    When is policing fair? Groups, identity and judgements of the procedural justice of coercive crowd policing

    Procedural justice theory (PJT) is now a widely utilised theoretical perspective in policing research that acknowledges the centrality of police ‘fairness’. Despite its widespread acceptance this paper asserts that there are conceptual limitations that emerge when applying the theory to the policing of crowd events. This paper contends that this problem with PJT is a result of specific assumptions that are highlighted by two studies using a novel experimental approach. Study 1 systematically manipulated the social categories used to describe crowd participants subjected to police coercion. The experiment demonstrates how these social categories dramatically affected participants’ perceptions of the same police action and that it was participants’ relational identification with the police, rather than a superordinate category, that mediated the association between judgements of procedural fairness and intentions to cooperate. In Study 2, using a quasi-experimental design, we then replicated and extended these findings by demonstrating how perceptions of procedural fairness are also influenced by levels of in-group identification. The paper concludes by exploring the implications of the data for reconceptualising the social psychological processes mediating these judgements and impacts of police legitimacy

    Crowd policing, police legitimacy and identity: the social psychology of procedural justice

    This PhD was motivated to explore the applicability and explanatory power of procedural justice theory (PJT) in the context of the policing of crowd events. It has been suggested that “questions of social identity lie at the heart of the theory” (Bradford 2016, p. 3). Yet PJT researchers have largely overlooked the insights of the ‘second stage’ of theorising that constitutes the social identity approach – self-categorisation theory (SCT) – and the subsequent application of SCT to collective action within crowds and public order policing. Because of this it is argued that there are certain conceptual and methodological limitations that relate to how PJT can ‘make sense’ of or otherwise explain police–public interactions within the domain of public order policing. Despite PJT being rooted in “in efforts to understand and explain riots and rebellion” (Tyler and Blader 2003, p. 351), there has been a paucity of research focussing specifically on the police’s management of crowds (Stott et al. 2011). This thesis used a mixed methods approach involving online experiments, semi-structured interviews and an online survey. The final empirical chapter then drew on a longitudinal secondary data analysis of a series of ‘real-time’ police-‘public’ interactions across multiple crowd events. The thesis suggests that it is essential that both PJT and its associated research are process and context orientated. A true process model of procedural justice is required to explore the interactive and bi-directional nature of the relationship between social context, identity, police legitimacy and action. It is argued that the current social psychological understandings of procedural justice do not adequately articulate this dynamism. Yet developing the process model of procedural justice is essential to avoid unintentionally ‘desocialising’ people’s experiences of policing and to therefore reaffirm the need to study the social psychological processes of PJT in context

    Identity, Legitimacy and Cooperation With Police: Comparing General-Population and Street-Population Samples From London

    Social identity is a core aspect of procedural justice theory, which predicts that fair treatment at the hands of power holders such as police expresses, communicates, and generates feelings of inclusion, status, and belonging within salient social categories. In turn, a sense of shared group membership with power holders, with police officers as powerful symbolic representatives of “law-abiding society,” engenders trust, legitimacy, and cooperation. Yet, this aspect of the theory is rarely explicitly considered in empirical research. Moreover, the theory rests on the underexamined assumption that the police represent one fixed and stable superordinate group, including the often-marginalized people with whom they interact, and that it is only superordinate identification that is important to legitimacy and cooperation. In this article, we present results from two U.K.-based studies that explore the identity dynamics of procedural justice theory. We reason that the police not only represent the “law-abiding, national citizen” superordinate group but also are a symbol of order/conflict and a range of connected social categories that can generate relational identification. First, we used a general-population sample and found that relational identification with police and identification as a law-abiding citizen mediated some of the association between procedural justice and legitimacy and were both stronger predictors of cooperation than legitimacy. Second, a sample of people living on the streets of London was used to explore these same relationships among a highly marginalized group for whom the police might represent a salient outgroup. We found that relational and superordinate identification were both strong positive predictors of cooperation, whereas legitimacy was not. These results have important implications for our understanding of both police legitimacy and public cooperation, as well as the extent to which police activity can serve to include—or exclude—members of the public.     Group processes and interoperability: A longitudinal case study analysis of the UK's civil contingency response to Covid-19

    Our case study explored a Local Resilience Forum's (LRF) civil contingency response to COVID-19 in the United Kingdom. We undertook 19 semistructured ethnographic longitudinal interviews, between March 25, 2020 and February 17, 2021, with a Director of a Civil Contingencies Unit and a Chief Fire Officer who both played key roles within their LRF. Within these interviews, we focused on their strategic level decision-making and how their relationship with national government impacted on local processes and outcomes. Using a form of grounded theory, our data describe the chronological evolution of an increasingly effective localized approach toward outbreak control and a growing resilience in dealing with concurrent emergency incidents. However, we also highlight how national government organizations imposed central control on aspects of the response in ways that undermined or misaligned with local preparedness. Thus, during emergencies, central governments can undermine the principle of subsidiarity and damage the ways in which LRFs can help scaffold local resilience. Our work contributes to the theoretical understanding of the social psychological factors that can shape the behaviour of responder agencies during a prolonged crisis. In particular, the implications of our analysis for advancing our conceptual understanding of strategic decision-making during emergencies are discussed

    Severe early onset preeclampsia: short and long term clinical, psychosocial and biochemical aspects

