Orbits for the Impatient: A Bayesian Rejection Sampling Method for Quickly Fitting the Orbits of Long-Period Exoplanets
We describe a Bayesian rejection sampling algorithm designed to efficiently
compute posterior distributions of orbital elements for data covering short
fractions of long-period exoplanet orbits. Our implementation of this method,
Orbits for the Impatient (OFTI), converges up to several orders of magnitude
faster than two implementations of MCMC in this regime. We illustrate the
efficiency of our approach by showing that OFTI calculates accurate posteriors
for all existing astrometry of the exoplanet 51 Eri b up to 100 times faster
than a Metropolis-Hastings MCMC. We demonstrate the accuracy of OFTI by
comparing our results for several orbiting systems with those of various MCMC
implementations, finding the output posteriors to be identical within shot
noise. We also describe how our algorithm was used to successfully predict the
location of 51 Eri b six months in the future based on less than three months
of astrometry. Finally, we apply OFTI to ten long-period exoplanets and brown
dwarfs, all but one of which have been monitored over less than 3% of their
orbits, producing fits to their orbits from astrometric records in the

Canadian Immigration Law in the Face of a Volatile Politics
The genesis of this special issue was a conference of Canadian immigration law scholars at the Université du Québec à Montréal in March 2018. Conference participants sought to look back on the many changes made to Canadian immigration law during the near-decade the Stephen Harper-led Conservative government spent in power (2006–2015). Although the Conservatives did not introduce a single, revamped immigration law— the major legislation remains the Immigration and Refugee Protection Act, brought in under the Jean Chrétien-led Liberals (1992–2006) in 2002—they altered parts of the law nearly beyond recognition. In this introduction, we reflect briefly on these changes; on what has come after, under Justin Trudeau’s Liberal government (2015–), which has employed a more welcoming rhetoric yet left most of its predecessor’s amendments in place; and on what may lie ahead as we approach a federal election in which immigration again promises to be an important issue
Constraints on the architecture of the HD 95086 planetary system with the Gemini Planet Imager
We present astrometric monitoring of the young exoplanet HD 95086 b obtained
with the Gemini Planet Imager between 2013 and 2016. A small but significant
position angle change is detected at constant separation; the orbital motion is
confirmed with literature measurements. Efficient Monte Carlo techniques place
preliminary constraints on the orbital parameters of HD 95086 b. With 68%
confidence, a semimajor axis of 61.7^{+20.7}_{-8.4} au and an inclination of
153.0^{+9.7}_{-13.5} deg are favored, with eccentricity less than 0.21. Under
the assumption of a co-planar planet-disk system, the periastron of HD 95086 b
is beyond 51 au with 68% confidence. Therefore HD 95086 b cannot carve the
entire gap inferred from the measured infrared excess in the SED of HD 95086.
We use our sensitivity to additional planets to discuss specific scenarios
presented in the literature to explain the geometry of the debris belts. We
suggest that either two planets on moderately eccentric orbits or three to four
planets with inhomogeneous masses and orbital properties are possible. The
sensitivity to additional planetary companions within the observations
presented in this study can be used to help further constrain future dynamical
simulations of the planet-disk system.Comment: Accepted for publication in ApJ
The water quality of the River Enborne, UK: observations from high-frequency Monitoring in a rural, lowland river system
This paper reports the results of a 2-year study of water quality in the River Enborne, a rural river in lowland England. Concentrations of nitrogen and phosphorus species and other chemical determinands were monitored both at high-frequency (hourly), using automated in situ instrumentation, and by manual weekly sampling and laboratory analysis. The catchment land use is largely agricultural, with a population density of 123 persons km−2. The river water is largely derived from calcareous groundwater, and there are high nitrogen and phosphorus concentrations. Agricultural fertiliser is the dominant source of annual loads of both nitrogen and phosphorus. However, the data show that sewage effluent discharges have a disproportionate effect on the river nitrogen and phosphorus dynamics. At least 38% of the catchment population use septic tank systems, but the effects are hard to quantify as only 6% are officially registered, and the characteristics of the others are unknown. Only 4% of the phosphorus input and 9% of the nitrogen input is exported from the catchment by the river, highlighting the importance of catchment process understanding in predicting nutrient concentrations. High-frequency monitoring will be a key to developing this vital process understanding
The English National Chlamydia Screening Programme: variations in positivity in 2007/2008.
