INDONESIA\u27S CHAIRMANSHIP OF ASEAN 2023: ADVANCING REGIONAL COLLABORATION ON ENVIRONMENTAL DIPLOMACY
Indonesia, as the chair of ASEAN in 2023, focused on promoting ASEAN as a fast-growing, inclusive, and sustainable economic region with the theme "Epicentrum of Growth". To achieve the goal, ASEAN emphasized the need for a strong regional health framework, food and energy security, and financial stability. However, it is important to mention that the theme did not specifically address environmentalissues, despite Indonesia\u27s efforts to lead initiatives addressing environmental concerns in Southeast Asia during its time as ASEAN chair. The purpose of this paper was to examine Indonesia\u27s role in environmental diplomacy while serving as the ASEAN chair in 2023. This diplomacy involved promoting joint actions to address climate change, preserve biodiversity, and promote sustainable resourcemanagement. Indonesia effectively involved ASEAN member countries in coordinated environmental efforts through hosting crucial meetings, workshops, and collaborative projects in the forms of collaborative agreements and initiatives during its chairmanship. A Pilot study to evaluate the feasibility, tolerance and efficacy of addition of hyperthermia to external beam radiotherapy (EBRT) on patients with locally advanced non metastatic inoperable head and neck cancer for palliation of symptoms
OBJECTIVES:
To assess the feasibility and toxicity of hyperthermia with radiation in patients with locally advanced non metastatic head and neck cancers, to assess the palliation of distressing symptoms in them.
METHODS:
Ten patients diagnosed to have locally advanced head and neck cancers, were treated with radiotherapy to a dose of 66 Gy in 33 fractions in Cobalt 60 machine(conventional fractionation) along with once weekly sittings of hyperthermia. Hyperthermia was given 30 minutes before radiotherapy for 30 minutes. Descriptive statistics was done. Weekly toxicity was monitored by RTOG and CTCAE
criteria. Pain and quality of life (EORTC questionnaire)) was assessed before and after treatment.
Response was compared with CT scans 3 months after treatment with Wilcoxan sign test.
Response was assessed by RECIST criteria. Survival analysis was done by Kaplan meier method.
RESULTS:
Among the 10 patients, 6 (60%) completed the treatment and 3(30%) without break. The incidence of grade 3 mucositis, grade 4 mucositis and grade 3 dermatitis was 42%, 14% and 28% respectively. The mean reduction in nodal size was 70% at 6 weeks. Pain control was good for a short duration (2 months), after which 50% of patients required STEP 3 analgesics.
CONCLUSION:
This treatment can be considered in patients with large, fixed nodes. Hyperthermia should be carried out with planned infrastructure and meticulous temperature monitoring and dosimetry
Prospective study to analyse effectiveness of Samartharam suction canula as a preventive strategy for postpartum haemorrhage in high-risk mothers at a teaching hospital over a period of one year
Background: To analyse the effectiveness of Samartharam suction canula as a preventive strategy along with routine Active management of third stage of labour (AMTSL) in women who are high risk for pph. Incorporating SR canula along with routine AMSL might help in reducing the incidence of postpartum haemorrhage (PPH).
Methods: This is a hospital based comparative prospective cross-sectional study, carried out among 150 high risk women for PPH who delivered vaginally in department of obstetrics and gynaecology, govt. Theni medical college and hospital, Theni between October 2020 to October 2021. All the women received 10 units of oxytocin IM at the appearance of anterior shoulder, or uterine massage and controlled cord traction. SR cannula was applied in 75women and in another 75 women all other uterotonics (oxytocin, misoprostol and tranexamic acid) for preventing PPH were used.
Results: Mean age of the patients was observed in the age group of 21-30 years (SR suction canula=49, medical management=50). Comparison between SR suction canula and medical methods. In this study it was observed, in higher number of cases the bleeding stopped immediately and there was a significant reduction in the amount of blood loss and the need for blood transfusion. Whereas, bleeding stopped immediately only in lower numbers, in whom medical management alone was used.
Conclusions: This study provides a promising insight, as a prophylactic strategy for prevention of atonic PPH for high-risk mothers
Loading of vertical walls by overtopping bores using pressure and force sensors - A large scale model study
This study is based on the data obtained from tests carried out in the Large Wave Flume (Grosser Wellenkanal (GWK)) in Hannover in the frame of a joint research project of Ghent University (Belgium) and Forschungszentrum Küste (FZK, Germany). The goal of the research project is to determine the wave induced loads on vertical storm walls located at the end of overtopped dike, which are designed to protect coastal cities from overtopping and floods. The loads resulting from waves overtopping the dike and impacting the vertical wall as a bore are measured by means of both force and pressure sensors. This paper describes the results of pressure and force records at the vertical wall, including a comparative analysis of the overall forces obtained by pressure integration and force sensors for two different wall setups: Fully blocked wall and partially blocked wall

Dimension Debasing towards Minimal Search Space Utilization for Mining Patterns in Big Data
Data mining algorithms generally produce patterns which are interesting. Such patterns can be used by domain experts in order to produce business intelligence. However, most of the existing algoritms that can not properly work for uncertain data. Keeping uncertain data’s characteristics in mind, it can be said that they do have more search space with existing algorithms. In this paper we proposed a method that can be used to reduce search space besides helping in producing patterns from uncertain data. The proposed method is based on MapReduce programming framework that works in distributed environment. The method essentially works on big data which is characterized by velocity, volume and variety. The proposed method also helps users to have constraints so as to produce high quality patterns. Such patterns can help in making well informed decisions. We built a prototype application that demonstrates the proof of concept. The empirical results are encouraging in mining uncertain big data in the presence of constraints.

