State border corruption and illegal migration: A model
State border corruption is still a problem for Belarus, Ukraine and Moldova. In a theoretical model, it is shown how a border guard authority should optimally allocate budgetary resources to oblasts in presence of corruption, so as to minimise the general average number of illegal migrants.corruption; border guard authority; illegal migration; illegal immigration; undocumented migration; border corruption; border guards; people smuggling; people smugglers; human smuggling; border region; state border corruption; border crossings; bribes; resource allocation
Analysis of cost of production in North Atlantic fisheries
The purpose of this report is to analyse the cost of production in North Atlantic pelagic fisheries – Atlantic mackerel, Atlantic herring and blue whiting. The analysis is undertaken for various fleets from Norway, the United Kingdom (Scotland) and Iceland with data covering the period 2007-11. The results show substantial differences in value creation and cost of production. Moreover, it is shown that a reallocation of quota shares could enhance the total value of the fisheries in question

Numerical Evaluation of Two-Dimensional Harmonic Polylogarithms
The two-dimensional harmonic polylogarithms \G(\vec{a}(z);y), a
generalization of the harmonic polylogarithms, themselves a generalization of
Nielsen's polylogarithms, appear in analytic calculations of multi-loop
radiative corrections in quantum field theory. We present an algorithm for the
numerical evaluation of two-dimensional harmonic polylogarithms, with the two
arguments varying in the triangle , , $\
0\le (y+z) \le 1$. This algorithm is implemented into a {\tt FORTRAN}
subroutine {\tt tdhpl} to compute two-dimensional harmonic polylogarithms up to

The removal of residual concentrations of phosphorus from wastewater by means of coagulation and flotation
Phosphorus is a vital element in human’s lifecycle. It is required for humans and for other organisms to live. Life activities of some of these organisms cause big problems for humans. Eutrophication process is caused by excessive income of phosphorus and nitrogen to natural water resources. The main aim of this project was to test flotation unit together with coagulants and flocculants for removing of phosphorus from wastewater in a water basin of water reservoir Švihov.
Research consisted of laboratory analyzes with subsequent verification of the results in the field. Coagulants and flocculants were tested, using conventional jar tests. For these tests were used wastewater from target wastewater treatment plant with artificial addition of phosphate in the form of KH2PO4. It was done for better visibility of the coagulation results. Flotation experiments were done on a pilot scale flotation unit, provided by the KUNST company, on wastewater treatment plant of the Pacov city.
Using jar tests the best available combination of coagulant and flocculant was found (FeCl3 and 827 BS with dosage of 1.25 mg/l for both of them). Different dosages of coagulants and flocculants were assessed, basing on subsequent analyses. Was measured pH value, as it is critical value for the environment and it cannot be less than 6. Also assessment was based on residual phosphates concentration, traces of aluminum and iron from coagulants and COD value. During subsequent flotation tests was found that at certain ratio of Fe/P, there is additional consumption of coagulant in the sampling water. We supposed, that it happened because of breakthrough point for inorganic phosphorus, which is situated between Fe/P ratios of 2.6 and 4.6.
It is important to conduct additional experiments on less equipped treatment plants in the area, where effectiveness of application of flotation unit, together with chemicals can be determined better for these territories and conditions. Together with additional studies informative conclusions could be done
Праект „дзяды” ў драматургіі Дзмітрыя Багаслаўскага
This paper focuses on the works of Dmitry Bogoslavsky – a Belarusian playwright who writes in Russian. Its aim is to examine the worldview of this actor, director and dramatist based on selected works by him, and to trace his artistic evolution. More specifically, the paper seeks to answer the question of how Bogoslavsky’s works explore the Belarusian custom of Dziady (Forefathers’ Eve), understood as an element of the Belarusians’ mental image of the world. The analysis of Bogoslavsky's texts and the plays he directed has led to the conclusion that the theme of deracination and homecoming are at the core of his art. In order to communicate with their ancestors, laid to rest in their native land, characters in his works must establish a relation with an extrasensory reality by entering the ritual circle of Dziady. By depicting the spiritual realm in parallel to the world of the living, Bogoslavsky has been engaged in a certain kind of ‘Dziady’ project, one set in the contemporary theatrical and dramatic context, and yet strongly embedded in Belarusian tradition and mentality. Przedstawiając w twórczości dramatopisarskiej i reżyserskiej świat duchów, istniejący obok świata żyjących, Bogosławski konsekwentnie realizuje na gruncie współczesnego teatru i dramatu swoisty — mocno osadzony w tradycji i mentalności białoruskiej — projekt „dziady”.
Decoherence and equilibration under nondestructive measurements
The evolution of observable quantities of finite quantum systems is analyzed
when the latter are subject to nondestructive measurements. The type and number
of measurements characterize the level of decoherence produced in the system. A
finite number of instantaneous measurements leads to only a partial
decoherence. But infinite number of such measurements yields complete
decoherence and equilibration. Continuous measurements result in partial
decoherence in finite time, but produce complete decoherence and equilibration
as time tends to infinity. Resulting equilibrium states are characterized by
representative statistical ensembles that, generally, retain information on
initial conditions. Any system, to be observable, necessarily requires the
presence of measurements, whose large number leads to the system equilibration
and decoherence.Comment: Latex file, 15 page

Multiple (inverse) binomial sums of arbitrary weight and depth and the all-order epsilon-expansion of generalized hypergeometric functions with one half-integer value of parameter
We continue the study of the construction of analytical coefficients of the
epsilon-expansion of hypergeometric functions and their connection with Feynman
diagrams. In this paper, we show the following results:
Theorem A: The multiple (inverse) binomial sums of arbitrary weight and depth
(see Eq. (1.1)) are expressible in terms of Remiddi-Vermaseren functions.
Theorem B: The epsilon expansion of a hypergeometric function with one
half-integer value of parameter (see Eq. (1.2)) is expressible in terms of the
harmonic polylogarithms of Remiddi and Vermaseren with coefficients that are
ratios of polynomials. Some extra materials are available via the www at this

Operator Formalism on General Algebraic Curves
The usual Laurent expansion of the analytic tensors on the complex plane is
generalized to any closed and orientable Riemann surface represented as an
affine algebraic curve. As an application, the operator formalism for the
systems is developed. The physical states are expressed by means of creation
and annihilation operators as in the complex plane and the correlation
functions are evaluated starting from simple normal ordering rules. The Hilbert
space of the theory exhibits an interesting internal structure, being splitted
into ( is the number of branches of the curve) independent Hilbert
spaces. Exploiting the operator formalism a large collection of explicit
formulas of string theory is derived.Comment: 34 pages of plain TeX + harvmac, With respect to the first version
