    On the Lichnerowicz conjecture for CR manifolds with mixed signature

    We construct examples of nondegenerate CR manifolds with Levi form of signature (p,q)(p,q), 2pq2\leq p\leq q, which are compact, not locally CR flat, and admit essential CR vector fields. We also construct an example of a noncompact nondegenerate CR manifold with signature (1,n1)(1,n-1) which is not locally CR flat and admits an essential CR vector fields. These provide counterexamples to the analogue of the Lichnerowicz conjecture for CR manifolds with mixed signature.Comment: 7 page

    Harmonised Principles for Public Participation in Quality Assurance of Integrated Water Resources Modelling

    The main purpose of public participation in integrated water resources modelling is to improve decision-making by ensuring that decisions are soundly based on shared knowledge, experience and scientific evidence. The present paper describes stakeholder involvement in the modelling process. The point of departure is the guidelines for quality assurance for `scientific` water resources modelling developed under the EU research project HarmoniQuA, which has developed a computer based Modelling Support Tool (MoST) to provide a user-friendly guidance and a quality assurance framework that aim for enhancing the credibility of river basin modelling. MoST prescribes interaction, which is a form of participation above consultation but below engagement of stakeholders and the public in the early phases of the modelling cycle and under review tasks throughout the process. MoST is a flexible tool which supports different types of users and facilitates interaction between modeller, manager and stakeholders. In order to try and measure those impacts, or to valuate one choice (Jeans’ L) compared to another (Jeans’ P&J), several assessment methods have been developed and are frequently used. As a self-evident truth, assessment methods are instruments used to evaluate something. These could include measuring a performance on a specific case. In terms of evaluating policies and strategies, their possible outcomes are intended to evaluate their potential impacts. However, the components, topologies, and social and political setting of the basins are different. Therefore we have started designing andvalidating a new generic game platform, WAT-A-GAME, alias AMANZI. This new game aims at facilitating exploration and transformation of water management and water use at the small catchment scale. It gives a simple but enlightening view of the various consequences of individual and collective choices, including regulation policies. After comparing it with some previous games, we discuss its main rationales and features. We show how it can be adapted to very different settings, how players can usefully contribute to designing an instance, and how it can especially address dialogue between multi-level stakeholders. We describe an application in South-Africa, in the Inkomati basin and the preliminary results of this instance

    How agency models inspire large scale participatory planning and its evaluation

    International audienceWe describe how three models, for sustainable change, human agency in collective resource management, and socio-environmental systems, have been used to design a protocol and the tools for a large scale (1500 participants, 35 villages) multi-level participatory process held in Africa for Integrated Natural Resource Management, through the European Project Afromaison. The process especially combines a common action model to support proposals by stakeholders, an integration matrix to build coherent plans, a role playing game design process, and a method to combine planning and playing to engage into the plans. It has also inspired the design of the attached monitoring and evaluation process. We describe the process in two countries, Ethiopia and Uganda, present the theoretical bases of the evaluation framework using the ENCORE paradigm and the implemented methodology transferred to local evaluators. We introduce some results and propose comments on potential learning back to the modelling community

    Optical-fiber-microsphere for remote fluorescence correlation spectroscopy

    International audienceFluorescence correlation spectroscopy (FCS) is a versatile method that would greatly benefit to remote optical-fiber fluorescence sensors. However, the current state-of-the-art struggles with high background and low detection sensitivities that prevent the extension of fiber-based FCS down to the single-molecule level. Here we report the use of an optical fiber combined with a latex microsphere to perform FCS analysis. The sensitivity of the technique is demonstrated at the single molecule level thanks to a photonic nanojet effect. This offers new opportunities for reducing the bulky microscope setup and extending FCS to remote or in vivo applications

    Aiding multi-level decision-making processes for climate change mitigation and adaptation

    Progress towards climate change aware regional sustainable development is affected by actions at multiple spatial scales and governance levels and equally impacts actions at these scales. Many authors and policy practitioners consider therefore that decisions over policy, mitigation strategies and capacity for adaptation to climate change require construction and coordination over multiple levels of governance to arrive at acceptable local, regional and global management strategies. However, how such processes of coordination and decision-aiding can occur and be maintained and improved over time is a major challenge in need of investigation. We take on this challenge by proposing research-supported methods of aiding multi-level decision-making processes in this context. Four example regionally focussed multi-level case studies from diverse socio-political contexts are outlined-estuarine management in Australia's Lower Hawkesbury, flood and drought management in Bulgaria's Upper Iskar Basin, climate policy integration in Spain's Comunidad Valenciana and food security in Bangladesh's Faridpur District-from which insights are drawn. Our discussion focuses on exploring these insights including: (1) the possible advantages of informal research-supported processes and specifically those that provide individual arenas of participation for different levels of stakeholders; (2) the complexity of organisation processes required for aiding multi-level decision-making processes; and (3) to what extent progress towards integrated regional policies for climate change aware sustainable development can be achieved through research-supported processes. We finish with a speculative section that provides ideas and directions for future research

    Direct imaging of photonic nanojets

    International audienceWe report the direct experimental observation of photonic nanojets created by single latex microspheres illuminated by a plane wave at a wavelength of 520 nm. Measurements are performed with a fast scanning confocal microscope in detection mode, where the detection pinhole defines a diffraction-limited observation volume that is scanned in three dimensions over the microsphere vicinity. From the collected stack of images, we reconstruct the full 3 dimensional photonic nanojet beam. Observations are conducted forpolystyrene spheres of 1, 3 and 5 mum diameter deposited on a glass substrate, the upper medium being air or water. Experimental results are compared to calculations performed using the Mie theory. We measure nanojet sizes as small as 270 nm FWHM for a 3 mum sphere at a wavelength lambda of 520 nm. The beam keeps a subwavelength FWHM over a propagation distance of more than 3 lambda, displaying all the specificities of a photonic nanojet

    Bound Magnetic Polaron Interactions in Insulating Doped Diluted Magnetic Semiconductors

    The magnetic behavior of insulating doped diluted magnetic semiconductors (DMS) is characterized by the interaction of large collective spins known as bound magnetic polarons. Experimental measurements of the susceptibility of these materials have suggested that the polaron-polaron interaction is ferromagnetic, in contrast to the antiferromagnetic carrier-carrier interactions that are characteristic of nonmagnetic semiconductors. To explain this behavior, a model has been developed in which polarons interact via both the standard direct carrier-carrier exchange interaction (due to virtual carrier hopping) and an indirect carrier-ion-carrier exchange interaction (due to the interactions of polarons with magnetic ions in an interstitial region). Using a variational procedure, the optimal values of the model parameters were determined as a function of temperature. At temperatures of interest, the parameters describing polaron-polaron interactions were found to be nearly temperature-independent. For reasonable values of these constant parameters, we find that indirect ferromagnetic interactions can dominate the direct antiferromagnetic interactions and cause the polarons to align. This result supports the experimental evidence for ferromagnetism in insulating doped DMS.Comment: 11 pages, 7 figure
