    Quantum Cost Optimization for Reversible Sequential Circuit

    Reversible sequential circuits are going to be the significant memory blocks for the forthcoming computing devices for their ultra low power consumption. Therefore design of various types of latches has been considered a major objective for the researchers quite a long time. In this paper we proposed efficient design of reversible sequential circuits that are optimized in terms of quantum cost, delay and garbage outputs. For this we proposed a new 3*3 reversible gate called SAM gate and we then design efficient sequential circuits using SAM gate along with some of the basic reversible logic gates.Comment: Quantum 4.12 (2013). arXiv admin note: substantial text overlap with arXiv:1312.735

    A socially situated approach to inform ways to improve health and wellbeing

    NoMainstream health psychology supports neoliberal notions of health promotion in which self-management is central. The emphasis is on models that explain behaviour as individually driven and cognitively motivated, with health beliefs framed as the favoured mechanisms to target in order to bring about change to improve health. Utilising understandings exemplified in critical health psychology, we take a more socially situated approach, focusing on practicing health, the rhetoric of modernisation in UK health care and moves toward democratisation. While recognising that within these new ways of working there are opportunities for empowerment and user-led health care, there are other implications. How these changes link to simplistic cognitive behavioural ideologies of health promotion and rational decision-making is explored. Utilising two different empirical studies, this article highlights how self-management and expected compliance with governmental authority in relation to health practices position not only communities that experience multiple disadvantage but also more seemingly privileged social actors. The article presents a challenge to self-management and informed choice, in which the importance of navigational networks is evident. Because health care can become remote and inaccessible to certain sections of the community, yet pervasive and deterministic for others, we need multiple levels of analysis and different forms of action

    This article was produced in the context of an investigation project, which is still in progress, and which relates to the processes of the curricular development of high school education as a consequence of the approval of the (Argentinian) National Law of Education (Nº 26206). To focus on the curricular structures means that the importance of a change within this  structure in a new high education is justified. The most relevant arguments and debates as regards the quest for an integrated curriculum and/or an interdisciplinary curriculum are exposed; historical precedents about the attempts to transform higher education within the last decades are  presented; as well, a survey was previously conducted on the ways in which each jurisdiction modified the curricular structure of high school´s basic cycle of education with special attention on the methods of inclusion of the social sciences. Finally, the questions that guided the investigation project´s field of work are presented.Este texto, elaborado en el marco de un proyecto de investigación en curso relativo a los procesos de construcción curricular de la Educación Secundaria a partir de la sanción de la Ley Nacional de Educación (26.206), focaliza en la cuestión de las estructuras curriculares. En tal sentido se justifica por qué es importante un cambio de las mismas en el marco una nueva educación secundaria.  Se exponen los principales argumentos y debates en torno a la búsqueda de un curriculum integrado y/o un curriculum interdisciplinario; se identifican antecedentes históricos sobre los intentos de transformación de la educación secundaria en las  últimas décadas  y se realiza un análisis preliminar de los modos en que cada jurisdicción modificó el ciclo básico de la educación secundaria con especial atención  hacia la inclusión de las ciencias sociales.     Fronteras y capital-riesgo regional El desarrollo de un importante sector con vocación regional (y local) es una de las originalidades del sistema de capital-riesgo francés. Estos organismos, legados a las instituciones publicas y/o parapublicas regionales y locales, desempenan, además, un papel mas o menos intenso de intervención de tipo económico, lo que refuerza su implantación territorial. Sin embargo, la delemitacion administrativa de su marco geográfico de intervención no corresponde con las necesidades de su propio desarrollo, ni tampoco con los condiciones del desarrollo económico que van acompanando en su propio territorio. Se presentan aqui varios experimentos recientes de constitución de redes interregionales y de cooperación transfonteriza dentro del arco atlántico y del mediterráneo.</jats:p

    Frontiers and regional venture capital The development of an important regional (and local) sector is one of the distinguishing features of the French venture capital industry. These decentralized companies -connected to public and/or semi public regional and local institutions -have, moreover, a more or less important mission of economic intervention which tends further to anchor them in their regions. But the fact that their powers to intervene are administratively confined within geographic limits, works badly not only at the level of their own development but also at the level of the economic development which they support within their own regions. This article presents several recent experiences of the setting up of inter-regional networks in partnership and of transfrontier co-operation along the Atlantic and Mediterranean coasts, which represent a certain quantity of resources invested in response to the difficulties which arise.Le développement d'un important secteur à vocation régionale (et locale) constitue l'une des caractéristiques originales du système de capital-risque français. Ces organismes territorialisés, liés aux institutions publiques et/ou para-publiques régionales et locales, ont en outre une mission plus ou moins forte d'intervention à caractère économique, ce qui accroît leur ancrage territorial. Mais la délimitation administrative de leur aire géographique d'intervention s'accorde mal, non seulement avec les nécessités de leur propre développement, mais aussi avec les conditions du développement économique qu'ils accompagnent sur leur propre territoire.
