Ефективність цієї практики доводиться за допомогою аналізу психологічних і методологічних аспектів даного методу одночасно із аналізом результатів дослідження, проведеного серед студентів.The paper describes the established practice of news exchange during the English language classes among the Information Technologies students at the National Technical University of Ukraine. In the situation when professional English of the students comes into a certain conflict with the ability to communicate with the real-life world, the experience of sharing world news appears to be a reliable instrument of enhancing the overall linguistic competence. Effectiveness of this practice can be better understood through the analysis of the psychological and methodological aspects of the method alongside with the results of the survey conducted among the students.Статья описывает разработанную методику обмена новостями во время занятий английским языком студентов специальности «Информационные технологии» Национального технического университета Украины.     The capacitated transshipment location problem with stochastic handling utilities at the facilities

    The problem consists in finding a transshipment facilities location that maximizes the total net utility when the handling utilities at the facilities are stochastic variables, under supply, demand, and lower and upper capacity constraints. The total net utility is given by the expected total shipping utility minus the total fixed cost of the located facilities. Shipping utilities are given by a deterministic utility for shipping freight from origins to destinations via transshipment facilities plus a stochastic handling utility at the facilities, whose probability distribution is unknown. After giving the stochastic model, by means of some results of the extreme values theory, the probability distribution of the maximum stochastic utilities is derived and the expected value of the optimum of the stochastic model is found. An efficient heuristics for solving real-life instances is also given. Computational results show a very good performance of the proposed methods both in terms of accuracy and efficienc

    Energy-Efficient Building Retrofits: An Assessment of Regulatory Proposals under Uncertainty

    Improving energy efficiency in European Union buildings will require retrofitting much of the existing stock due to limited new construction opportunities. Given uncertainty in energy prices and technology costs stemming from deregulation, a stochastic optimisation framework is desirable for long-term decision support. We synthesise treatment of uncertainty and risk management to obtain insights about the impact of retrofits on energy consumption, costs, CO2 emissions, and risk at real buildings in Austria and Spain. The optimal strategy for the Spanish site is to invest in photovoltaic and solar thermal technologies. This lowers expected costs by 8.5% and reduces expected primary energy consumption and CO2 emissions by 20% relative to using existing equipment. By limiting exposure to volatile energy prices, the strategy also yields a nearly 10% reduction in risk. We obtain similar results also for the Austrian site. Via this framework, tradeoffs among competing objectives and the effectiveness of proposed regulation may be assessed. Specifically, we find that more stringent restrictions on energy efficiency are economically viable if regulation also facilitates enhanced operational decision support for buildings. Indeed, primary energy consumption can be lowered only through more on-site generation such as combined heat and power, which is more complex for building managers to deploy

    We present a simple approach to transform a deterministic numerical model, where several agents simultaneously make decisions, into a stochastic model. This approach, which builds on scenario aggregation, a numerical method developed to solve decision problems under uncertainty, is used to build a large stochastic numerical equilibrium model of the Western European energy markets. We use the stochastic model to analyze the impact of economic and political uncertainty on the Western European energy markets. We demonstrate that the equilibria under uncertainty differ significantly from the deterministic outcomes

    Portfolio selection models: A review and new directions

    Modern Portfolio Theory (MPT) is based upon the classical Markowitz model which uses variance as a risk measure. A generalization of this approach leads to mean-risk models, in which a return distribution is characterized by the expected value of return (desired to be large) and a risk value (desired to be kept small). Portfolio choice is made by solving an optimization problem, in which the portfolio risk is minimized and a desired level of expected return is specified as a constraint. The need to penalize different undesirable aspects of the return distribution led to the proposal of alternative risk measures, notably those penalizing only the downside part (adverse) and not the upside (potential). The downside risk considerations constitute the basis of the Post Modern Portfolio Theory (PMPT). Examples of such risk measures are lower partial moments, Value-at-Risk (VaR) and Conditional Value-at-Risk (CVaR). We revisit these risk measures and the resulting mean-risk models. We discuss alternative models for portfolio selection, their choice criteria and the evolution of MPT to PMPT which incorporates: utility maximization and stochastic dominance

    Handling of long-term storage in multi-horizon stochastic programs

    This paper introduces a method for incorporating long-term storage into the multi-horizon modelling paradigm, thereby expanding the scope of problems that this approach can address. The implementation presented here is based on the HyOpt optimization model, but the underlying concepts are designed to be adaptable to other models that utilize the multi-horizon approach. We demonstrate the effects of several formulations on a case study that explores the electrification of an offshore installation using wind turbines and a hydrogen-based energy storage system. The findings suggest that the formulations offer a realistic modelling of storage capacity, without compromising the advantages of the multi-horizon approach.publishedVersio

    HMM based scenario generation for an investment optimisation problem

An important criticism of this method is that the parameters of the GBM are assumed to be constants; due to this fact, important features of the time series, like extreme behaviour or volatility clustering cannot be captured. We propose an approach by which the parameters of the GBM are able to switch between regimes, more precisely they are governed by a hidden Markov chain. Thus, we model the financial time series via a hidden Markov model (HMM) with a GBM in each state. Using this approach, we generate scenarios for a financial portfolio optimisation problem in which the portfolio CVaR is minimised.     Functional Characterization of the Eukaryotic Cysteine Desulfurase Nfs1p from Saccharomyces cerevisiae

    Previous studies have indicated that the essential protein Nfs1 performs a crucial role in cellular iron-sulfur (Fe/S) protein maturation. The protein is located predominantly in mitochondria, yet low amounts are present in cytosol and nucleus. Here we examined several aspects concerning the molecular function of yeast Nfs1p as a model protein. First, we demonstrated that purified Nfs1p facilitates the in vitro assembly of Fe/S proteins by using cysteine as its specific substrate. Thus, eukaryotic Nfs1 is a functional orthologue of the bacterial cysteine desulfurase IscS. Second, we showed that only the mitochondrial version but not the extramitochondrial version of Nfs1p is functional in generating cytosolic and nuclear Fe/S proteins. Mutation of the nuclear targeting signal of Nfs1p did not affect the maturation of cytosolic and nuclear Fe/S proteins, despite a severe growth defect under this condition. Nfs1p could not assemble an Fe/S cluster on the Isu scaffold proteins when they were located in the yeast cytosol. The lack of function of these central Fe/S cluster assembly components suggests that the maturation of extramitochondrial Fe/S protein does not involve functional copies of the mitochondrial Fe/S cluster assembly machinery in the yeast cytosol. Third, the extramitochondrial version of Nfs1p was shown to play a direct role in the thiomodification of tRNAs. Finally, we identified a highly conserved N-terminal {beta}-sheet of Nfs1p as a functionally essential part of the protein. The implication of these findings for the structural stability of Nfs1p and for its targeting mechanism to mitochondria and cytosol/nucleus will be discussed
