Hoffman Triangle Neighborhood Planning from the Inside Out
The Hoffman Triangle in Central City New Orleans continues to emerge and re-claim the assets that were lost post Hurricane Katrina in 2005. Through the efforts of the Hoffman Triangle Neighborhood Association, Associated Neighborhood Development, WhoData.org and the University of New Orleans Department of Planning &Urban Studies (UNO-PLUS), property condition assessments and remediation neighborhood plans, that move the community from recovery to reinvestment, have been completed since 2011. The ‘broken windows theory’ suggests that resilient neighborhoods must first appear to be stable, habitable and safe especially post-disaster.
Neighborhood stabilization efforts have included identification, monitoring and mitigation of blighted properties, cleaning storm drains, evaluation of broken street lights, and monitoring of illegal tire and trash dumping for removal by the City of New Orleans. Equally important is conveying the story of potential or developed short and long-term investments such as affordable housing, park renovations, new business development and the implementation of a New Orleans Police Department crime prevention strategy that works with residents as partners. The Hoffman Triangle public participation geographic information systems (PPGIS) program has expanded the role of the University, empowered the residents and reflects model ways in which the City can directly contribute to resident-led neighborhood stabilization efforts. This presentation will report on the 2012 Hoffman Triangle PPGIS which supports volunteered geographic information (VGI) that integrates City and State data for future neighborhood resiliency plans
Siderophore production by Bacillus megaterium : effect of growth-phase and cultural conditions
Siderophore production by Bacillus megaterium was detected, in an iron-deficient culture medium, during the exponential growth phase, prior to the sporulation, in the presence of glucose; these results suggested that the onset of siderophore production did not require glucose depletion and was not related with the sporulation. The siderophore production by B. megaterium was affected by the carbon source used. The growth on glycerol promoted the very high siderophore production (1,182 μmol g−1 dry weight biomass); the opposite effect was observed in the presence of mannose (251 μmol g−1 dry weight biomass). The growth in the presence of fructose, galactose, glucose, lactose, maltose or sucrose, originated similar concentrations of siderophore (546–842 μmol g−1 dry weight biomass). Aeration had a positive effect on the production of siderophore. Incubation of B. megaterium under static conditions delayed and reduced the growth and the production of siderophore, compared with the incubation in stirred conditions.The authors thank Porto University/Totta Bank for their financial support through the project "Microbiological production of chelating agents" (Ref: 180). Crisis signaling: how Italy's coronavirus lockdown affected incumbent support in other European countries
The COVID-19 pandemic is an unparalleled global crisis. Yet, despite the grave adversity faced by citizens, incumbents around the world experienced a boost in popularity during the onset of the outbreak. In this study, we examine how the response to the COVID-19 outbreak in one country affected incumbent support in other countries. Specifically, we leverage the fact that the first country-wide lockdown on European soil, in Italy on 9 March 2020, happened during the fieldwork of surveys conducted in four other European countries, France, Germany, Poland and Spain. This allows us to examine how an event abroad that alerted citizens to an imminent crisis-prior to a similar domestic government response-influenced incumbent support. Our results indicate a crisis signal effect of Italy's COVID-19 lockdown, as support for the incumbent increased domestically in other European countries after the lockdown. Importantly, these findings suggest that incumbents can benefit from a crisis unfolding in other countries, even when their own performance in response to the same crisis is not yet fully clear. They illustrate the importance of developments abroad for incumbent approval and the difficulty facing citizens seeking to disentangle performance signals from exogenous shocks
Support for liberal democracy in times of crisis: evidence from the COVID-19 pandemic
Support for fundamental political rights is a defining feature of liberal democracy. Crises may undermine citizen support for these rights. Yet, existing research does not often distinguish support for ‘illiberal’ policies that encroach on fundamental political rights from other ‘intrusive’ crisis policy responses. By conducting a series of well-powered, preregistered conjoint and vignette experiments in the and the UK during the height of the first wave of the COVID-19 pandemic in 2020, we examine the extent to which citizens are willing to support policies that violate liberal democratic rights in a crisis as well as intrusive policies. Our results suggest that support for liberal democratic rights is quite robust, although endorsements by an in-group party or trusted expert can increase support for illiberal policies. Overall, we find noteworthy resistance to illiberal policy measures, such as postponing elections and banning protests, indicating popular commitment to liberal democratic norms
Gravitational Waves From Known Pulsars: Results From The Initial Detector Era
