    Making informed choices in social care: the importance of accessible information

    The current policy trend is to encourage greater choice in the use of welfare services. To make informed choices, people need information. The process of finding and using information has costs for individuals in terms of effort, time and material resources. These costs are different for different people and impact on their use of information in different ways. Thus, the accessibility of information is important in ensuring those people who need to make choices can do so in an informed way. This paper discusses the importance of information in making informed choices about social support by drawing on the findings of a scoping review of government research and development activity on the accessibility of information about adult social care services. The scoping review was carried out in spring 2006. Details of recent, current and planned projects were obtained through discussions with staff in government departments, government agencies and other related organisations identified using a snowballing technique. Forty-two contacts were made. Eleven research and 36 development projects were identified that aimed to investigate or improve the accessibility of information about social care services. A limited literature search was undertaken on information needs in areas not already under investigation by government. Eighteen articles were identified. Information and helpline staff from six voluntary organisations gave their views on the accessibility of information about social care services. Our findings show that there is no government-related or other recent research evidence on the specific information access needs for some user groups and services, for example, people from ethnic minority groups. For other user groups, such as people with chaotic lifestyles, there is evidence on information needs but no current or planned development projects to address these needs. The implications for the costs of finding and processing information to aid informed choices are discussed

    Natural versus National boundaries

    Applying biogeographical insights to the regulation of production forestry and the determination of forest reserve strategies is expected to increase the effectiveness of biodiversity conservation actions. Here, we assess the extent to which such applications take place. By using Sweden as a case study, we demonstrate fundamental differences among biogeographical regions in natural patterns and processes, past land-use, and anthropogenic impacts that need to be better incorporated into strategic conservation planning and decisions. Furthermore, assessment of specific forestry regulations and biogeographical variation in a number of other countries/provinces embracing boreal and temperate biomes also indicate that natural boundaries are insufficiently considered in forest management policies. We suggest that a substantial potential exists to better align conservation priorities with biogeographical characteristics. To illustrate the application of such an approach, we present a decision support model on how forest conservation policies that rest on natural boundaries and ecological processes can be developed

Granen var vild när den kom till norra Sverige för 4 000 år sedan och trängde in i skogarna som då dominerades av tall och björk. Den var fortfarande delvis vild när den tog över de glesa skogarna och ljunghedarna i södra Sverige för 100–200 år sedan. Men numera är den ”domesticerad” och tillbringar det mesta av sitt liv i monokulturer och i raka rader

    Forest floor bryophyte and lichen diversity in Scots pine and Norway spruce production forests

    Bryophytes and lichens are two main components of the forest floor vegetation. They provide essential ecosystem services, including nutrient recycling and water regulation. Here, we contrast the species richness, cover and community composition of forest floor bryophytes and lichens in Scots pine (Pinus sylvestris) and Norway spruce (Picea abies) dominated production forests. The study sites were located in the hemiboreal zone of southern Sweden, and represented early-, mid- and late rotation stands. Our aim was to examine the potential consequences for forest floor biodiversity from the decreasing use of Scots pine production forests in this region.Whereas Scots pine and Norway spruce stands did not differ in bryophyte cover, we found a higher cover of lichens in Scots pine stands, and highest in the intermediate aged stands. Also the species richness of lichens was higher in the Scots pine stands, while bryophyte species richness was higher in the Norway spruce stands. Differences in canopy cover and associated light transmittance to the forest floor appears to be important drivers for distinctive different forest floor communities in the Scots pine and Norway spruce stands, as revealed by NonMetric Multidimensional Scaling (NMDS). Mean Ellenberg indicator values for bryophytes and lichens showed that species associated with Scots pine stands were characterized by their tolerance of brighter conditions, higher insolation, and better adaptation to a continental climate. Norway spruce stands instead had a comparably larger proportion of species tolerating lower light, but also indicators of higher available nutrient levels, humidity, and pH. The outcome of the Ellenberg indicator species analysis, as well as the larger cover of lichens,and adaptations to drought found among some mosses, revealed that forest floor communities are shaped by different environmental factors in Scots pine and Norway spruce production stands. These environmental differences, and the quantified shifts in forest floor communities identified in this study, indicate the large shifts in understory bryophyte and lichen species composition and abundance that is likely to occur if Scots pine stands are converted to Norway spruce

    Potential implications of shortened rotation length for forest birds, bryophytes, lichens and vascular plants: An example from southern Swedish production forests

