Multi-View Frame Reconstruction with Conditional GAN
Multi-view frame reconstruction is an important problem particularly when
multiple frames are missing and past and future frames within the camera are
far apart from the missing ones. Realistic coherent frames can still be
reconstructed using corresponding frames from other overlapping cameras. We
propose an adversarial approach to learn the spatio-temporal representation of
the missing frame using conditional Generative Adversarial Network (cGAN). The
conditional input to each cGAN is the preceding or following frames within the
camera or the corresponding frames in other overlapping cameras, all of which
are merged together using a weighted average. Representations learned from
frames within the camera are given more weight compared to the ones learned
from other cameras when they are close to the missing frames and vice versa.
Experiments on two challenging datasets demonstrate that our framework produces
comparable results with the state-of-the-art reconstruction method in a single
camera and achieves promising performance in multi-camera scenario.Comment: 5 pages, 4 figures, 3 tables, Accepted at IEEE Global Conference on

Generalized Variational Inequalities for Upper Hemicontinuous and Demi Operators with Applications to Fixed Point Theorems in Hilbert Spaces
∗ The final version of this paper was sent to the editor when the author was supported by an ARC Small Grant of Dr. E. Tarafdar.Existence theorems of generalized variational inequalities and
generalized complementarity problems are obtained in topological vector
spaces for demi operators which are upper hemicontinuous along line segments
in a convex set X. Fixed point theorems are also given in Hilbert
spaces for set-valued operators T which are upper hemicontinuous along
line segments in X such that I − T are demi operators
Urban Local Government and Environmental Management in Bangladesh: A Study on Chunarughat Paurashava
Urban local government is a vital part for the delivery of services to people. Along with other responsibilities, urban local government in Bangladesh is also responsible for environmental management. This study aims to identify the role of Paurashavas (which are administrative units at every municipality composed of elected members) in protecting a healthy and clean environment. Examining Chunarughat Paurashava, the study finds that Paurashavas have an important role in environmental management such as garbage collection, waste disposal, sewerage construction, public park protection, and so on. However, the provision of these kinds of services is hindered by various lacks, like infrastructure, logistic support, trained manpower, and funds, as well as peoples’ participation. The study makes various recommendations to overcome these problems.local government, environmental management, Bangladesh, Paurashava, Chunarughat
Highly Nonlinear and Low Confinement Loss Photonic Crystal Fiber Using GaP Slot Core
This paper presents a triangular lattice photonic crystal fiber with very
high nonlinear coefficient. Finite element method (FEM) is used to scrutinize
different optical properties of proposed highly nonlinear photonic crystal
fiber (HNL-PCF). The HNL-PCF exhibits a high nonlinearity up to over the wavelength of 1500 nm to 1700 nm. Moreover, proposed
HNL-PCF shows a very low confinement loss of at 1550 nm
wavelength. Furthermore, chromatic dispersion, dispersion slope, effective area
etc. are also analyzed thoroughly. The proposed fiber will be a suitable
candidate for broadband dispersion compensation, sensor devices and
supercontinuum generation.Comment: 4 pages, 6 figures, ICTP conferenc
