    Migration, Money and Mother: The Effect of Migration on Children's Educational Performance in Rural China

    Migration is widely known as one of the main ways of alleviating poverty in developing countries, including China. However, migration itself is not costless. In recent years, there is an emerging concern about the effect of migration on the educational achievement of the children of migrants in China since most of the young children of school age of the migrants are being left in the village when one or both of their parents move to the city to work. This paper examines the effect of the migration activities of the father and/or mother on the educational performance of elementary school students (First to Fifth grade). With a dataset that collected from a survey designed specifically to examine changes in school performance of children before and after their parents left the village to migrate to the city we use Difference-in-Difference and, propensity score matching approaches. Although the grades of the children from some migrants family are sometimes lower than those from non-migrants family (in the time period before and after migration), somewhat surprisingly, we find that there is no significant negative effect of migration itself on the childrens school performance. In fact, in some cases (e.g., after the father migrates), performance improves.     Do Poor Students Benefit from China’s Merger Program? Transfer Path and Educational Performance.

    Aiming to provide better education facilities and improve the educational attainment of poor rural students, China’s government has been merging remote rural primary schools to centralized village, town, or county schools since the late 1990s. To accompany the policy, boarding facilities have been constructed that allow (mandate) primary school-aged children to live at school rather than at home. More generally, there also have been efforts to improve rural schools, especially those in counties and towns. Unfortunately, little empirical work has been available to evaluate the impact of the new merger and investment programs on the educational performance of students. Drawing on a unique dataset that records both the path by which students navigate their primary school years (i.e., which different types of schools did students attend) as well as math test scores in three poverty-stricken counties, we use descriptive statistics and multivariate analysis (both OLS and covariate matching) to analyze the relationship between different transfer paths and student educational performance. This allows us to examine the costs and benefits of the school merger and investment programs. The results of the analysis show that students who attend county schools perform systematically better than those attend village or town schools. However, completing primary school in town schools seems to have no effect on students’ academic performance. Surprisingly, starting primary education in a teaching point does not hurt rural students; on the contrary, it increases their test scores in some cases. Finally, in terms of the boarding effect, the neutral estimate in OLS and the negative estimate in covariate matching results confirm that boarding at school does not help the students; in some cases it may even reduce their academic performance.

    Does Taking One Step Back Get You Two Steps Forward? Grade Retention and School Performance in Poor Areas in Rural China

    Despite the rise in grade retention in poor areas in rural China recently, little work has been done to understand the impact of grade retention on the educational performance of students in these areas in rural China. This paper seeks to redress this shortcoming and examines the effect of grade retention on educational performance on 1649 students in 36 elementary schools in Shaanxi province. With a dataset that was collected from a survey designed specifically to capture school performance of students before and after they were retained, we use Differences-in-Differences, Propensity Score Matching and Differences-in-Differences Matching approaches to analyze the effect of grade retention on school performance. Although the descriptive analysis shows that grade retention helps to improve the scores of the students that were retained, somewhat surprisingly, the results from the multivariate analysis consistently show that there is no significant positive effect of grade retention on school performance of the students. In fact, in some cases (e.g., for the students who repeat grade 2), grade retention is shown to hurt school performance.

    Reducing Carbon Footprint Inequality of Household Consumption in Rural Areas:Analysis from Five Representative Provinces in China

    Household consumption carbon footprint and inequality reductions are vital for a sustainable society, especially for rural areas. This study, focusing on rural China, one of the fastest growing economies with a massive population, explored the carbon footprint and inequality of household consumption using the latest micro household survey data of 2018 linked to environmental extended input–-output analysis. The results show that in 2018 in rural China, the average household carbon footprint is 2.46 tons CO2-eq per capita, which is around one-third of China’s average footprint, indicating the large potential for further growth. Housing (45.32%), transportation (20.45%), and food (19.62%) are the dominant contributors to the carbon footprint. Meanwhile, great inequality, with a Gini coefficient of 0.488, among rural households is observed, which is largely due to differences in type of house built or purchased (explaining 24.44% of the variation), heating (18.10%), car purchase (12.44%), and petrol consumption (12.44%). Provinces, average education, and nonfarm income are among the important factors influencing the inequality. In the process of urbanization and rural revitalization, there is a high possibility that the household carbon footprint continues to increase, maintaining high levels of inequality. The current energy transition toward less carbon-intensive fuels in rural China is likely to dampen the growth rates of carbon footprints and potentially decrease inequality. Carbon intensity decrease could significantly reduce carbon footprints, but increase inequality. More comprehensive measures to reduce carbon footprint and inequality are needed, including transitioning to clean energy, poverty alleviation, reduction of income inequality, and better health care coverage

    School Dropouts and Conditional Cash Transfers: Evidence from a Randomized Controlled Trial in Rural China's Junior High Schools

    Recent anecdotal reports suggest that dropout rates may be higher and actually increasing over time in poor rural areas. There are many reasons not to be surprised that there is a dropout problem, given the fact that China has a high level of poverty among the rural population, a highly competitive education system and rapidly increasing wages for unskilled workers. The overall goal of this study is to examine if there is a dropout problem in rural China and to explore the effectiveness that a Conditional Cash Transfer (CCT) program could have on dropouts (and mechanism by which the CCT might affect drop outs). To meet this objective, we conducted a randomized controlled trial (RCT) of a CCT using a sample of 300 junior high school students in a nationally-designated poor county in Northwest China. Using our data, we found that the annual dropout rate in the study county was high, about 7.0%. We find, however, that a CCT program reduces drop outs by 60%; the dropout rate is 13.3% in the control group and 5.3 % in the treatment group. The program is most effective in the case of girls, younger students and the poorest perfirming students

    The effect of a micronutrient powder home fortification program on anemia and cognitive outcomes among young children in rural China: a cluster randomized trial

    Abstract Background Anemia early in life has been associated with delayed cognitive and motor development. The WHO recommends home fortification using multiple micronutrient powders (MNPs) containing iron as a strategy to address anemia in children under two. We evaluated the effects of a program freely distributing MNP sachets to caregivers of infants in rural China. Methods We conducted a cluster-randomized controlled trial in Shaanxi province, enrolling all children aged 6–11 months in target villages. Following a baseline survey, investigators randomly assigned each village/cluster to a control or treatment group. In the treatment group, caregivers were instructed to give MNPs daily. Follow-up was after 6, 12, and 18 months of intervention. Primary outcomes were hemoglobin concentrations and scores on the Bayley Scales of Infant Development. Results One thousand, eight hundred and-two eligible children and their caregivers were enrolled. At baseline 48% (870) of children were anemic and 29% (529) were developmentally delayed. Six hundred and-ten children (117 villages) were assigned to the control group and 1192 children (234 villages) were assigned to the treatment group. Assignment to the treatment group was associated with an improvement in hemoglobin levels (marginal effect 1.77 g/L, 95% CI 0.017–3.520, p-value = 0.048) and cognitive development (marginal effect 2.23 points, 95% CI 0.061–4.399, p-value = 0.044) after 6 months but not thereafter. There were no significant effects on motor development. Zero effects after the first 6 months were not due to low compliance, low statistical power, or changes in feeding behavior. Hemoglobin concentrations improved in both the treatment and control groups over the course of the study; however, 22% (325) of children remained anemic at endline, and 48% (721) were cognitively delayed. Conclusions Providing caregivers with MNP sachets modestly hastened improvement in hemoglobin levels that was occurring absent intervention; however, this improvement did not translate into improved developmental outcomes at endline.
