    Ce guide a été élaboré par le groupe Questions juridiques du Consortium CAHIER. L’objectif de ce guide est d’œuvrer à l’accessibilité des textes édités. Il propose d’informer les éditeurs de textes, chercheurs confirmés ou doctorants qui sont amenés à faire publier leurs travaux, sur leurs droits et obligations en tant que chercheurs- publiants, d’analyser les contrats d’édition qui leur sont généralement proposés et de présenter des avenants à ces contrats, afin que ceux-ci puissent être négociés avec les éditeurs commerciaux (publishers), éditeurs privés ou institutions publiques, dans le respect de la législation (Code de la propriété intellectuelle) et dans le respect de la politique de Science ouverte concernant l’accès aux travaux scientifiques, politique mise en avant par le CNRS1, les instances européennes2, et le Conseil des droits de l’homme de l’ONU3. Ces politiques visent à protéger les intérêts moraux et matériels des auteurs tout en garantissant le droit du public de bénéficier de la créativité scientifique et culturelle

    Kinetics of CH₂OO reactions with SO₂, NO₂, NO, H₂O and CH₃CHO as a function of pressure

    Kinetics of CH₂OO Criegee intermediate reactions with SO₂, NO₂, NO, H₂O and CH₃CHO and CH₂I radical reactions with NO₂ are reported as a function of pressure at 295 K. Measurements were made under pseudo-first-order conditions using flash photolysis of CH₂I₂–O₂–N₂ gas mixtures in the presence of excess co-reagent combined with monitoring of HCHO reaction products by laser-induced fluorescence (LIF) spectroscopy and, for the reaction with SO₂, direct detection of CH₂OO by photoionisation mass spectrometry (PIMS). Rate coefficients for CH₂OO + SO₂ and CH₂OO + NO₂ are independent of pressure in the ranges studied and are (3.42 ± 0.42) × 10‾¹¹ cm³ s‾¹ (measured between 1.5 and 450 Torr) and (1.5 ± 0.5) × 10‾¹² cm³ s‾¹ (measured between 25 and 300 Torr), respectively. The rate coefficient for CH₂OO + CH₃CHO is pressure dependent, with the yield of HCHO decreasing with increasing pressure. Upper limits of 2 × 10−13 cm³ s‾¹ and 9 × 10−17 cm³ s‾¹ are placed on the rate coefficients for CH₂OO + NO and CH₂OO + H₂O, respectively. The upper limit for the rate coefficient for CH₂OO + H₂O is significantly lower than has been reported previously, with consequences for modelling of atmospheric impacts of CH₂OO chemistry

    GCP: Gossip-based Code Propagation for Large-scale Mobile Wireless Sensor Networks

    Wireless sensor networks (WSN) have recently received an increasing interest. They are now expected to be deployed for long periods of time, thus requiring software updates. Updating the software code automatically on a huge number of sensors is a tremendous task, as ''by hand'' updates can obviously not be considered, especially when all participating sensors are embedded on mobile entities. In this paper, we investigate an approach to automatically update software in mobile sensor-based application when no localization mechanism is available. We leverage the peer-to-peer cooperation paradigm to achieve a good trade-off between reliability and scalability of code propagation. More specifically, we present the design and evaluation of GCP ({\emph Gossip-based Code Propagation}), a distributed software update algorithm for mobile wireless sensor networks. GCP relies on two different mechanisms (piggy-backing and forwarding control) to improve significantly the load balance without sacrificing on the propagation speed. We compare GCP against traditional dissemination approaches. Simulation results based on both synthetic and realistic workloads show that GCP achieves a good convergence speed while balancing the load evenly between sensors

    Communication Efficiency in Self-stabilizing Silent Protocols

    Self-stabilization is a general paradigm to provide forward recovery capabilities to distributed systems and networks. Intuitively, a protocol is self-stabilizing if it is able to recover without external intervention from any catastrophic transient failure. In this paper, our focus is to lower the communication complexity of self-stabilizing protocols \emph{below} the need of checking every neighbor forever. In more details, the contribution of the paper is threefold: (i) We provide new complexity measures for communication efficiency of self-stabilizing protocols, especially in the stabilized phase or when there are no faults, (ii) On the negative side, we show that for non-trivial problems such as coloring, maximal matching, and maximal independent set, it is impossible to get (deterministic or probabilistic) self-stabilizing solutions where every participant communicates with less than every neighbor in the stabilized phase, and (iii) On the positive side, we present protocols for coloring, maximal matching, and maximal independent set such that a fraction of the participants communicates with exactly one neighbor in the stabilized phase

    We investigate time evolution of prepared vibrational state (system) coupled to a reservoir with dense spectrum of its vibrational states. We assume that the reservoir has an equidistant spectrum, and the system - reservoir coupling matrix elements are independent of the reservoir states. The analytical solution manifests three regimes of the evolution for the system: (I) weakly damped oscillations; (II) multicomponent Loschmidt echo in recurrence cycles; (III) overlapping recurrence cycles. We find the characteristic critical values of the system - reservoir coupling constant for the transitions between these regimes. Stochastic dynamics occurs in the regime (III) due to inevoidably in any real system coarse graining of time or energy measurements, or initial condition uncertainty. Even though a specific toy model is investigated here, when properly interpreted it yields quite reasonable description for a variety of physically relevant phenomena.Comment: 8 pages, 3 figure

    Bill 82 & the Waterloo County Board of Education: A process consultation

    The following thesis is a descriptive study of the perceived implementation of the Amendment to the Education Act 1974, more commonly known as ‘Bill 82.’ The context of this research was presented from the perspective of community psychology, more specifically, a process consultation approach utilizing the techniques of organizational development (O.D.). A cross-sectional sample of 434 voluntary participants were surveyed in this study. Respondents were selected across all levels of personnel within the Waterloo Country Board of Education and the sample consisted of: elected board trustees, upper administration, central office staff (consultants) and operations personnel (principals, vice-principals, teachers, and guidance counselors). Eleven survey instruments were designed and disseminated to each level of personnel and addressed the following areas: demographic information; general knowledge level of special education and in particular Bill 82; extent and awareness of utilization of special education materials and personnel available for consultation; general perceptions of objective and expectations of the implementation of Bill 82 with respect to current job role and overall system and lastly, if any, the salient needs as identified by the participants.     The University of the Witwatersrand has a long established relationship with the mining industry. Indeed, its origins go back to the South African School of Mines established in Kimberley in 1896. (1). Since 1917, the Chamber of Mines has given direct grants to the University and its predecessors. In fact, the Chamber remains our largest private donor. Murray has shown in his authoritative study of the early years of the University that there have been occasions in our history when the Chamber has felt that it has not received a satisfactory return upon its massive investment in the University (2). On balance, however, the University can rightly claim to have served the Chamber well over the years. In recent years, the other side of the industry's history and social structure has been a focus of systematic investigation in this University. Here, van Onselen's Chibaro stands out : a pioneering attempt to create historically the social world of the compound in the early years of the mining industry in Southern Rhodesia. In our own Department, Moodie, Bozzoli, and Innes have all contributed to our knowledge of the social structure of mining