We present the results of searches for gravitational waves from a large selection of pulsars using data from the most recent science runs (S6, VSR2 and VSR4) of the initial generation of interferometric gravitational wave detectors LIGO (Laser Interferometric Gravitational-wave Observatory) and Virgo. We do not see evidence for gravitational wave emission from any of the targeted sources but produce upper limits on the emission amplitude. We highlight the results from seven young pulsars with large spin-down luminosities. We reach within a factor of five of the canonical spin-down limit for all seven of these, whilst for the Crab and Vela pulsars we further surpass their spin-down limits. We present new or updated limits for 172 other pulsars (including both young and millisecond pulsars). Now that the detectors are undergoing major upgrades, and, for completeness, we bring together all of the most up-to-date results from all pulsars searched for during the operations of the first-generation LIGO, Virgo and GEO600 detectors. GW150914: First Results from the Search for Binary Black Hole Coalescence with Advanced LIGO
On September 14, 2015, at 09:50:45 UTC the two detectors of the Laser Interferometer Gravitational-Wave Observatory (LIGO) simultaneously observed the binary black hole merger GW150914. We report the results of a matched-filter search using relativistic models of compact-object binaries that recovered GW150914 as the most significant event during the coincident observations between the two LIGO detectors from September 12 to October 20, 2015 GW150914 was observed with a matched-filter signal-to-noise ratio of 24 and a false alarm rate estimated to be less than 1 event per 203000 years, equivalent to a significance greater than 5.1 sigma
Sensitivity of the Advanced LIGO detectors at the beginning of gravitational wave astronomy
The Laser Interferometer Gravitational Wave Observatory (LIGO) consists of two widely separated 4 km laser interferometers designed to detect gravitational waves from distant astrophysical sources in the frequency range from 10 Hz to 10 kHz. The first observation run of the Advanced LIGO detectors started in September 2015 and ended in January 2016. A strain sensitivity of better than 10−23/Hz−−−√ was achieved around 100 Hz. Understanding both the fundamental and the technical noise sources was critical for increasing the astrophysical strain sensitivity. The average distance at which coalescing binary black hole systems with individual masses of 30 M⊙ could be detected above a signal-to-noise ratio (SNR) of 8 was 1.3 Gpc, and the range for binary neutron star inspirals was about 75 Mpc. With respect to the initial detectors, the observable volume of the Universe increased by a factor 69 and 43, respectively. These improvements helped Advanced LIGO to detect the gravitational wave signal from the binary black hole coalescence, known as GW150914
Search for post-merger gravitational waves from the remnant of the binary neutron star merger GW170817
In Advanced LIGO, detection and astrophysical source parameter estimation of the binary black hole merger GW150914 requires a calibrated estimate of the gravitational-wave strain sensed by the detectors. Producing an estimate from each detector's differential arm length control loop readout signals requires applying time domain filters, which are designed from a frequency domain model of the detector's gravitational-wave response. The gravitational-wave response model is determined by the detector's opto-mechanical response and the properties of its feedback control system. The measurements used to validate the model and characterize its uncertainty are derived primarily from a dedicated photon radiation pressure actuator, with cross-checks provided by optical and radio frequency references. We describe how the gravitational-wave readout signal is calibrated into equivalent gravitational-wave-induced strain and how the statistical uncertainties and systematic errors are assessed. Detector data collected over 38 calendar days, from September 12 to October 20, 2015, contain the event GW150914 and approximately 16 of coincident data used to estimate the event false alarm probability. The calibration uncertainty is less than 10% in magnitude and 10 degrees in phase across the relevant frequency band 20 Hz to 1 kHz
Localization and Broadband Follow-Up of the Gravitational-Wave Transient GW150914
A gravitational-wave (GW) transient was identified in data recorded by the Advanced Laser InterferometerGravitational-wave Observatory (LIGO) detectors on 2015 September 14. The event, initially designated G184098and later given the name GW150914, is described in detail elsewhere. By prior arrangement, preliminary estimatesof the time, significance, and sky location of the event were shared with 63 teams of observers covering radio,optical, near-infrared, X-ray, and gamma-ray wavelengths with ground- and space-based facilities. In this Letter wedescribe the low-latency analysis of the GW data and present the sky localization of the first observed compactbinary merger. We summarize the follow-up observations reported by 25 teams via private Gamma-rayCoordinates Network circulars, giving an overview of the participating facilities, the GW sky localizationcoverage, the timeline, and depth of the observations. As this event turned out to be a binary black hole merger,there is little expectation of a detectable electromagnetic (EM) signature. Nevertheless, this first broadbandcampaign to search for a counterpart of an Advanced LIGO source represents a milestone and highlights the broadcapabilities of the transient astronomy community and the observing strategies that have been developed to pursueneutron star binary merger events. Detailed investigations of the EM data and results of the EM follow-upcampaign are being disseminated in papers by the individual teams

When planning becomes mere place-making for elites, urban and regional planners need to return to the fundamentals of their profession. Although they have not always done so, planners are well-positioned to advocate for greater equity in public policies that address the multiple objectives of urban planning including housing, transportation, economic development, and the removal of noxious land uses in neighborhoods
