Temporal dimensions of vulnerability to crime in economic sectors

    Get PDF
This paper presents the results of research into vulnerability to crime in two economic sectors in Belgium. Vulnerability to crime is an integration of diverse temporal factors. We address pre-crime and post-crime aspects of vulnerability, arising before and after the criminal event in an economic context. Based on interviews with professionals, security staff, law enforcement agents and with criminals in the transport sector and the hotel and catering industry, a study of police files, and inspired by ecologists’ work on resilience, we explore vulnerability to crime as a multifaceted factor undermining the sustainability of businesses

The E-Government Act: Promoting E-Quality or Exaggerating the Digital Divide?

    Get PDF
In passing the E-Government Act of 2002, Congress has promised to improve the technological savvy of federal agencies and make more public forms and records available online. However, the question is whether doing so will alienate those Americans who do not have Internet access. Will the Act exaggerate the gap between the Internet haves and have-nots that is known as the digital divide? This iBrief identifies the e-quality issues arising from the E-Government Act and argues that implementation of the Act, however well intentioned, may exaggerate the digital divide

Critical analysis of the 'generalized coherent wave approximation'

The formalism developed by Fletcher (1967) to take account of the presence of short range order in the calculation of the electronic energy spectrum of amorphous covalent semiconductors is examined critically and found to have fundamental difficulties

Live-box experiments with anchovetas, Cetengraulis mysticetus, in the Gulf of Panama

ENGLISH: Extensive live-box experiments were conducted during 1958, 1959, and 1960 to test the efficacy of various tags and marks for use with anchovetas, and to test the effects of the use of anesthetics and antibiotics with the tagging. A total of 12,767 fish was involved in 72 experiments during the three years. Daily records of the mortalities and shedding were kept. Slightly over 7 months was the longest period of time any of the experiments was maintained.

Nondestructive techniques for characterizing mechanical properties of structural materials: An overview

    Get PDF
An overview of nondestructive evaluation (NDE) is presented to indicate the availability and application potentials of techniques for quantitative characterization of the mechanical properties of structural materials. The purpose is to review NDE techniques that go beyond the usual emphasis on flaw detection and characterization. Discussed are current and emerging NDE techniques that can verify and monitor entrinsic properties (e.g., tensile, shear, and yield strengths; fracture toughness, hardness, ductility; elastic moduli) and underlying microstructural and morphological factors. Most of the techniques described are, at present, neither widely applied nor widely accepted in commerce and industry because they are still emerging from the laboratory. The limitations of the techniques may be overcome by advances in applications research and instrumentation technology and perhaps by accommodations for their use in the design of structural parts

Ultrasonic evaluation of high voltage circuit boards

    Get PDF
Preliminary observations indicate that an ultrasonic scanning technique may be useful as a quick, low cost, nondestructive method for judging the quality of circuit board materials for high voltage applications. Corona inception voltage tests were conducted on fiberglass-epoxy and fiberglass-polyimide high pressure laminates from 20 to 140 C. The same materials were scanned ultrasonically by utilizing the single transducer, through-transmission technique with reflector plate, and recording variations in ultrasonic energy transmitted through the board thickness. A direct relationship was observed between ultrasonic transmission level and corona inception voltage. The ultrasonic technique was subsequently used to aid selection of high quality circuit boards for the Communications Technology Satellite

Application of scanning acoustic microscopy to advanced structural ceramics

    Get PDF
A review is presentod of research investigations of several acoustic microscopy techniques for application to structural ceramics for advanced heat engines. Results obtained with scanning acoustic microscopy (SAM), scanning laser acoustic microscopy (SLAM), scanning electron acoustic microscopy (SEAM), and photoacoustic microscopy (PAM) are compared. The techniques were evaluated on research samples of green and sintered monolithic silicon nitrides and silicon carbides in the form of modulus-of-rupture bars containing deliberately introduced flaws. Strengths and limitations of the techniques are described with emphasis on statistics of detectability of flaws that constitute potential fracture origins

    Evaluation of crime prevention initiatives

This third toolbox in the series published by the EUCPN Secretariat focuses on the main theme of the Irish Presidency, which is the evaluation of crime prevention initiatives. The theme is explored and elaborated in various ways through: a literature review; two workshops with international experts and practitioners during which the strengths and weaknesses of programme evaluation were discussed in detail; a screening of existing guidelines and manuals on evaluation; and finally, a call which was launched by the EUCPN Secretariat to the Member States to collect some practices on the evaluation of crime prevention initiatives

Public opinion and policy on crime prevention in Europe

    Get PDF
In this second monitor report the focus is put on people’s perceptions and attitudes on the one hand, and on priorities in crime prevention policies across Europe on the other hand. What does the general public think about the police: their relationship with the communities, their effectiveness in preventing crime, their fairness with which they wield their authoritative power, their integrity,...? What do Europeans think of the effectiveness of policies on the different levels (national vs. European)? What do they believe to be the challenges to the security in the prevention and fight against crime? These are some questions approached in this report. The information and data used to answer these questions come from the Trust in the Police & Courts Module of the European Social Survey and from the Eurobarometer surveys conducted by the European Commission. Besides these existing survey data, the EUCPN Secretariat collected some additional data from the EUCPN members on the priorities in the crime prevention policies in their countries. More specifically, questions were asked about the country’s top three priorities in crime prevention policy/strategy and compared to the country’s three most prominent crime problems based on crime statistics. Also, it was examined whether or not the top three priorities in the country’s crime prevention policy were based on statistical or recorded data, or – if not – what other basis was used to pick these priorities. And finally, some questions were added about any remarkable or new developments in the Member States over the past five years