Ecological crisis, a contemporary reality has triggered a paradigm shift in human thinking and discourse. Greening of religion is a novel approach to the interpretation of religious literature. The purpose of this study is to identify how literature reflects religious ethics centred on ecology and it brings out perspectives of religion regarding environmental conservation. Inter-quintuple layer coupling and topological phase transitions in the chalcogenide topological insulators
Driving quantum phase transitions in the 3D topological insulators offers
pathways to tuning the topological states and their properties. We use
DFT-based calculations to systematically investigate topological phase
transitions in BiSe, SbSe, BiTe and SbTe by
varying the ratio of lattice constants. This ensures no net hydrostatic
pressure under anisotropic stress and strain and allows a clear identification
of the physics leading to the transition. As a function of , all of these
materials exhibit structural and electronic stability of the quintuple layers
(QLs), and quasi-linear behavior of both the inter-quintuple layer distance and
the energy gap near the topological transition. Our results show that the
transition is predominantly controlled by the inter-QL physics, namely by
competing Coulomb and van der Waals interactions between the outer atomic
sheets in neighboring quintuple layers. We discuss the implications of our
results for topological tuning by alloying.Comment: 10 pages, 7 figure
Årsaker til kostnads- og budsjettutvikling i vegprosjekter
Den gjennomsnittlige kostnadsøkningen i planfasen ligger på 15-20%. I henhold til rapporten Kostnads- og budsjettutvikling i vegprosjekter av Torp et. al (2016), er utviklingen størst mellom anslaget som legges frem for handlingsprogrammet (HP) og vedtatt styringsramme. Kostnadsoverskridelsen i gjennomføringsfasen ligger på ca. 5%.
Hensikten med denne rapporten er å avdekke de viktigste årsakene til kostnadsøkningene i norske vegprosjekter. Rapporten tar utgangspunkt i datasettet til Torp et. al (2016), hentet fra databasen til Statens vegvesen ved vegdirektoratet. Omfanget av masteroppgaven er 30 studiepoeng, og den er dermed avgrenset til en case-studie av fire vegprosjekter. Prosjektene er gjennomført av Statens vegvesen, i perioden 2011-2015.
I forbindelse med denne studien er det gjennomført omfattende litteratur- og dokumentstudier for å skaffe grunnleggende kunnskap om valgt temaområde. Et litteraturstudie gjør det enklere å forankre studien i forhold til allerede eksisterende forskning. Gjennom casestudier er det innhentet resultater, som diskuteres i forhold til innhentet litteratur. Casestudiene er hentet fra ulike regioner.
Et kostnadsanslag angir antatt sluttkostnad for et vegprosjekt, basert på foreliggende dokumenter og plangrunnlag. Alle statlige investeringsprosjekter som utarbeides av Statens vegvesen, med en forventet kostnad over 5,0 millioner kroner skal ha utført et kostnadsoverslag ved hjelp av anslagsmetoden. Kostnadsoverslagene skal utføres i alle ledd i et vegprosjekt.
Nasjonaltransportplan er en tiårsplan, som identifiserer og konkretiserer prosjektene som skal gjennomføres i neste tiårsperiode. Prosjektene velges basert på kostnadsanslaget som er utarbeidet gjennom en KVU-prosess, kalt NTP-anslaget. For at et prosjekt skal gjennomføres i løpet av neste fireårsperiode, må prosjektet tas inn i handlingsprogrammet. Etter at et prosjekt er tatt inn i HP, utarbeides det en reguleringsplan som danner beslutningsgrunnlaget for endelig finansiering. Neste fase i prosjektet kalles gjennomføringsfasen, og omfatter prosjektering, anskaffelsesprosess og selve utførelsen av et vegprosjekt.
Kostnadsoverskridelsene viser seg å være størst i planfasen, og er avhengig av tidsgapet mellom milepælene. Større tidsgap mellom HP og styringsramme, gir redusert kostnadsutvikling mellom HP og sluttkostnad. Kostnadsutviklingen korrigert ved vegindeksen, viser derimot ingen sammenheng mellom kostnadsutviklingen og prosjekttypen.
Gjennom intervjuer av nøkkelpersonell i fire forskjellige caser er det innhentet erfaringer om mulige årsaker til kostnadsøkninger i norske vegprosjekter. I resultatkapittelet presenteres resultatene fra intervjuene til hver av de fire prosjektene. Kapittelet starter med en presentasjon av casene, før en systematisk gjennomgang av resultatene. Funnene viser flere interessante erfaringer og meninger rundt hvorfor kostnadene økes gjennom plan- og gjennomføringsfase. Dårlige plangrunnlag, prisendringer og konflikter som følge av mangelfulle kontraktsbestemmelser anses for å være avgjørende årsaker. Avslutningsvis presenteres generelle årsaker til kostnadsutviklingen, som er erfart fra tidligere prosjekter.
I diskusjonskapittelet foretas det en vurdering av de viktigste årsakene til kostnadsoverskridelser i norske vegprosjekter, og hvilke tiltak som kan innføres for å redusere disse. Anslagsmetoden må oppgraderes til å favne større prosjekter og store prisendringer, samtidig som det bør arbeides med å forbedre de gjeldende kontraktsbestemmelsene
