    The role of the Connexions service in supporting the transition from school to post-16 education, employment training and work for young people with a history of specific speech and language difficulties or learning difficulties

    The transition from school to the world of post-compulsory education is a major landmark in the lives of young people with special educational needs (SEN). In England the Connexions service set up to support young people during transition was planned to provide both a universal service and one that provided special support to vulnerable young people, particularly those at risk of not being in education, employment or training (NEET). The present paper reports the findings of a study of 46 Connexions personal advisers (PAs) who were supporting young people with specific speech and language difficulties (SSLD) or general learning difficulties, as part of a longitudinal study of these young people's development. Interviews were held with the PAs to identify patterns of organisation, the nature of services delivered to these young people and the factors that influenced successful support. The findings highlight the diversity among Connexions services, the limited expertise with young people with SEN and the structural barriers that may limit effectiveness. In addition, the Assessment, Planning, Implementation and Review Framework was not consistently used. The Connexions service has the potential to provide important support to young people with SEN at this key transition point but our study indicates the need for modifications to its operation

    Improving contemporary approaches to the master planning process.

    Master-planning has had a strong revival in recent years. However, significant demographic and social changes are on-going amidst the constraints of the current economic stagnation, the policy of reduced public spending and the drive to respond to environmental imperatives. These conditions challenge the feasibility of the application of past master-planning practice. The way we conceive of master-planning now requires re-visiting. The traditional perspective of master-planning as a design-led activity concerned with the architectural form of buildings, spaces and infrastructures is out-dated and inadequate to coordinating the plural processes of negotiating sustainable place development which, in addition to realising a visually pleasing townscape, critically satisfies social, functional, economic and environmental requirements. Masterplanning requires both a business planning component, without which there is no delivery, and a governance component, without which the physical strategy has no legitimacy. A more adaptive master-planning approach is required. The paper proposes how a flexible master-planning process can provide a basis of a suitable approach for the development of sustainable settlements. Despite considerable investment, international studies such as the OECD Teaching and Learning International Survey (TALIS) project and the McKinsey Report How the world’s best performing schools come out on top indicate that improving teacher quality is more important than increased financial investment. Both reports challenge governments, academics and practitioners to adopt new ways of sharing and building knowledge. This paper makes the case for national education systems to adopt tried and tested knowledge management and web 2.0 tools used by other sectors and highlights the neglected potential of teacher educators as agents for improvement

    Political strategies of external support for democratization

    Political strategies of external support to democratization are contrasted and critically examined in respect of the United States and European Union. The analysis begins by defining its terms of reference and addresses the question of what it means to have a strategy. The account briefly notes the goals lying behind democratization support and their relationship with the wider foreign policy process, before considering what a successful strategy would look like and how that relates to the selection of candidates. The literature's attempts to identify strategy and its recommendations for better strategies are compared and assessed. Overall, the article argues that the question of political strategies of external support for democratization raises several distinct but related issues including the who?, what?, why?, and how? On one level, strategic choices can be expected to echo the comparative advantage of the "supporter." On a different level, the strategies cannot be divorced from the larger foreign policy framework. While it is correct to say that any sound strategy for support should be grounded in a theoretical understanding of democratization, the literature on strategies reveals something even more fundamental: divergent views about the nature of politics itself. The recommendations there certainly pinpoint weaknesses in the actual strategies of the United States and Europe but they have their own limitations too. In particular, in a world of increasing multi-level governance strategies for supporting democratization should go beyond preoccupation with just an "outside-in" approach

    Stormwater harvesting for irrigation purposes: An investigation of chemical quality of water recycled in pervious pavement system

    Most available water resources in the world are used for agricultural irrigation. Whilst this level of water use is expected to increase due to rising world population and land use, available water resources are expected to become limited due to climate change and uneven rainfall distribution. Recycled stormwater has the potential to be used as an alternative source of irrigation water and part of sustainable water management strategy. This paper reports on a study to investigate whether a sustainable urban drainage system (SUDS) technique, known as the pervious pavements system (PPS) has the capability to recycle water that meets irrigation water quality standard. Furthermore, the experiment provided information on the impact of hydrocarbon (which was applied to simulate oil dripping from parked vehicles onto PPS), leaching of nutrients from different layers of the PPS and effects of nutrients (applied to enhance bioremediation) on the stormwater recycling efficiency of the PPS. A weekly dose of 6.23×10-3L of lubricating oil and single dose of 17.06g of polymer coated controlled-release fertilizer granules were applied to the series of 710mm×360mm model pervious pavement structure except the controls. Rainfall intensity of 7.4mm/h was applied to the test models at the rate of 3 events per week. Analysis of the recycled water showed that PPS has the capability to recycle stormwater to a quality that meets the chemical standards for use in agricultural irrigation irrespective of the type of sub-base used. There is a potential benefit of nutrient availability in recycled water for plants, but care should be taken not to dispose of this water in natural water courses as it might result in eutrophication problems. © 2014 Elsevier Ltd

    Reuse of materials from a Sustainable Drainage System device: Health, Safety and Environment assessment for an end-of-life Pervious Pavement Structure

    Pervious pavement systems can have a life span of about 20 years but, at end-of-life, it becomes necessary to evaluate the state of the infrastructure to determine whether they pose a health and safety risk to workers during dismantling, and also determine potential reuse of the waste material generated. In this paper, we report of an investigation conducted to evaluate whether Pervious pavement systems are hazardous to human health at end-of-life and also to assess the mobility of the stormwater pollutants trapped in the system as a measure of their potential release to receiving systems such as water-bodies and groundwater systems. After decommissioning, the pervious pavement structure was sampled for analysis including Gas Chromatography, inductively coupled plasma spectroscopy and, leachate analysis. Results show that carcinogenic risks were significantly below the regulatory limit of 1 × 10–6 while, the hazard quotients and cumulative hazard indices were also below regulatory value of 1, based on United States Environmental Protection Agency standards. Furthermore, mean concentrations of benzene, toluene, ethylbenzene and xylene were significantly less than the UK soil guideline values. The results of the leachate analysis show that the metals of concern, Pb, Zn, Cr, Ni, Cd and Cu were all below the threshold for reuse applications such as irrigation purposes as they were all below the regulatory limits such as Food and Agriculture Organization and, United States Environmental Protection Agency standards. Finally, the evaluation of potential reuse and recycling purposes indicate that wastes generated from the dismantling of the PPS are within limits for recycling as aggregates for other civil engineering projects as per European Union standards. This has potential to enhance UK's drive to achieve the target of 70% level of construction &amp; demolition waste recovery for reuse and recycling by the year 2020 as per European Union Water Framework Directive

    Prospects for radical emissions reduction through behaviour and lifestyle change

    Over the past two decades, scholars and practitioners across the social sciences, in policy and beyond have proposed, trialled and developed a wide range of theoretical and practical approaches designed to bring about changes in behaviours and lifestyles that contribute to climate change. With the exception of the establishment of a small number of iconic behaviours such as recycling, it has however proved extremely difficult to bring about meaningful transformations in personal greenhouse gas emissions at either the individual or societal level, with multiple reviews now pointing to the limited efficacy of current approaches. We argue that the majority of approaches designed to achieve mitigation have been constrained by the need to operate within prevailing social scientific, economic and political orthodoxies which have precluded the possibility of non-marginal change. In this paper we ask what a truly radical approach to reducing personal emissions would look like from social science perspectives which challenge the unstated assumptions severely limiting action to date, and which explore new alternatives for change. We emphasise the difficulties likely to impede the instituting of genuinely radical societal change regarding climate change mitigation, whilst proposing ways that the ground could be prepared for such a transformation to take place
