The garden city as a commons: Social-ethical perspectives on the new housing question

Europe faces a severe shortage in affordable housing. Even though the situation is less dire than in many cities of the Global South, rising rents and real estate prices affect the poorest hardest. Faith-based organisations, especially Christian churches, have monitored and tackled this problem for more than six decades. Intradisciplinary and/or interdisciplinary implications: The paper discusses this issue from a social-ethical perspective featuring the example of Germany. It depicts the role of the churches, scrutinises the causes of the shortage, explains the situation as a problem of justice and presents an urban vision inspired by Christian tradition, namely the garden city as a commons. In a mixed motives approach, it presents concrete policy suggestions to improve the situation

Christlich-sozialethische Beiträge zu den wohnraumpolitischen Debatten der Bundesrepublik

Die Wohnraumfrage stellt sich als drängende Gerechtigkeitsfrage in gegenwärtigen gesellschaftspolitischen Debatten, zu der sich die beiden großen Kirchen und die konfessionellenTheologien sozialethisch zu verhalten haben. Dabei kann an zeitgeschichtliche Diskurse angeknüpft werden, denn parallel zu politischen Konjunkturen des Themas haben sich die Vertreter der christlichen Sozialethik, fußend auf ihrem je konfessionell spezifischen Eigentumsverständnis, v. a. bis in die 1970er Jahre intensiv mit boden- und wohnungspolitischen Einwürfen zu Wort gemeldet. Schwerpunkte bildeten die Förderung des familiengerechten Eigenheims sowie Bodenreformansätze. Nach einem Abebben der Debatte ab den 1980er Jahren ist seit rund einer Dekade wieder eine intensivierteReflexion des  Themas zu verzeichnen. In der Sozialethik ist dies nicht zuletzt die Folge eines „spatial turn“, aber auch neuere kirchliche Veröffentlichungen zur gegenwärtigen Wohnraumfragen zeugen von einem wiedererstarkten Interesse. Inhaltlich präsentiert sich die jüngere Diskussion weniger eigentumszentriert und stärker struktur-, gerechtigkeits- und nachhaltigkeitsorientiert, etwa durch die Reflexion von Divergenzen und Disparitäten zwischen städtischen und ländlichen Regionen, im Vergleich boomender und zunehmend abgehängter Regionen, von Gentrifizierungsprozessen und unter Einbezug sozialökologischer Kriterien. In der Sprache der Menschenrechte wird ein individuelles Grundrecht auf Wohnen diskutiert und in seiner Bedeutung für die Gesamtgesellschaft und ökologische Zusammenhänge thematisiert.The provision of adequate housing is one of the most pressing issues in political debates on social justice in contemporary Germany. Building on a tradition of social commitment and debates on the ethical role of property, Christian churches and theologians partake in such debates as stakeholders and researchers. In this article, we depict these Christian social ethical commentaries on housing since the begin of the Bonn Republic. Until the 1970s, Christian social ethical debates and political commitments focused on the family homestead, understood as a privately owned house (Eigenheim) and questions of land reform. Christian housing debates have subsided in the 1980s but have been revived in the last decade due in part to a spatial turn in social ethics as well as the current urban housing shortage in Germany. In comparison to earlier debates, recent discussions are less centered on questions of property, and take instead questions of structural inequality, justice and social ecology into account. Thus, disparities between urban and rural, booming and declining regions are considered, and processes of gentrification regarding socio-ecological criteria are scrutinized. Utilizing human rights language, the individual’s fundamental right to adequate housing is discussed in relation to society at large as well as ecological concerns