BACKGROUND: The purpose of this study was to examine variation in positivity within the English National Chlamydia Screening Programme during 2007/2008. METHODS: Data were analyzed using multivariable logistic regression. The outcome measure was positivity. Funnel plots were used to explore variation in positivity according to screening volume. RESULTS: Three hundred and thirty-four thousand nine hundred and two screening tests were done, 29% of which were in men. Overall positivity was 7.6% in men and 9.3% in women. For men, positivity increased rapidly to plateau from ages 19 to 24. For women, rates peaked at 18 years-those aged 21 being at the same risk of chlamydial infection as 16-year-olds. For men and women, positivity was generally higher for those of black or mixed ethnicity compared with whites, whereas Asians were at lower risk. Similarly, risk of infection for men and women varied by screening venue. Multivariable analysis showed that, for men and women positivity varied significantly with age, ethnicity, screening venue attended, whether the young people had had a new sexual partner in the past 3 months, and whether the patient had had 2 or more sexual partners in the past year. Positivity did not vary significantly with implementation phase. CONCLUSIONS: This is the largest description of testing for Chlamydia trachomatis in healthcare and nonhealthcare settings outside Genitourinary Medicine clinics in England and allowed a detailed analysis of positivity by age and ethnic group. Considerable heterogeneity exists and local health service commissioners need to ensure that the implementation of chlamydial screening reflects these differences
Diabetes and pregnancy:national trends over a 15 year period
Aims/hypothesis: We aimed to examine time trends in national perinatal outcomes in pregnancies complicated by pre-existing type 1 or type 2 diabetes. Methods: We analysed episode-level data on all obstetric inpatient delivery events (live or stillbirth) between 1 April 1998 and 31 March 2013 (n = 813,921) using the Scottish Morbidity Record (SMR02). Pregnancies to mothers with type 1 (n = 3229) and type 2 (n = 1452) diabetes were identified from the national diabetes database (Scottish Care Information-Diabetes), and perinatal outcomes were compared among women with type 1 diabetes, type 2 diabetes and those without diabetes. Results: The number of pregnancies complicated by diabetes increased significantly, by 44% in type 1 diabetes and 90% in type 2 diabetes, across the 15 years examined, to rates of 1 in 210 and 1 in 504 deliveries, respectively. Compared with women without diabetes, delivery occurred 2.6 weeks earlier (type 1 diabetes 36.7 ± 2.3 weeks) and 2 weeks earlier (type 2 diabetes 37.3 ± 2.4 weeks), respectively, showing significant reductions for both type 1 (from 36.7 weeks to 36.4 weeks, p = 0.03) and type 2 (from 38.0 weeks to 37.2 weeks, p < 0.001) diabetes across the time period. The proportions of preterm delivery were markedly increased in women with diabetes (35.3% type 1 diabetes, 21.8% type 2 diabetes, 6.1% without diabetes; p < 0.0001), and these proportions increased with time for both groups (p < 0.005). Proportions of elective Caesarean sections (29.4% type 1 diabetes, 30.5% type 2 diabetes, 9.6% without diabetes) and emergency Caesarean sections (38.3% type 1 diabetes, 29.1% type 2 diabetes, 14.6% without diabetes) were greatly increased in women with diabetes and increased over time except for stable rates of emergency Caesarean section in type 1 diabetes. Gestational age-, sex- and parity-adjusted z score for birthweight (1.33 ± 1.34; p < 0.001) were higher in type 1 diabetes and increased over time from 1.22 to 1.47 (p < 0.001). Birthweight was also increased in type 2 diabetes (0.94 ± 1.34; p < 0.001) but did not alter with time. There were 65 perinatal deaths in offspring of mothers with type 1 diabetes and 39 to mothers with type 2 diabetes, representing perinatal mortality rates of 20.1 (95% CI 14.7, 24.3) and 26.9 (16.7, 32.9) per 1000 births, respectively, and rates 3.1 and 4.2 times, respectively, those observed in the non-diabetic population (p < 0.001). Stillbirth rates in type 1 and type 2 diabetes were 4.0-fold and 5.1-fold that in the non-diabetic population (p < 0.001). Perinatal mortality and stillbirth rates showed no significant fall over time despite small falls in the rates for the non-diabetic population. Conclusions/interpretation: Women with diabetes are receiving increased intervention in pregnancy (earlier delivery, increased Caesarean section rates), but despite this, higher birthweights are being recorded. Improvements in rates of stillbirth seen in the general population are not being reflected in changes in stillbirth or perinatal mortality in our population with diabetes
