    How the Srebrenica Massacre Redefined US Foreign Policy

    This special perspectives section features commentary on the implications of the Srebrenica massacre for U.S. foreign policy. Given the 20-year anniversary of the massacre, we felt that it was appropriate to invite a range of scholars to participate in a forum to address different aspects of the tragedy and its aftermath in the context of U.S. foreign policy. The forum is structured around a commentary by David Gibbs, author of First Do No Harm: Humanitarian Intervention and the Destruction of Yugoslavia, Vanderbilt University Press, 2009. Gibbs article, How the Srebrenica Massacre Redefined U.S. Foreign Policy, is featured below. Within the next month, we will have responses to Gibbs\u27 argument from several experts on the subject, followed by a closing commentary by Gibbs. As this article goes to press, a new development has emerged: “The Obama administration is moving to designate the Islamic State’s murderous attacks on the Yazidi in Iraq an act of ‘genocide,’” according to a press report. It should be recalled that last year, the regime of Bashir Assad was widely believed to be committing genocide in Syria, and in 2011, Muammar Gaddafi was at least planning a genocide in Libya. And in all of these cases, the claims of genocide were widely accompanied by calls for US and NATO intervention, as a solution. While readers will rightly deplore the atrocities that attended these events, the word “genocide” is being used with notable regularity, in a way that already has and will continue to erode the meaning of this very important concept, through overuse. --Ronald W.     Pion double charge exchange on 4He

    The doubly differential cross sections for the 4^4He(π+,π)4p(\pi^+,\pi^-) 4p reaction were calculated using both a two-nucleon sequential single charge exchange model and an intranuclear cascade code. Final state interactions between the two final protons which were the initial neutrons were included in both methods. At incident pion energies of 240 and 270 MeV the low-energy peak observed experimentally in the energy spectrum of the final pions can be understood only if the contribution of pion production is included.     Bose-Einstein-condensed gases with arbitrary strong interactions

    Bose-condensed gases are considered with an effective interaction strength varying in the whole range of the values between zero and infinity. The consideration is based on the usage of a representative statistical ensemble for Bose systems with broken global gauge symmetry. Practical calculations are illustrated for a uniform Bose gas at zero temperature, employing a self-consistent mean-field theory, which is both conserving and gapless.Comment: Latex file, 23 pages, 4 figure

    The data that mortgage lending institutions reported for 2008 under the Home Mortgage Disclosure Act of 1975 (HMDA) reflect the ongoing difficulties in the housing and mortgage markets. This article presents a number of key findings from a review of the 2008 HMDA data. In particular, it documents a reduction in lending activity that was experienced by all groups of borrowers, highlights the Federal Housing Administration's greatly expanded role in the mortgage market, and examines how atypical changes in the interest rate environment affected the incidence of reported higher-priced lending in 2008 relative to earlier years.Mortgages ; Home Mortgage Disclosure Act

    This program, REDUCE, reduces the bandwidth and profile of sparse symmetric matrices, using row and corresponding column permutations. It is a realization of the algorithm described by the authors elsewhere. It was extensively tested and compared with several other programs and was found to be considerably faster than the others, superior for bandwidth reduction and as satisfactory as any other for profile reduction

    We reconsider the sub-leading quantum perturbative corrections to N=2 cubic special Kaehler geometries. Imposing the invariance under axion-shifts, all such corrections (but the imaginary constant one) can be introduced or removed through suitable, lower unitriangular symplectic transformations, dubbed Peccei-Quinn (PQ) transformations. Since PQ transformations do not belong to the d=4 U-duality group G4, in symmetric cases they generally have a non-trivial action on the unique quartic invariant polynomial I4 of the charge representation R of G4. This leads to interesting phenomena in relation to theory of extremal black hole attractors; namely, the possibility to make transitions between different charge orbits of R, with corresponding change of the supersymmetry properties of the supported attractor solutions. Furthermore, a suitable action of PQ transformations can also set I4 to zero, or vice versa it can generate a non-vanishing I4: this corresponds to transitions between "large" and "small" charge orbits, which we classify in some detail within the "special coordinates" symplectic frame. Finally, after a brief account of the action of PQ transformations on the recently established correspondence between Cayley's hyperdeterminant and elliptic curves, we derive an equivalent, alternative expression of I4, with relevant application to black hole entropy.Comment: 1+39 page

    The notion of representative statistical ensembles, correctly representing statistical systems, is strictly formulated. This notion allows for a proper description of statistical systems, avoiding inconsistencies in theory. As an illustration, a Bose-condensed system is considered. It is shown that a self-consistent treatment of the latter, using a representative ensemble, always yields a conserving and gapless theory.Comment: Latex file, 18 page
