policymaking after apartheid presents the following puzzle: what if the impressive policies designed to change apartheid education did not have 'implementation' as their primary commitment? Drawing on data from seven detailed case studies, the construct of 'political symbolism' is proposed as a first step towards developing a more elaborate theory for explaining one of the most intractable problems in policy studies: the distance between policy ideals and practical outcomes

    Mergers in South African higher education: theorising change in transitional contexts

    Drawing on a study of five merger cases in recent South African higher education, this article examines why in each case, the mergers proceeded despite intense opposition from the entities affected and in a form and manner different from that envisaged by their state designers. It considers too, the inadequacies of existing merger theories to explain these two factors and draws on contingency theory to show how the merger outcomes were the product of a complex interplay between governmental macro-politics and institutional micropolitics in a context of political transition. It also exposes the assumption that policy implementation is a rational process in which institutional practice mirrors the formal intentions of government planners, arguing that the merger process in South Africa has to date been marked by behaviour and action that has been both irrational and incoherent as well as not necessarily in the interests of the higher educational process

    Mode 2 knowledge and institutional life: taking Gibbons on a walk through a South African university

    This paper examines the response of a black university in South Africa to the challenges posed by the mode 2 knowledge thesis of Michael Gibbon. The case material is based on the Faculty of Engineering at the University of Durban Westville, which in the period 1999 - 2000 grappled with the implications of Gibbon's thesis for knowledge, inquiry and professional identity in a proposed university-industry partnership. The author argues that entrenched institutional rules and behaviours threaten to undermine any attempt to rethink the research and practice of engineering education even when such restructuring appears to work in the best interest of students
