Report on the STECF Expert Working Group 17-12 Fisheries Dependent Information: ‘New-FDI’
The STECF expert working group (EWG) on Fisheries Dependant Information (FDI) took place in JRC, Ispra from 23 to 27 October 2017 to review the data transmitted by Member States under a new data call (‘New-FDI’).
The new data call specification was designed with three broad aims in mind
i) Compatibility between the New-FDI data and the data held in the Fleet Economic database.
ii) Ability to encompass all EU registered vessels including those from the Mediterranean, Black Sea and external waters fleets.
iii) Ability to assess effects of management measures.
The main purpose of the EWG was to judge if the call specification was appropriate to accomplish the above aims and to consider any difficulties encountered by member states in fulfilling the data call. Two terms of reference also allowed trial analyses to be conducted of a type relevant to the third broad aim.
The EWG addressed all Terms of Reference during the meeting and drew conclusions on the modifications required for the New-FDI data call going forwards.
Prior to the EWG it had been agreed by STECF Bureau that the report of the meeting would not be presented to STECF for approval as an STECF report but published separately (as a JRC technical report). This report therefore presents the data, methods observations and findings of an EWG of the STECF but the findings presented in this report do not necessarily constitute the opinion of the STECF or reflect the views of the European Commission and in no way anticipate the Commission’s future policy in this area.JRC.D.2-Water and Marine Resource

The decline of mussel aquaculture in the European Union: causes, economic impacts and opportunities
ABSTRATC: In contrast to the increasing aquaculture production of mussels worldwide, production in the European Union (EU) has shown a decreasing trend over the last two decades. Aquaculture production of mussels in the EU peaked in the late 1990s at more than 600 000 tonnes; by 2016, production volume had dropped by 20% to 480 000 tonnes. As mussel production represents more than 1/3 of EU aquaculture production, this decrease is an important contributor to the stagnation of EU aquaculture. Previous studies have suggested diseases, lack of mussel seed (spat), and low profitability as the main causes of the EU mussel production decrease. In this study, we investigate how economic and environmental factors have contributed. Moreover, we examine if the different mussel production techniques (raft, longline, on-bottom, and "bouchot") have been differently affected, by analysing the economic performance and cost structure evolution for the period 2010-2016. We complement these results with a SWOT (strengths, weaknesses, opportunities, and threats) analysis of the EU mussel sector based on expert knowledge
Social dimension of the CFP (STECF-20-14)

Additionally, the report assesses the impact of the Common Fisheries Policy Regulation and the implementation of its Articles 5.2 (access to waters) and 16 and 17 (fishing opportunities) of Regulation (EU) No 1380/2013 on the social situation of small-scale coastal fishers and their communities.Peer reviewe
Social data in fisheries (STECF 23-17)

This report builds on earlier EWG results (19-03, 20-14, 22-14) and further develops the methodologies for the collection and analysis of social data in fisheries. In particular it addresses the development of National Fisheries Profiles (NFP) and advocates the development of a web based version of the NFP. In addition, it reflects on policy questions generated by DG MARE and indicates how social data could assist in answering these policy questions. Finally, the report evaluates responses of the Member States towards the European Commission’s (EC) questionnaire about the implementation of Article 17 of Regulation (EU) No 1380/2013.Peer reviewe

Social Data in Fisheries: update of the national profiles (STECF-22-14)

This report further develops the methodologies for the collection and analysis of social data in
fisheries. In particular it addresses alignment of the use of social indicators between STECF
reporting and alignment with other developments such as in PGC ECON and ICES WGSOCIAL. The
report details the development of an analytical framework for social data, such as community- and
national profiles, and introduces criteria for social notions as social justice, vulnerability and
dependence. Additionally, the report evaluates responses of the Member States towards the
European Commission’s (EC) questionnaire of January 12th, 2022 about the implementation of
Articles 16 (6) and 17 of Regulation (EU) No 1380/2013.Peer reviewe
