    A Relative Impact Ranking of Political Studies In Ireland

    Against a background of the Irish government’s concerns with Key Performance Indicators (KPIs) and the British government’s wishes for a more quantitative Research Assessment Exercise (RAE), our study conducts a relative impact assessment of the study of politics, government, political science, and international relations in Ireland. Impact is measured as citations from the publications of permanent staff in eight Irish politics departments, based on data compiled in April 2008 from two leading academic indexes – ISI’s Web of Science and Scopus – as well as the now popular Google Scholar. We discuss some of the criticisms that naturally arise in a study of this nature. Then, following similar exercises in other disciplines (e.g. economics), we use the impact measures to compare and rank individual scholars as well as departments. We also explore the extent to which the choice of different indexes, and different measures, influences the results that we obtain. While there are differences, in particular between indexes based purely on articles and those that access books and other material, the results from the different indexes are strongly correlated.

    European Parliament elections and EU governance

    The decision to establish direct elections to the European Parliament was intended by many to establish a direct link between the individual citizen and decision making at the European level. Elections were meant to help to establish a common identity among the peoples of Europe, to legitimise policy through the normal electoral processes and provide a public space within which Europeans could exert a more direct control over their collective future. Critics disagreed, arguing that direct elections to the European Parliament would further undermine the sovereignty of member states, and may not deliver on the promise that so many were making on behalf of that process. In particular, some wondered whether elections alone could mobilise European publics to take a much greater interest in European matters, with the possibility of European elections being contested simply on national matters. Evaluating these divergent views, the subject of this article is to review the literature on direct elections to the European Parliament in the context of the role these elections play in governance of the European Union. The seminal work by Reif and Schmitt serves as the starting point of our review. These authors were the first to discuss elections to the European Parliament as second-order national elections. Results of second-order elections are influenced not only by second-order factors, but also by the situation in the first-order arena at the time of the second-order election. In the 30 years and six more sets of European Parliament elections since the publication of their work, the concept has become the dominant one in any academic discussion of European elections. In this article we review that work in order to assess the continuing value of the second-order national election concept today, and to consider some of the more fruitful areas for research which might build on the advance made by Reif and Schmitt. While the concept has proven useful in studies of a range of elections beyond just those for the European Parliament, including those for regional and local assemblies as well as referendums, this review will concentrate solely on EP elections. Concluding that Reif and Schmitt’s characterisation remains broadly valid today, the article allows that while this does not mean there is necessarily a democratic deficit within the EU, there may be changes that could be made to encourage a more effective electoral process

    This paper investigates dynamic interactions in the US beef market using phase space reconstruction, which has been developed to analyze nonlinear dynamical systems. This approach provides important and unique empirical insights into consumers behavior in the beef market. Our results from a phase space reconstruction analysis demonstrate distinct differences between intertemporal short run impacts from food safety outbreaks (e.g., E. Coli) and longer run health effects (e.g., cholesterol).     Comparing non-ipsative measures of party support

    Non-ipsative measures of party preference (preference ratings for each of the parties of a political system) have become common in election studies. They exist in different forms, such as thermometer ratings or feeling scores, likes and dislikes scores, or choice propensities. Usually only one of these is included in a single survey, which makes it difficult to assess the relative merits of each. The Irish National Election Study 2002 (INES2002) contained three different batteries of non-ipsative party preferences, a feature which allows a systematic comparison between them. This paper investigates some properties of these different indicators. We focus mainly on the relationship between non-ipsative preferences and actual choices. This relationship is particularly revealing in a STV electoral system that allows voters to cast multiple ordered votes for candidates from different parties. Additionally, we investigate the latent structure of each of the batteries of party preferences and the relationships between them. We conclude that the three instruments are not interchangeable, that they measure different kinds of preferences. If the purpose is to study electoral choice and the process leading up to electoral choice, then the propensity to vote for a party is to be preferred over thermometer or feeling scores, and over likes/dislikes scores

    The inclusion of non-ipsative measures of party preference (in essence ratings for each of the parties of a political system) has become established practice in mass surveys conducted for election studies. They exist in different forms, known as thermometer ratings or feeling scores, likes and dislikes scores, or support propensities. Usually only one of these is included in a single survey, which makes it difficult to assess the relative merits of each. The questionnaire of the Irish National Election Study 2002 (INES2002) contained three different batteries of non-ipsative party preferences. This paper investigates some of the properties of these different indicators. We focus in particular on two phenomena. First, the relationship between non-ipsative preferences and the choices actually made on the ballot. In Ireland this relationship is more revealing than in most other countries owing to the electoral system (STV) which allows voters to cast multiple ordered votes for candidates from different parties. Second, we investigate the latent structure of each of the batteries of party preferences and the relationships between them. We conclude that the three instruments are not interchangeable, that they measure different orientations, and that one –the propensity to vote for a party– is by far preferable if the purpose of the study is the explanation of voters’ actual choice behaviour. This finding has important ramifications for the design of election study questionnaires

