Choice and information in the public sector: a Higher Education case study
Successive governments have encouraged the view of users of public services as consumers, choosing between different providers on the basis of information about the quality of service. As part of this approach, prospective students are expected to make their decisions about which universities to apply to with reference to the consumer evaluations provided by the National Student Survey. However, a case study of a post-1992 university showed that not all students made genuine choices and those who did tended to be in stronger social and economic positions. Where choices were made, they were infrequently based on external evaluations of quality
Efficient Sequential Monte-Carlo Samplers for Bayesian Inference
In many problems, complex non-Gaussian and/or nonlinear models are required
to accurately describe a physical system of interest. In such cases, Monte
Carlo algorithms are remarkably flexible and extremely powerful approaches to
solve such inference problems. However, in the presence of a high-dimensional
and/or multimodal posterior distribution, it is widely documented that standard
Monte-Carlo techniques could lead to poor performance. In this paper, the study
is focused on a Sequential Monte-Carlo (SMC) sampler framework, a more robust
and efficient Monte Carlo algorithm. Although this approach presents many
advantages over traditional Monte-Carlo methods, the potential of this emergent
technique is however largely underexploited in signal processing. In this work,
we aim at proposing some novel strategies that will improve the efficiency and
facilitate practical implementation of the SMC sampler specifically for signal
processing applications. Firstly, we propose an automatic and adaptive strategy
that selects the sequence of distributions within the SMC sampler that
minimizes the asymptotic variance of the estimator of the posterior
normalization constant. This is critical for performing model selection in
modelling applications in Bayesian signal processing. The second original
contribution we present improves the global efficiency of the SMC sampler by
introducing a novel correction mechanism that allows the use of the particles
generated through all the iterations of the algorithm (instead of only
particles from the last iteration). This is a significant contribution as it
removes the need to discard a large portion of the samples obtained, as is
standard in standard SMC methods. This will improve estimation performance in

Price Variations in a Stock Market With Many Agents
Large variations in stock prices happen with sufficient frequency to raise
doubts about existing models, which all fail to account for non-Gaussian
statistics. We construct simple models of a stock market, and argue that the
large variations may be due to a crowd effect, where agents imitate each
other's behavior. The variations over different time scales can be related to
each other in a systematic way, similar to the Levy stable distribution
proposed by Mandelbrot to describe real market indices. In the simplest, least
realistic case, exact results for the statistics of the variations are derived
by mapping onto a model of diffusing and annihilating particles, which has been
solved by quantum field theory methods. When the agents imitate each other and
respond to recent market volatility, different scaling behavior is obtained. In
this case the statistics of price variations is consistent with empirical
observations. The interplay between ``rational'' traders whose behavior is
derived from fundamental analysis of the stock, including dividends, and
``noise traders'', whose behavior is governed solely by studying the market
dynamics, is investigated. When the relative number of rational traders is
small, ``bubbles'' often occur, where the market price moves outside the range
justified by fundamental market analysis. When the number of rational traders
is larger, the market price is generally locked within the price range they

Comparison between two mobile absolute gravimeters: optical versus atomic interferometers
We report a comparison between two absolute gravimeters: the LNE-SYRTE cold
atoms gravimeter and FG5#220 of Leibniz Universit\"at of Hannover. They rely on
different principles of operation: atomic and optical interferometry. Both are
movable which enabled them to participated to the last International Comparison
of Absolute Gravimeters (ICAG'09) at BIPM. Immediately after, their bilateral
comparison took place in the LNE watt balance laboratory and showed an
agreement of 4.3 +/- 6.4 {\mu}Gal
A mesocosm experiment investigating the effects of substratum quality and wave exposure on the survival of fish eggs
In a mesocosm experiment, the attachment of bream (Abramis brama) eggs to spawning substrata with and without periphytic biofilm coverage and their subsequent survival with and without low-intensity wave exposure were investigated. Egg attachment was reduced by 73% on spawning substrata with a natural periphytic biofilm, compared to clean substrata. Overall, this initial difference in egg numbers persisted until hatching. The difference in egg numbers was even increased in the wave treatment, while it was reduced in the no-wave control treatment. Exposure to a low-intensity wave regime affected egg development between the two biofilm treatments differently. Waves enhanced egg survival on substrata without a biofilm but reduced the survival of eggs on substrata with biofilm coverage. In the treatment combining biofilm-covered substrata and waves, no attached eggs survived until hatching. Clinical trial of laronidase in Hurler syndrome after hematopoietic cell transplantation.
BackgroundMucopolysaccharidosis I (MPS IH) is a lysosomal storage disease treated with hematopoietic cell transplantation (HCT) because it stabilizes cognitive deterioration, but is insufficient to alleviate all somatic manifestations. Intravenous laronidase improves somatic burden in attenuated MPS I. It is unknown whether laronidase can improve somatic disease following HCT in MPS IH. The objective of this study was to evaluate the effects of laronidase on somatic outcomes of patients with MPS IH previously treated with HCT.MethodsThis 2-year open-label pilot study of laronidase included ten patients (age 5-13 years) who were at least 2 years post-HCT and donor engrafted. Outcomes were assessed semi-annually and compared to historic controls.ResultsThe two youngest participants had a statistically significant improvement in growth compared to controls. Development of persistent high-titer anti-drug antibodies (ADA) was associated with poorer 6-min walk test (6MWT) performance; when patients with high ADA titers were excluded, there was a significant improvement in the 6MWT in the remaining seven patients.ConclusionsLaronidase seemed to improve growth in participants <8 years old, and 6MWT performance in participants without ADA. Given the small number of patients treated in this pilot study, additional study is needed before definitive conclusions can be made
Influence of lasers propagation delay on the sensitivity of atom interferometers
In atom interferometers based on two photon transitions, the delay induced by
the difference of the laser beams paths makes the interferometer sensitive to
the fluctuations of the frequency of the lasers. We first study, in the general
case, how the laser frequency noise affects the performance of the
interferometer measurement. Our calculations are compared with the measurements
performed on our cold atom gravimeter based on stimulated Raman transitions. We
