ACCELERATING THE IMPROVEMENT OF HUMAN RESOURCES’ QUALITY ACCORDING TO THE DEMAND OF GLOBALIZATION THROUGH MEDIA EDUCATION
Perlunya sumber daya manusia yang berkualitas sudah disadari oleh hampir seluruh bangsa di dunia. Disadari bahwa hanya bangsa yang memiliki sumber daya manusia yang berkualitas yang mampu hidup sukses dalam menghadapi tantangan-tantangan global. Meskipun telah banyak upaya yang dilakukan oleh negara-negara untuk meningkatkan kualitas sumber daya manusianya, namun masalah kualitas sumber daya manusia masih terdapat di mana-mana. Memperhatikan kenyataan dan pengalaman dari banyak negara yang telah melaksanakan pendidikan media, nampaknya dewasa ini pendidikan media merupakan suatu keharusan sesuai tuntutan globalisasi dan per- kembangan sosial yang cepat. Media pendidikan diharapkan mampu mengembangkan kemampuan berpikir kritis, berkomunikasi, mengguna-kan media sebagai alat komunikasi untuk tukar menukar informasi dan pengalaman untuk membentuk perilaku yang positif dalam menghadapi dan memecahkan masalah-masalah kehidupan dalam bidang politik, ekonomi, sosial, dan budaya. Agar dapat berhasil, maka pendidikan media hendaknya direncanakan secara matang dan sistematis, dan dilaksanakan dengan strategi yang tepat dan sempurna. Selain itu, dukungan yang cukup dari pemerintah dan masyarakat sangat diperlukan untuk memungkinkan terlaksananya dengan sukses pendidikan media itu untuk seluruh warga negara. All plate boundaries are divided into segments - pieces of fault that are distinct from oneanother, either separated by gaps or with different orientations. The maximum size of anearthquake on a fault system is controlled by the degree to which the propagating rupture cancross the boundaries between such segments. A large earthquake may rupture a whole segmentof plate boundary, but a great earthquake usually ruptures more than one segment at once.The December 26th 2004 MW 9.3 earthquake and the March 28th 2005 MW 8.7 earthquakeruptured, respectively, 1200–1300 km and 300–400 km of the subduction boundary betweenthe Indian-Australian plate and the Burman and Sumatra blocks. Rupture in the 2004 eventstarted at the southern end of the fault segment, and propagated northwards. The observationthat the slip did not propagate significantly southwards in December 2004, even though themagnitude of slip was high at the southern end of the rupture strongly suggests a barrier at thatplace. Maximum slip in the March 2005 earthquake occurred within ~100 km of the barrierbetween the 2004 and 2005 ruptures, confirming both the physical importance of the barrier,and the loading of the March 2005 rupture zone by the December 2004 earthquake.The Sumatran Segmentation Project, funded by the Natural Environment Research Council(NERC), aims to characterise the boundaries between these great earthquakes (in terms of bothsubduction zone structure at scales of 101-104 m and rock physical properties), record seismicactivity, improve and link earthquake slip distribution to the structure of the subduction zoneand to determine the sedimentological record of great earthquakes (both recent and historic)along this part of the margin. The Project is focussed on the areas around two earthquakesegment boundaries: Segment Boundary 1 (SB1) between the 2004 and 2005 ruptures atSimeulue Island, and SB2 between the 2005 and smaller 1935 ruptures between Nias and theBatu Islands.Cruise SO200 is the third of three cruises which will provide a combined geophysical andgeological dataset in the source regions of the 2004 and 2005 subduction zone earthquakes.SO200 was divided into two Legs. The Implementation of Emi (English Medium Instruction) in Indonesian Universities: Its Opportunities, Its Threats, Its Problems, and Its Possible Solutions
In this paper, I attempt to find out whether EMI (English Medium Instruction) can be an effective means of enhancing students\u27 and teachers\u27 language proficiency at university (bilingualism) and whether bilingualism necessarily leads to biliteracy. In addition, I would like to propose a model on which a smooth transition to a full EMI implementation can be achieved, should it be adopted. From literature reviews, I conclude that EMI (using English to teach content subjects) can be a better means of solving learners\u27 language problems than teaching English as a subject, because it allows learners more exposure to the language (comprehensible input) and more opportunity to use it (comprehensible output). However, due to its classroom-based nature, EMI is not likely to develop the four language skills (listening, reading, speaking, & writing) equally for both students and teachers. On the other hand, the assumption that EMI will automatically result in biliteracy is unsupported, because only bilinguals competent in both languages can take a full advantage of their bilingualism. Students or teachers who are not adequately developed in the language are likely to suffer academically, socially, and psychologically instead.
Since research has found that total/full immersion is not the right method for language-incompetent students, the writer believes that both a bridging program and a partial EMI program are necessary at least at the initial stage of EMI implementation. The bridging program should be based on students\u27 and teachers\u27 academic and linguistic needs (EAP); the partial EMI program may be based on limitations on three factors: the participants, the scope of use, and the settings. Finally, in order for the program to run smoothly, mixed-mode teaching in the classroom should be discouraged and a conducive atmosphere for second language acquisition should be established both in the classroom and outside the classroo