    The rotation lengths of intensively managed production forests may be altered to achieve a variety of goals, with correspondingly implications for biodiversity. Here we consider the potential implications of shortened rotation times for biodiversity in planted monocultures of the two most common production tree species in Sweden, Scots pine (Pinus sylvestris) and Norway spruce (Picea abies). To do so we surveyed bird, bryophyte, epiphytic lichen and vascular plant diversity in 80 and 55-year-old stands; stand ages which approximate present-day and potential future rotation lengths in this region respectively. We found clear differences in the species communities of the 55 compared to the 80-year-old stands for both understory species and epiphytes, but not for birds. Nevertheless, bird species richness was still highest in the 80-year-old Norway spruce dominated stands. Dead wood amount was also highest the 80-year-old Norway spruce stands. Highest species richness of epiphytic lichens was found in 80-year-old Scots pine stands. However, 55-year-old Scots pine stands had a higher understory species richness and diversity than the older Scots pine stands, including a larger number of open land species. The 80-year-old forest stands examined may be considered old with respect to production forest rotation lengths in Sweden but are relatively young when comparing stand ages of unmanaged natural forest stands. Nevertheless, our results indicate that shortening the rotation time of Scots pine and Norway spruce, in this part of Sweden from 80 to 55 years, could have important consequences for forest biodiversity. These consequences are primarily inferred from the likely implications from shortened rotations for lichens community composition and diversity in both Norway spruce and Scots pine stands, as well as impacts on understory plant species in Norway spruce stands

    Pollen-based quantitative reconstructions of Holocene regional vegetation cover (plant-functional types and land-cover types) in Europe suitable for climate modelling

    We present quantitative reconstructions of regional vegetation cover in north-western Europe, western Europe north of the Alps, and eastern Europe for five time windows in the Holocene [around 6k, 3k, 0.5k, 0.2k, and 0.05k calendar years before present (bp)] at a 1 degrees x1 degrees spatial scale with the objective of producing vegetation descriptions suitable for climate modelling. The REVEALS model was applied on 636 pollen records from lakes and bogs to reconstruct the past cover of 25 plant taxa grouped into 10 plant-functional types and three land-cover types [evergreen trees, summer-green (deciduous) trees, and open land]. The model corrects for some of the biases in pollen percentages by using pollen productivity estimates and fall speeds of pollen, and by applying simple but robust models of pollen dispersal and deposition. The emerging patterns of tree migration and deforestation between 6k bp and modern time in the REVEALS estimates agree with our general understanding of the vegetation history of Europe based on pollen percentages. However, the degree of anthropogenic deforestation (i.e. cover of cultivated and grazing land) at 3k, 0.5k, and 0.2k bp is significantly higher than deduced from pollen percentages. This is also the case at 6k in some parts of Europe, in particular Britain and Ireland. Furthermore, the relationship between summer-green and evergreen trees, and between individual tree taxa, differs significantly when expressed as pollen percentages or as REVEALS estimates of tree cover. For instance, when Pinus is dominant over Picea as pollen percentages, Picea is dominant over Pinus as REVEALS estimates. These differences play a major role in the reconstruction of European landscapes and for the study of land cover-climate interactions, biodiversity and human resources.Peer reviewe

    Stakeholders' Perceptions about Fire Impacts on Lithuanian Protected Areas

    The aim of this work is to study Lithuanian stakeholders' perceptions of fire impacts in protected areas. For this study, the stakeholders consisted of foresters, ecologists and farmers. A clear understanding of the opinions of stakeholders about fire effects on environmental, social and economic aspects of Lithuanian protected areas will allow an assessment of the stakeholders' reaction to fire policy, including government measures towards fire prevention, suppression and application of prescribed fire to landscape management. The results showed that stakeholders in general think that fire is not a threat to Lithuania and to the ecological processes in the protected areas. However, they agree that fires have negative impacts on soil properties and fertility but are not to an irremediable or irrecoverable extent. Stakeholders disagree that fire has positive consequences for agricultural and cattle activities but agreed that vegetation recovers quickly. They do not see fire as a social and economic problem, do not agree that prescribed fire could be used to landscape management, and believe that mechanical thinning is a better management tool than prescribed fire. Stakeholders agree that fire does not have negative impacts on the biodiversity. These opinions depended on the age group of the respondent but especially on the respondent's professional occupation
