    Human Trafficking in Europe: An Economic Perspective

Attempts to comprehend and document human trafficking’s underlying economic dimensions, and places the concerns of trafficking within broader migration analysis (including the role of irregular migration). It also comments on the financial flows involved in trafficking, and on the different patterns of financing trafficking services. Further, it contains a brief review of the evidence, as to the extent to which organized crime is involved in human trafficking

    Mining local staircase patterns in noisy data

    Most traditional biclustering algorithms identify biclusters with no or little overlap. In this paper, we introduce the problem of identifying staircases of biclusters. Such staircases may be indicative for causal relationships between columns and can not easily be identified by existing biclustering algorithms. Our formalization relies on a scoring function based on the Minimum Description Length principle. Furthermore, we propose a first algorithm for identifying staircase biclusters, based on a combination of local search and constraint programming. Experiments show that the approach is promising

    Magnetoelectric Effect in Ni-PZT-Ni Cylindrical Layered Composite Synthesized by Electro-deposition

    The magnetoelectric (ME) coupling of cylindrical trilayered composite was studied in this paper. The Ni-lead zirconate titanate (PZT)-Ni trilayered cylindrical composite was synthesized by electro-deposition. The maximum ME voltage coefficient of cylindrical ME composite is 35V/cm Oe, about three times higher than that of the plate trilayered composite with the same raw materials and magnetostrictive- piezoelectric phase thickness ratio. The high ME voltage coefficient of cylindrical composite owes to the self-bound effect of circle. Moreover, the resulting complex condition can induce a double peak in the field dependence of ME coefficient.Comment: 11 pages, 5 figure

    Exploring the phase space of multiple states in highly turbulent Taylor-Couette flow

    We investigate the existence of multiple turbulent states in highly turbulent Taylor-Couette flow in the range of Ta=1011\mathrm{Ta}=10^{11} to 910129\cdot10^{12}, by measuring the global torques and the local velocities while probing the phase space spanned by the rotation rates of the inner and outer cylinder. The multiple states are found to be very robust and are expected to persist beyond Ta=1013\mathrm{Ta}=10^{13}. The rotation ratio is the parameter that most strongly controls the transitions between the flow states; the transitional values only weakly depend on the Taylor number. However, complex paths in the phase space are necessary to unlock the full region of multiple states. Lastly, by mapping the flow structures for various rotation ratios in a Taylor-Couette setup with an equal radius ratio but a larger aspect ratio than before, multiple states were again observed. Here, they are characterized by even richer roll structure phenomena, including, for the first time observed in highly turbulent TC flow, an antisymmetrical roll state.Comment: 9 pages, 7 figure

    Dying in long-term care facilities in Europe : the PACE epidemiological study of deceased residents in six countries

    Background: By 2030, 30% of the European population will be aged 60 or over and those aged 80 and above will be the fastest growing cohort. An increasing number of people will die at an advanced age with multiple chronic diseases. In Europe at present, between 12 and 38% of the oldest people die in a long-term care facility. The lack of nationally representative empirical data, either demographic or clinical, about people who die in long-term care facilities makes appropriate policy responses more difficult. Additionally, there is a lack of comparable cross-country data; the opportunity to compare and contrast data internationally would allow for a better understanding of both common issues and country-specific challenges and could help generate hypotheses about different options regarding policy, health care organization and provision. The objectives of this study are to describe the demographic, facility stay and clinical characteristics of residents dying in long-term care facilities and the differences between countries. Methods: Epidemiological study (2015) in a proportionally stratified random sample of 322 facilities in Belgium, Finland, Italy, the Netherlands, Poland and England. The final sample included 1384 deceased residents. The sampled facilities received a letter introducing the project and asking for voluntary participation. Facility manager, nursing staff member and treating physician completed structured questionnaires for all deaths in the preceding 3 months. Results: Of 1384 residents the average age at death ranged from 81 (Poland) to 87 (Belgium, England) (p < 0.001) and length of stay from 6 months (Poland, Italy) to 2 years (Belgium) (p < 0.05); 47% (the Netherlands) to 74% (Italy) had more than two morbidities and 60% (England) to 83% (Finland) dementia, with a significant difference between countries (p < 0.001). Italy and Poland had the highest percentages with poor functional and cognitive status 1 month before death (BANS-S score of 21.8 and 21.9 respectively). Clinical complications occurred often during the final month (51.9% England, 66.4% Finland and Poland). Conclusions: The population dying in long-term care facilities is complex, displaying multiple diseases with cognitive and functional impairment and high levels of dementia. We recommend future policy should include integration of high-quality palliative and dementia care