    WISE Brown Dwarf Binaries: The Discovery of a T5+T5 and a T8.5+T9 System

    The multiplicity properties of brown dwarfs are critical empirical constraints for formation theories, while multiples themselves provide unique opportunities to test evolutionary and atmospheric models and examine empirical trends. Studies using high-resolution imaging cannot only uncover faint companions, but they can also be used to determine dynamical masses through long-term monitoring of binary systems. We have begun a search for the coolest brown dwarfs using preliminary processing of data from the Wide-field Infrared Survey Explorer and have confirmed many of the candidates as late-type T dwarfs. In order to search for companions to these objects, we are conducting observations using the Laser Guide Star Adaptive Optics system on Keck II. Here we present the first results of that search, including a T5 binary with nearly equal mass components and a faint companion to a T8.5 dwarf with an estimated spectral type of T9

    A Mid-Infrared Imaging Survey of Embedded Young Stellar Objects in the Rho Ophiuchi Cloud Core

    Results of a comprehensive, new, ground-based mid-infrared imaging survey of the young stellar population of the Rho Ophiuchi cloud are presented. Data were acquired at the Palomar 5-m and at the Keck 10-m telescopes with the MIRLIN and LWS instruments, at 0.25 arcsec and 0.25 arcsec resolutions, respectively. Of 172 survey objects, 85 were detected. Among the 22 multiple systems observed, 15 were resolved and their individual component fluxes determined. A plot of the frequency distribution of the detected objects with SED spectral slope shows that YSOs spend ~400,000 yr in the Flat Spectrum phase, clearing out their remnant infall envelopes. Mid-infrared variability is found among a significant fraction of the surveyed objects, and is found to occur for all SED classes with optically thick disks. Large-amplitude near-infrared variability, also found for all SED classes with optically thick disks, seems to occur with somewhat higher frequency at the earlier evolutionary stages. Although a general trend of mid-infrared excess and NIR veiling exists proceeding through SED classes, with Class I objects generally exhibiting K-veilings > 1, Flat Spectrum objects with K-veilings > 0.58, and Class III objects with K-veilings =0, Class II objects exhibit the widest range of K-band veiling values, 0-4.5. However, the highly variable value of veiling that a single source can exhibit in any of the SED classes in which active disk accretion can take place is striking, and is direct observational evidence for highly time-variable accretion activity in disks. Finally, by comparing mid-infrared vs. near-infrared excesses in a subsample with well-determined effective temperatures and extinction values, disk clearing mechanisms are explored.     Mount Protects Thin-Walled Glass or Ceramic Tubes from Large Thermal and Vibration Loads

    The design allows for the low-stress mounting of fragile objects, like thin walled glass, by using particular ways of compensating, isolating, or releasing the coefficient of thermal expansion (CTE) differences between the mounted object and the mount itself. This mount profile is lower than true full kinematic mounting. Also, this approach enables accurate positioning of the component for electrical and optical interfaces. It avoids the higher and unpredictable stress issues that often result from potting the object. The mount has been built and tested to space-flight specifications, and has been used for fiber-optic, optical, and electrical interfaces for a spaceflight mission. This mount design is often metal and is slightly larger than the object to be mounted. The objects are optical or optical/electrical, and optical and/or electrical interfaces are required from the top and bottom. This requires the mount to be open at both ends, and for the object s position to be controlled. Thin inside inserts at the top and bottom contact the housing at defined lips, or edges, and hold the fragile object in the mount. The inserts can be customized to mimic the outer surface of the object, which further reduces stress. The inserts have the opposite CTE of the housing material, partially compensating for the CTE difference that causes thermal stress. A spring washer is inserted at one end to compensate for more CTE difference and to hold the object against the location edge of the mount for any optical position requirements. The spring also ensures that any fiber-optic or optic interface, which often requires some pressure to ensure a good interface, does not overstress the fragile object. The insert thickness, material, and spring washer size can be traded against each other to optimize the mount and stresses for various thermal and vibration load ranges and other mounting requirements. The alternate design uses two separate, unique features to reduce stress and hold the object. A release agent is applied to the inside surface of the mount just before the binding potting material is injected in the mount. This prevents the potting material from bonding to the mount, and thus prevents stress from being applied, at very low temperatures, to the fragile object being mounted. The potting material mixing and curing is temperature- and humidity-controlled. The mount has radial grooves cut in it that the potting material fills, thus controlling the vertical position of the mounted object. The design can easily be used for long and thin objects, short and wide objects, and any shape in between. The design s advantages are amplified for long and thin fragile objects. The general testing range was 45 to +45 C, but multiple mounts were successfully tested down to 60 and up to 50 C and the design can be adjusted for larger ranges
