Offshoring the Nation's water
When the ten regional water authorities in England and Wales were floated on the London Stock Exchange in 1989, a shift in ownership inevitably followed from the privatization of household water. The public listing of shares in water companies initially created a wide distribution of ownership across the UK population, with preference given to those who paid the water bills. Controls were put in place to ensure that no one individual or company could monopolize the shareholdings, with the UK government retaining a ‘golden share’ precisely to avoid such an outcome. Once those shares were relinquished by the government in 1994, however, the ownership of the nation’s water started to shift abroad, with foreign investors largely attracted by the low risk, stable returns on offer. Some two decades on, with seven of the ten water authorities now in foreign ownership, the contrast from the idea of a British shareholding public that drove the early UK privatisations could not be greater
A multisite study of performance drivers among institutional review boards.
Introduction:The time required to obtain Institutional Review Board (IRB) approval is a frequent subject of efforts to reduce unnecessary delays in initiating clinical trials. This study was conducted by and for IRB directors to better understand factors affecting approval times as a first step in developing a quality improvement framework. Methods:807 IRB-approved clinical trials from 5 University of California campuses were analyzed to identify operational and clinical trial characteristics influencing IRB approval times. Results:High workloads, low staff ratios, limited training, and the number and types of ancillary reviews resulted in longer approval times. Biosafety reviews and the need for billing coverage analysis were ancillary reviews that contributed to the longest delays. Federally funded and multisite clinical trials had shorter approval times. Variability in between individual committees at each institution reviewing phase 3 multisite clinical trials also contributed to delays for some protocols. Accreditation was not associated with shorter approval times. Conclusions:Reducing unnecessary delays in obtaining IRB approval will require a quality improvement framework that considers operational and study characteristics as well as the larger institutional regulatory environment
UNSWIRF: A Tunable Imaging Spectrometer for the Near-Infrared
We describe the specifications, characteristics, calibration, and analysis of
data from the University of New South Wales Infrared Fabry-Perot (UNSWIRF)
etalon. UNSWIRF is a near-infrared tunable imaging spectrometer, used primarily
in conjunction with IRIS on the AAT, but suitable for use as a visitor
instrument at other telescopes. The etalon delivers a resolving power in excess
of 4000 (corresponding to a velocity resolution ~75 km/s), and allows imaging
of fields up to 100" in diameter on the AAT at any wavelength between 1.5 and

Seeing the way: visual sociology and the distance runner's perspective
Employing visual and autoethnographic data from a two‐year research project on distance runners, this article seeks to examine the activity of seeing in relation to the activity of distance running. One of its methodological aims is to develop the linkage between visual and autoethnographic data in combining an observation‐based narrative and sociological analysis with photographs. This combination aims to convey to the reader not only some of the specific subcultural knowledge and particular ways of seeing, but also something of the runner's embodied feelings and experience of momentum en route. Via the combination of narrative and photographs we seek a more effective way of communicating just how distance runners see and experience their training terrain. The importance of subjecting mundane everyday practices to detailed sociological analysis has been highlighted by many sociologists, including those of an ethnomethodological perspective. Indeed, without the competence of social actors in accomplishing these mundane, routine understandings and practices, it is argued, there would in fact be no social order
Development and Testing of Control Laws for the Active Aeroelastic Wing Program
The Active Aeroelastic Wing research program was a joint program between the U.S. Air Force Research Laboratory and NASA established to investigate the characteristics of an aeroelastic wing and the technique of using wing twist for roll control. The flight test program employed the use of an F/A-18 aircraft modified by reducing the wing torsional stiffness and adding a custom research flight control system. The research flight control system was optimized to maximize roll rate using only wing surfaces to twist the wing while simultaneously maintaining design load limits, stability margins, and handling qualities. NASA Dryden Flight Research Center developed control laws using the software design tool called CONDUIT, which employs a multi-objective function optimization to tune selected control system design parameters. Modifications were made to the Active Aeroelastic Wing implementation in this new software design tool to incorporate the NASA Dryden Flight Research Center nonlinear F/A-18 simulation for time history analysis. This paper describes the design process, including how the control law requirements were incorporated into constraints for the optimization of this specific software design tool. Separation of Test-Free Propositional Dynamic Logics over Context-Free Languages
For a class L of languages let PDL[L] be an extension of Propositional
Dynamic Logic which allows programs to be in a language of L rather than just
to be regular. If L contains a non-regular language, PDL[L] can express
non-regular properties, in contrast to pure PDL.
For regular, visibly pushdown and deterministic context-free languages, the
separation of the respective PDLs can be proven by automata-theoretic
techniques. However, these techniques introduce non-determinism on the automata
side. As non-determinism is also the difference between DCFL and CFL, these
techniques seem to be inappropriate to separate PDL[DCFL] from PDL[CFL].

Coarse-grained simulation of transmembrane peptides in the gel phase
We use Dissipative Particle Dynamics simulations, combined with parallel tempering and umbrella sampling, to investigate the potential of mean force between model transmembrane peptides in the various phases of a lipid bilayer, including the low-temperature gel phase.
The observed oscillations in the effective interaction between peptides are consistent with the different structures of the surrounding lipid phases
