Cluster Development Test 2: An Assessment of a Failed Test
On 31 July 2008 the National Aeronautics and Space Administration Crew Exploration Vehicle Parachute Assembly System team conducted the final planned cluster test of the first generation parachute recovery system design. The two primary test objectives were to demonstrate the operation of the complete parachute system deployed from a full scale capsule simulator and to demonstrate the test technique of separating the capsule simulator from the Low Velocity Air Drop pallet used to extract the test article from a United States Air Force C-17 aircraft. The capsule simulator was the Parachute Test Vehicle with an accurate heat shield outer mold line and forward bay compartment of the Crew Exploration Vehicle Command Module. The Parachute Test Vehicle separated cleanly from the pallet following extraction, but failed to reach test conditions resulting in the failure of the test and the loss of the test assets. No personnel were injured. This paper will discuss the design of the test and the findings of the team that investigated the test, including a discussion of what were determined to be the root causes of the failure
Economics of education research: a review and future prospects
In this paper we offer an appraisal of the economics of education research area, charting its history as a field and discussing the ways in which economists have contributed both to education research and to education policy-making. In particular, we highlight the theoretical and methodological contributions that economists have made to the field of education during the last 50 years. Despite the success of the economics of education as a field of inquiry, we argue that some of the contributions made by economists could be limited if the economics of education is seen as quite distinct from the other disciplines working in the field of education. In these areas of common interest, economists need to work side by side with the other major disciplines in the field of education if their contribution to the field is to be maximised, particularly in terms of applying improved methodology. We conclude that the study of education acquisition and its economic and social impact in the economics of education research area is very likely to remain a fertile research ground. Acknowledgement
Floppy swimming: Viscous locomotion of actuated elastica
Actuating periodically an elastic filament in a viscous liquid generally
breaks the constraints of Purcell's scallop theorem, resulting in the
generation of a net propulsive force. This observation suggests a method to
design simple swimming devices - which we call "elastic swimmers" - where the
actuation mechanism is embedded in a solid body and the resulting swimmer is
free to move. In this paper, we study theoretically the kinematics of elastic
swimming. After discussing the basic physical picture of the phenomenon and the
expected scaling relationships, we derive analytically the elastic swimming
velocities in the limit of small actuation amplitude. The emphasis is on the
coupling between the two unknowns of the problems - namely the shape of the
elastic filament and the swimming kinematics - which have to be solved
simultaneously. We then compute the performance of the resulting swimming
device, and its dependance on geometry. The optimal actuation frequency and
body shapes are derived and a discussion of filament shapes and internal
torques is presented. Swimming using multiple elastic filaments is discussed,
and simple strategies are presented which result in straight swimming
trajectories. Finally, we compare the performance of elastic swimming with that

Synchronization of active mechanical oscillators by an inertial load
Motivated by the operation of myogenic (self-oscillatory) insect flight
muscle, we study a model consisting of a large number of identical oscillatory
contractile elements joined in a chain, whose end is attached to a damped
mass-spring oscillator. When the inertial load is small, the serial coupling
favors an antisynchronous state in which the extension of one oscillator is
compensated by the contraction of another, in order to preserve the total
length. However, a sufficiently massive load can sychronize the oscillators and
can even induce oscillation in situations where isolated elements would be
stable. The system has a complex phase diagram displaying quiescent,
synchronous and antisynchrononous phases, as well as an unsual asynchronous
phase in which the total length of the chain oscillates at a different

Tentative detection of phosphine in IRC+10216
The J,K = 1,0-0,0 rotational transition of phosphine (PH3) at 267 GHz has
been tentatively identified with a T_MB = 40 mK spectral line observed with the
IRAM 30-m telescope in the C-star envelope IRC+10216. A radiative transfer
model has been used to fit the observed line profile. The derived PH3 abundance
relative to H2 is 6 x 10^(-9), although it may have a large uncertainty due to
the lack of knowledge about the spatial distribution of this species. If our
identification is correct, it implies that PH3 has a similar abundance to that
reported for HCP in this source, and that these two molecules (HCP and PH3)
together take up about 5 % of phosphorus in IRC+10216. The abundance of PH3, as
that of other hydrides in this source, is not well explained by conventional
gas phase LTE and non-LTE chemical models, and may imply formation on grain

Piloting a holistic information culture program: The experience of CETYS Universidad system of libraries
This article presents the staff, structure, methods and preliminary results from the pilot of a holistic information literacy program developed in the System of Libraries of CETYS Universidad in Mexico. ‘Information Culture Development’ (ICD) is driven by action research (AR) and the concept of information culture (IC), comprised of information literacy (IL), digital literacy (DL), and research competences. ICD aims at developing these competences and supporting reflection and improvement upon university practices related to curriculum, teaching, and research. ICD’s initiatives and products were divided into four axes: a) curriculum and learning support, b) information and digital literacies development, c) research and scientific communication support, and d) evaluation and communication of results. ICD’s pilot involved workshops and activities framed within an AR perspective and a mixed methods approach. Preliminary results determine the success of activities with academics and students regarding their strengths and weaknesses in IC-related competencies
Human Rating the Orion Parachute System
Human rating begins with design. Converging on the requirements and identifying the risks as early as possible in the design process is essential. Understanding of the interaction between the recovery system and the spacecraft will in large part dictate the achievable reliability of the final design. Component and complete system full-scale flight testing is critical to assure a realistic evaluation of the performance and reliability of the parachute system. However, because testing is so often difficult and expensive, comprehensive analysis of test results and correlation to accurate modeling completes the human rating process. The National Aeronautics and Space Administration (NASA) Orion program uses parachutes to stabilize and decelerate the Crew Exploration Vehicle (CEV) spacecraft during subsonic flight in order to deliver a safe water landing. A framework for power analysis using a structural equation modelling procedure
BACKGROUND: This paper demonstrates how structural equation modelling (SEM) can be used as a tool to aid in carrying out power analyses. For many complex multivariate designs that are increasingly being employed, power analyses can be difficult to carry out, because the software available lacks sufficient flexibility. Satorra and Saris developed a method for estimating the power of the likelihood ratio test for structural equation models. Whilst the Satorra and Saris approach is familiar to researchers who use the structural equation modelling approach, it is less well known amongst other researchers. The SEM approach can be equivalent to other multivariate statistical tests, and therefore the Satorra and Saris approach to power analysis can be used. METHODS: The covariance matrix, along with a vector of means, relating to the alternative hypothesis is generated. This represents the hypothesised population effects. A model (representing the null hypothesis) is then tested in a structural equation model, using the population parameters as input. An analysis based on the chi-square of this model can provide estimates of the sample size required for different levels of power to reject the null hypothesis. CONCLUSIONS: The SEM based power analysis approach may prove useful for researchers designing research in the health and medical spheres
Smart Cities: Towards a New Citizenship Regime? A Discourse Analysis of the British Smart City Standard
Growing practice interest in smart cities has led to calls for a less technology-oriented and more citizen-centric approach. In response, this articles investigates the citizenship mode promulgated by the smart city standard of the British Standards Institution. The analysis uses the concept of citizenship regime and a mixture of quantitative and qualitative methods to discern key discursive frames defining the smart city and the particular citizenship dimensions brought into play. The results confirm an explicit citizenship rationale guiding the smart city (standard), although this displays some substantive shortcomings and contradictions. The article concludes with recommendations for both further theory and practice development