    Preeclampsia is a pregnancy specific disorder commonly defined as de novo hypertension and proteinuria after 20 weeks gestational age. It occurs in approximately 3-5% of pregnancies and it is still a major cause of both foetal and maternal morbidity and mortality worldwide1. As extensive research has not yet elucidated the aetiology of preeclampsia, there are no rational preventive or therapeutic interventions available. The only rational treatment is delivery, which benefits the mother but is not in the interest of the foetus, if remote from term. Early onset preeclampsia (<32 weeks’ gestational age) occurs in less than 1% of pregnancies. It is, however often associated with maternal morbidity as the risk of progression to severe maternal disease is inversely related with gestational age at onset2. Resulting prematurity is therefore the main cause of neonatal mortality and morbidity in patients with severe preeclampsia3. Although the discussion is ongoing, perinatal survival is suggested to be increased in patients with preterm preeclampsia by expectant, non-interventional management. This temporising treatment option to lengthen pregnancy includes the use of antihypertensive medication to control hypertension, magnesium sulphate to prevent eclampsia and corticosteroids to enhance foetal lung maturity4. With optimal maternal haemodynamic status and reassuring foetal condition this results on average in an extension of 2 weeks. Prolongation of these pregnancies is a great challenge for clinicians to balance between potential maternal risks on one the eve hand and possible foetal benefits on the other. Clinical controversies regarding prolongation of preterm preeclamptic pregnancies still exist – also taking into account that preeclampsia is the leading cause of maternal mortality in the Netherlands5 - a debate which is even more pronounced in very preterm pregnancies with questionable foetal viability6-9. Do maternal risks of prolongation of these very early pregnancies outweigh the chances of neonatal survival? Counselling of women with very early onset preeclampsia not only comprises of knowledge of the outcome of those particular pregnancies, but also knowledge of outcomes of future pregnancies of these women is of major clinical importance.     Impacts of the Tropical Pacific/Indian Oceans on the Seasonal Cycle of the West African Monsoon

    The current consensus is that drought has developed in the Sahel during the second half of the twentieth century as a result of remote effects of oceanic anomalies amplified by local land–atmosphere interactions. This paper focuses on the impacts of oceanic anomalies upon West African climate and specifically aims to identify those from SST anomalies in the Pacific/Indian Oceans during spring and summer seasons, when they were significant. Idealized sensitivity experiments are performed with four atmospheric general circulation models (AGCMs). The prescribed SST patterns used in the AGCMs are based on the leading mode of covariability between SST anomalies over the Pacific/Indian Oceans and summer rainfall over West Africa. The results show that such oceanic anomalies in the Pacific/Indian Ocean lead to a northward shift of an anomalous dry belt from the Gulf of Guinea to the Sahel as the season advances. In the Sahel, the magnitude of rainfall anomalies is comparable to that obtained by other authors using SST anomalies confined to the proximity of the Atlantic Ocean. The mechanism connecting the Pacific/Indian SST anomalies with West African rainfall has a strong seasonal cycle. In spring (May and June), anomalous subsidence develops over both the Maritime Continent and the equatorial Atlantic in response to the enhanced equatorial heating. Precipitation increases over continental West Africa in association with stronger zonal convergence of moisture. In addition, precipitation decreases over the Gulf of Guinea. During the monsoon peak (July and August), the SST anomalies move westward over the equatorial Pacific and the two regions where subsidence occurred earlier in the seasons merge over West Africa. The monsoon weakens and rainfall decreases over the Sahel, especially in August.Peer reviewe

    Measurements of the pp → ZZ production cross section and the Z → 4ℓ branching fraction, and constraints on anomalous triple gauge couplings at √s = 13 TeV

    Four-lepton production in proton-proton collisions, pp -> (Z/gamma*)(Z/gamma*) -> 4l, where l = e or mu, is studied at a center-of-mass energy of 13 TeV with the CMS detector at the LHC. The data sample corresponds to an integrated luminosity of 35.9 fb(-1). The ZZ production cross section, sigma(pp -> ZZ) = 17.2 +/- 0.5 (stat) +/- 0.7 (syst) +/- 0.4 (theo) +/- 0.4 (lumi) pb, measured using events with two opposite-sign, same-flavor lepton pairs produced in the mass region 60 4l) = 4.83(-0.22)(+0.23) (stat)(-0.29)(+0.32) (syst) +/- 0.08 (theo) +/- 0.12(lumi) x 10(-6) for events with a four-lepton invariant mass in the range 80 4GeV for all opposite-sign, same-flavor lepton pairs. The results agree with standard model predictions. The invariant mass distribution of the four-lepton system is used to set limits on anomalous ZZZ and ZZ. couplings at 95% confidence level: -0.0012 < f(4)(Z) < 0.0010, -0.0010 < f(5)(Z) < 0.0013, -0.0012 < f(4)(gamma) < 0.0013, -0.0012 < f(5)(gamma) < 0.0013

    How do police officers talk about their encounters with ‘the public’? Group interaction, procedural justice, and officer constructions of policing identities

    Despite widespread empirical support for Procedural Justice Theory, understanding of the role of police psychology in shaping encounters with ‘citizens’ is relatively opaque. This paper seeks to address this gap in the literature by exploring how officers talk about themselves, their colleagues and deploy social categories to understand their interactions with ‘the public’. The qualitative thematic analysis draws upon 22 semi-structured interviews conducted with officers in various roles and teams within a large metropolitan police force in England. Our thematic analysis demonstrates the centrality of procedural fairness in officer talk (in terms of internal relations with colleagues and external relations with ‘the public’). Interviewees described complex internalised theories of social relations, differentially positioning themselves in relation to other colleagues and multiple ‘publics’ often depicted along socioeconomic and geographical lines. Officers described their interactions with ‘the public’ in sequential and historical terms with complex and changing (often intergroup) power dynamics. Implications of the analysis for understanding the role of social identity processes among police officers and how this underlying conceptualisation might shape police-‘citizen’ encounters are discussed
