    Local conflict and development projects in Indonesia : part of the problem or part of a solution ?

    Drawing on an integrated mixed methods research design, the authors explore the dynamics of the development-conflict nexus in rural Indonesia, and the specific role of development projects in shaping the nature, extent, and trajectories of"everyday"conflicts. They find that projects that give inadequate attention to dispute resolution mechanisms in many cases stimulate local conflict, either through the injection of development resources themselves or less directly by exacerbating preexisting tensions in target communities. But projects that have explicit and accessible procedures for managing disputes arising from the development process are much less likely to lead to violent outcomes. The authors argue that such projects are more successful in addressing project-related conflicts because they establish direct procedures (such as forums, facilitators, and complaints mechanisms) for dealing with tensions as they arise. These direct mechanisms are less successful in addressing broader social tensions elicited by, or external to, the development process, though program mechanisms can ameliorate conflict indirectly through changing norms and networks of interaction.Post Conflict Reintegration,Development Economics&Aid Effectiveness,Education and Society,Rural Poverty Reduction,Population Policies

    The Emergence of Captive Finance Companies and Risk Segmentation of the Consumer Loan Market:Theory and Evidence

    A parental seller with market power to some degree in its product market can earn rents. In this context, there is a gain to granting credit for the purchase of the product and thus the establishment of captive finance company for expanding the sales by offering loans to consumers who need financing for purchase of durable good. This paper examines the optimal behavior of such a durable good seller and its captive finance company when the consumer loan market is segmented into captive and independent lending institutions under symmetric and imperfect information on borrower’s creditworthiness. The model presents that one critical difference for captive finance company will be its credit standard. Specifically, the model indicates that captive finance company will follow a more lenient credit standard, leading to the prediction that the likelihood of repayment of a captive loan is lower than that of a bank loan, other things equal. This prediction is tested using unique data sets drawn from a major credit bureau in the U.S. The analysis of credit bureau data shows that a captive automobile loan is less likely to be repaid than a bank automobile loan, which supports the theoretical prediction.Monopolistic Competition, Consumer Loan Market, Captive Finance Company, Differential Loan Performances

    Multilocus sequence typing of Cronobacter sakazakii and Cronobacter malonaticus reveals stable clonal structures with clinical significance which do not correlate with biotypes

    Background: The Cronobacter genus (Enterobacter sakazakii) has come to prominence due to its association with infant infections, and the ingestion of contaminated reconstituted infant formula. C. sakazakii and C. malonaticus are closely related, and are defined according their biotype. Due to the ubiquitous nature of the organism, and the high severity of infection for the immunocompromised, a multilocus sequence typing (MLST) scheme has been developed for the fast and reliable identification and discrimination of C. sakazakii and C. malonaticus strains. It was applied to 60 strains of C. sakazakii and 16 strains of C. malonaticus, including the index strains used to define the biotypes. The strains were from clinical and non-clinical sources between 1951 and 2008 in USA, Canada, Europe, New Zealand and the Far East. Results: This scheme uses 7 loci; atpD, fusA, glnS, gltB, gyrB, infB, and pps. There were 12 sequence types (ST) identified in C. sakazakii, and 3 in C. malonaticus. A third (22/60) of C. sakazakii strains were in ST4, which had almost equal numbers of clinical and infant formula isolates from 1951 to 2008. ST8 may represent a particularly virulent grouping of C. sakazakii as 7/8 strains were clinical in origin which had been isolated between 1977 - 2006, from four countries. C. malonaticus divided into three STs. The previous Cronobacter biotyping scheme did not clearly correspond with STs nor with species. Conclusion: In conclusion, MLST is a more robust means of identifying and discriminating between C. sakazakii and C. malonaticus than biotyping.     Adaptation of frequency-domain readout for Transition Edge Sensor bolometers for the POLARBEAR-2 Cosmic Microwave Background experiment

    The POLARBEAR-2 CosmicMicrowave Background (CMB) experiment aims to observe B-mode polarization with high sensitivity to explore gravitational lensing of CMB and inflationary gravitational waves. POLARBEAR-2 is an upgraded experiment based on POLARBEAR-1, which had first light in January 2012. For POLARBEAR-2, we will build a receiver that has 7,588 Transition Edge Sensor (TES) bolometers coupled to two-band (95 and 150 GHz) polarization-sensitive antennas. For the large array's readout, we employ digital frequency-domain multiplexing and multiplex 32 bolometers through a single superconducting quantum interference device (SQUID). An 8-bolometer frequency-domain multiplexing readout has been deployed on POLARBEAR-1 experiment. Extending that architecture to 32 bolometers requires an increase in the bandwidth of the SQUID electronics to 3 MHz. To achieve this increase in bandwidth, we use Digital Active Nulling (DAN) on the digital frequency multiplexing platform. In this paper, we present requirements and improvements on parasitic inductance and resistance of cryogenic wiring and capacitors used for modulating bolometers. These components are problematic above 1 MHz. We also show that our system is able to bias a bolometer in its superconducting transition at 3 MHz

    The coalition navies of Australia, Canada, New Zealand, United Kingdom and the United States (AUSCANNZUKUS) are in a period of transformation. They are stepping out of the Industrial Age of warfare and into the Informational Age of warfare. Network Centric Warfare (NCW) is the emerging theory to accomplish this undertaking. NCW describes "the combination of strategies, emerging tactics, techniques, and procedures, and organizations that a fully or even partially networked force can employ to create a decisive war fighting advantage." 1 This theory is turned into a concept through Network Centric Operations (NCO) and implemented through the FORCEnet operational construct and architectural framework. The coalition navies are moving in a direction to develop and leverage information more effectively and efficiently. This will lead to an informational advantage that can be used as a combat multiplier to shape and control the environment, so as to dissuade, deter, and decisively defeat any enemy. This analysis was comprised of defining three TTCP AG-6 provided vignettes into ARENA model that captured Coalition ESG configurations at various FORCEnet levels. The results of the analysis demonstrated that enhanced FORCEnet capabilities such as FORCEnet Levels 2 and 4 would satisfy the capability gap for a needed network-centric ESG force that can effectively counter insurgency operations in Maritime warfare. Furthermore, the participating allied navies in the Coalition ESG should pursue acquisition strategies to upgrade their ship platforms in accordance with our recommendation which indicates that FORCEnet Level 2 is the best value.http://archive.org/details/implicationoffor109456926N

    This thesis examines the exclusion of the Buffalo Soldier regiments during World War I. Due to the rise of racial discrimination in the early twentieth century, the Buffalo Soldier regiments experienced violence with civilians while stationed in the United States. The violence experienced by African American soldiers would shape decisions that would ultimately impact their involvement in World War I. By examining evidence from their war record in previous conflicts and evidence from the racial violence that occurred while stationed in the US, this thesis will show that their exclusion in World War I was due to poor conduct perpetrated by racial discrimination
