    The development of highway nuisance perception. Experiences of residents along the Southern Ring Road in Groningen, the Netherlands.

    The perception of highway nuisance i.e. noises, air pollution and barrier-effects, is associated with negative effects on health and quality of life. This study aims to gain a deeper understanding of the development of highway nuisance perception among residents. Interviews were conducted with residents in 32 households living along the Southern Ring Road, a highway which crosses various neighbourhoods in the city of Groningen, the Netherlands. Various themes emerged from the interviews which were important in the development of residents’ perceptions of highway nuisance. For example, our interviews showed that residents who had not explicitly chosen to live next to a highway were more acutely affected by the negative externalities of that highway later. Perceived environmental changes, often due to governmental actions such as new/extended noise barriers, removal of trees and newly constructed buildings causing noise reflection, also played a role in the interviewees’ development of nuisance perception. In addition, the interviewees indicated that expectations about future highway developments influenced their current perception of highway nuisance: described as anticipation effects. Interviewees also indicated that recent information about the potentially harmful effects of air pollution increased their concerns about living near the highway. A final theme discussed were differences in the extent to which residents were able to develop coping strategies to reduce the amount of highway nuisance perception. The participants’ experiences indicate the importance of further integration between the planning of highway infrastructure and the broader environment in order to reduce nuisance perceptions and improve residential quality near highways

    Discursive choices made by policy entrepreneurs are an important factor in the development of climate change acts (CCAs). This article examines the extent to which such choices reflect the strategic need for CCA entrepreneurs to compromise pragmatically and modulate their policy preferences in order to secure the agreement needed for CCA adoption. Drawing upon theoretical insights from discursive institutionalism (DI) and policy entrepreneurship, this article analyses discursive choices during negotiations surrounding the New Zealand Zero Carbon Act (ZCA). The analysis shows that endogenous political-ideological constraints compelled entrepreneurial actors to modify first-choice preferences for emissions reduction legislation by reframing their coordinative discursive interventions to accommodate potentially oppositional groups. Further research is required into the conditions under which such strategies become discursively operational, to provide guidance to climate policy entrepreneurs as CCAs continue to diffuse globally

    Global Norms in Domestic Politics: Environmental Norm Contestation in Cambodia’s Hydropower Sector

    This paper studies environmental norm contestation in Cambodia's hydropower sector, exemplified by the Kamchay Dam. In Cambodia we can observe different discourses in relation to hydropower. These stem directly from a local contest over the path of Cambodia's development, but use global norms as reference points: one emphasizes environmental protection, using environmental impact assessment (EIA) as point of reference; and one emphasizes the utility of the clean development mechanism (CDM) to attract large-scale investment into the energy sector while downplaying the need for environmental protection. While EIA and CDM are complementary, key actors present them as contradictory. This produces a normative fragmentation of the field of environmental protection. The paper argues that the norm diffusion literature, by presenting norm conflicts as hierarchical local–global conflicts, has paid insufficient attention to the fact that local actors actively draw on global norms to justify domestic development policies. More emphasis on this phenomenon will lead to a better understanding of the role of global norms in domestic politics and will enhance our knowledge of how domestic development policies are contested

    Modelling Saharan dust transport into the Mediterranean basin with CMAQ

    The need for a better quantification of the influence of Saharan dust transport processes on the air quality modelling in the Mediterranean basin led to the formulation of a dust emission module (DEM) integrated into the Air Quality Risk Assessment System for the Iberian Peninsula (SERCA). This paper is focused on the formulation of DEM based on the GOCART aerosol model, along with its integration and execution into the air quality model. It also addresses the testing of the module and its evaluation by contrasting results against satellite products such as MODIS and CALIPSO and ground-level observations of aerosol optical thickness (AOT) and concentration levels of PM10 for different periods in July 2007. DEM was found capable of reproducing the spatial (horizontal and vertical) and temporal profiles of Saharan dust outbreaks into the Mediterranean basin and the Atlantic coast of Africa. Moreover, it was observed that its combination with CMAQ increased the correlation degree between observed and modelled PM10 concentrations at the selected monitoring locations. DEM also enhanced CMAQ capabilities to reproduce observed AOT, although significant underestimations remain. The implementation of CMAQ + DEM succeeded in capturing Saharan dust transport into the Iberian Peninsula, with contributions up to 25 and 14 μg m−3 in 1 h and 24 h average PM10 respectively. The general improvement of total PM10 predictions in Spain are however moderate. The analysis of model performance for the main PM components points out that remaining PM10 underestimation is due to dust local sources missing in the inventories and misrepresentation of organic aerosol processes, which constitutes the main areas for future improvement of CMAQ capabilities to simulate particulate matter within SERCA