    Implications of "peak oil" for atmospheric CO2 and climate

    Unconstrained CO2 emission from fossil fuel burning has been the dominant cause of observed anthropogenic global warming. The amounts of "proven" and potential fossil fuel reserves are uncertain and debated. Regardless of the true values, society has flexibility in the degree to which it chooses to exploit these reserves, especially unconventional fossil fuels and those located in extreme or pristine environments. If conventional oil production peaks within the next few decades, it may have a large effect on future atmospheric CO2 and climate change, depending upon subsequent energy choices. Assuming that proven oil and gas reserves do not greatly exceed estimates of the Energy Information Administration, and recent trends are toward lower estimates, we show that it is feasible to keep atmospheric CO2 from exceeding about 450 ppm by 2100, provided that emissions from coal, unconventional fossil fuels, and land use are constrained. Coal-fired power plants without sequestration must be phased out before mid-century to achieve this CO2 limit. It is also important to "stretch" conventional oil reserves via energy conservation and efficiency, thus averting strong pressures to extract liquid fuels from coal or unconventional fossil fuels while clean technologies are being developed for the era "beyond fossil fuels". We argue that a rising price on carbon emissions is needed to discourage conversion of the vast fossil resources into usable reserves, and to keep CO2 beneath the 450 ppm ceiling.Comment: (22 pages, 7 figures; final version accepted by Global Biogeochemical Cycles

    Early identification of common-source foodborne virus outbreaks in Europe.

    The importance of foodborne viral infections is increasingly recognized. Food handlers can transmit infection during preparation or serving; fruit and vegetables may be contaminated by fecally contaminated water used for growing or washing. And the globalization of the food industry mean that a contaminated food item may not be limited to national distribution. International outbreaks do occur, but little data are available about the incidence of such events and the food items associated with the highest risks. We developed a combined research and surveillance program for enteric viruses involving 12 laboratories in 9 European countries. This project aims to gain insight into the epidemiology of enteric viruses in Europe and the role of food in transmission by harmonizing (i.e., assessing the comparability of data through studies of molecular detection techniques) and enhancing epidemiologic surveillance. We describe the setup and preliminary results of our system, which uses a Web-accessible central database to track viruses and provides the foundation for an early warning system of foodborne and other common-source outbreaks

    Logic programming in the context of multiparadigm programming: the Oz experience

    Oz is a multiparadigm language that supports logic programming as one of its major paradigms. A multiparadigm language is designed to support different programming paradigms (logic, functional, constraint, object-oriented, sequential, concurrent, etc.) with equal ease. This article has two goals: to give a tutorial of logic programming in Oz and to show how logic programming fits naturally into the wider context of multiparadigm programming. Our experience shows that there are two classes of problems, which we call algorithmic and search problems, for which logic programming can help formulate practical solutions. Algorithmic problems have known efficient algorithms. Search problems do not have known efficient algorithms but can be solved with search. The Oz support for logic programming targets these two problem classes specifically, using the concepts needed for each. This is in contrast to the Prolog approach, which targets both classes with one set of concepts, which results in less than optimal support for each class. To explain the essential difference between algorithmic and search programs, we define the Oz execution model. This model subsumes both concurrent logic programming (committed-choice-style) and search-based logic programming (Prolog-style). Instead of Horn clause syntax, Oz has a simple, fully compositional, higher-order syntax that accommodates the abilities of the language. We conclude with lessons learned from this work, a brief history of Oz, and many entry points into the Oz literature.Comment: 48 pages, to appear in the journal "Theory and Practice of Logic Programming
