The Bright and Dark Side of Cooperation for Regional Innovation Performance

Studies analyzing the importance of intra- and inter-regional cooperation for regional innovation performance are mainly of qualitative nature and focus strongly on the positive effects that high levels of cooperation can yield. For the case of the German labor market regions and the Electrics & Electronics industry the paper provides a quantitative-empirical analysis taking into account the possibility of negative effects related to regional lock-in, lock-out, and cooperation overload situations. Using conditional nonparametric frontier techniques and cooperation behavior measures we find positive as well as substantial negative effects of cooperation with the latter being induced by excessive and unbalanced cooperation behavior.regional innovation performance, cooperation, lock-out, lock-in, cooperation overload

Simple trees in complex forests: Growing Take The Best by Approximate Bayesian Computation

How can heuristic strategies emerge from smaller building blocks? We propose Approximate Bayesian Computation as a computational solution to this problem. As a first proof of concept, we demonstrate how a heuristic decision strategy such as Take The Best (TTB) can be learned from smaller, probabilistically updated building blocks. Based on a self-reinforcing sampling scheme, different building blocks are combined and, over time, tree-like non-compensatory heuristics emerge. This new algorithm, coined Approximately Bayesian Computed Take The Best (ABC-TTB), is able to recover a data set that was generated by TTB, leads to sensible inferences about cue importance and cue directions, can outperform traditional TTB, and allows to trade-off performance and computational effort explicitly

Reflections on the constitution of media education

In diesem Beitrag werden auf mehreren Ebenen notwendige Voraussetzungen und Konstitutionsbedingungen der Medienpädagogik vorgeschlagen. Dabei werden unter anderem die anthropologische von der erkenntnistheoretischen sowie der sozial- bzw. kulturwissenschaftlichen Grundlegung unterschieden, um aus unterschiedlichen Perspektiven deutlich zu machen, worin das Gemeinsame solcher Grundlegungen besteht, da sie sich durchwegs auf die ‹Bildsamkeit› im Sinne der Bildung beziehen lassen. In diesem Zusammenhang wird deutlich, dass der pädagogische Handlungszusammenhang nicht determiniert, sondern offen ist. In einem zweiten Schritt wird dann auf die Medialität von Bildungsprozessen fokussiert. Kommunikations-, Darstellungs- und Interaktionsmedien werden unterschieden. In dieser pluralen Medialität wird abschliessend ein notwendiges Konstituens Allgemeiner Pädagogik und das Alleinstellungsmerkmal der Medienpädagogik ausgemacht.In this paper constitutional conditions of media education on several levels are analysed. The anthropological perspective is distinguished from the epistemological point of view. Sociological and cultural aspects are reflected in order to show the common ground of such foundations of media education. It is pointed out that they converge in the german term «Bildsamkeit» (educability), which is directly connected to «Bildung» (education). In this context, it becomes clear that the pedagogical action is not determined, but is open. In a second step, the mediality of educational processes are focused and communication, presentation and interaction media a differentiated. In this plural mediality, a necessary constituent of general and media pedagogy is finally proposed

Technological and geographical patterns in the choice of cooperation partner

A key issue of dfferent streams of economic literature is to determine the impact of certain dimensions of proximity on the cooperative behavior of actors and, thus, on interactive learning processes. This paper is a quantitative study on the impact of technological and geographical proximity on the choice of the cooperation partner. Patents that were filed for Germany in the years 1998 to 2003 are used to identify the impact of both dimensions of proximity as well as their interplay. It can be shown that an increasing proximity in either of these dimensions has an independent positive impact on the cooperation probability

The Technological Developments of the Dutch Folktale Database (1994–2016)

L’any 1994, la base de dades holandesa de contes populars va començar com una base de dades independent i es va posar en línia el 2004. Des de l’any 2016 i després de dos projectes importants, tots els tipus de metadades es poden afegir de manera automàtica i semisupervisada: idiomes, noms, paraules clau, resums, subgèneres, motius i tipus de contes. Amb aquesta finalitat, la base de dades va analitzar una nova plataforma anomenada Omeka que s’adapta a les necessitats de moltes bases de dades en les humanitats, i que pot gestionar tot tipus de connectors. S’han utilitzat les tècniques següents: n-grames, detecció del llenguatge, reconeixement d’entitats nombrades, extracció de paraules clau, resum, bossa de paraules, aprenentatge automàtic i processament de llenguatge natural. A més de MOMFER, també s’ha afegit un motor de cerca de motius. La interpretació de dades es facilita amb els nous mitjans de visualització: mapes geogràfics, línies de temps, una xarxa de contes similars i núvols de paraules. Com que la base de dades compleix els requisits de Dublin Core, es pot connectar a bases de dades similars o a un recol·lector de dades. Recentment, s’ha creat una aplicació de mineria de dades transatlàntica per construir un recol·lector anomenat ISEBEL: Intelligent Search Engine for Belief Legends (motor de cerca intel·ligent de llegendes de creences). El recol·lector ha de ser capaç de buscar en una  base de dades holandesa, danesa i alemanya simultàniament. Més endavant s'hi poden afegir altres bases de dades