    Utilisation of sexual health services by female sex workers in Nepal

    Background The Nepal Demographic Health Survey (NDHS) in 2006 showed that more than half (56%) of the women with sexually transmitted infections (STIs), including HIV, in Nepal sought sexual health services. There is no such data for female sex workers (FSWs) and the limited studies on this group suggest they do not even use routine health services. This study explores FSWs use of sexual health services and the factors associated with their use and non-use of services. Methods This study aimed to explore the factors associated with utilisation of sexual health services by FSWs in the Kathmandu Valley of Nepal, and it used a mixed-method approach consisting of an interviewer administered questionnaire-based survey and in-depth interviews. Results The questionnaire survey, completed with 425 FSWs, showed that 90% FSWs self-reported sickness, and (30.8%) reported symptoms of STIs. A quarter (25%) of those reporting STIs had never visited any health facilities especially for sexual health services preferring to use non-governmental clinics (72%), private clinics (50%), hospital (27%) and health centres (13%). Multiple regression analysis showed that separated, married and street- based FSWs were more likely to seek health services from the clinics or hospitals. In- depth interviews with 15 FSWs revealed that FSWs perceived that personal, structural and socio-cultural barriers, such as inappropriate clinic opening hours, discrimination, the judgemental attitude of the service providers, lack of confidentiality, fear of public exposure, and higher fees for the services as barriers to their access and utilisation of sexual health services. Conclusion FSWs have limited access to information and to health services, and operate under personal, structural and socio-cultural constraints. The ‘education’ to change individual behaviour, health worker and community perceptions, as well as the training of the health workers, is necessary

    The analytical framework of water and armed conflict: a focus on the 2006 Summer War between Israel and Lebanon

    This paper develops an analytical framework to investigate the relationship between water and armed conflict, and applies it to the ‘Summer War’ of 2006 between Israel and Lebanon (Hezbollah). The framework broadens and deepens existing classifications by assessing the impact of acts of war as indiscriminate or targeted, and evaluating them in terms of international norms and law, in particular International Humanitarian Law (IHL). In the case at hand, the relationship is characterised by extensive damage in Lebanon to drinking water infrastructure and resources. This is seen as a clear violation of the letter and the spirit of IHL, while the partial destruction of more than 50 public water towers compromises water rights and national development goals. The absence of pre-war environmental baselines makes it difficult to gauge the impact on water resources, suggesting a role for those with first-hand knowledge of the hostilities to develop a more effective response before, during, and after armed conflict

    Social Value of Marine and Coastal Protected Areas in England and Wales.

    The U.K. government is committed to establishing a coherent network of marine protected areas by 2012 and the recentMarine and Coastal Access Act, 2009 will designate marine conservation zones and provide wider access rights to the coast. To fulfill these goals, this article argues the need for a clearer, shared understanding of the social value of protected areas in creating new designations and managing existing ones. Although marine and coastal environments attract many people and are vitally important in terms of realized and potential social value, the majority of the public in the United Kingdom lacks understanding and awareness regarding them. Combined with this, the social value of marine and coastal protected areas (MCPAs) have been largely ignored relative to conservation and economics, with the latter invariably taking precedence in environmental policymaking. Social value reflects the complex, individual responses that people experience in a given place. Many reasons determine why one area is valued above another, and this research investigates the social value of MCPAs from a practitioner’s perspective through a series of interviews. Understanding why we “socially” value MCPAs will ultimately equip managers with an informed understanding of these spaces, influence management decisions, and, potentially, policymaking. This article defines social value in the context of MCPAs in England and Wales from a practitioner perspective, explores key concepts, and suggests possible improvements in decision-making
