    Modeling transition in Central Asia: the Case of Kazakhstan

    This paper presents a small macro-econometric model of Kazakhstan to study the impact of various economic policies. It uses a new approach to test the existence of a level relationship between a dependent variable and a set of regressors, when the characteristics of the regressors’ non-stationarity are not known with certainty. The simulations provide insights into the role of a tight monetary policy, higher foreign direct investment, and rises in nominal wages and in crude oil prices. The results obtained are in line with economic observations and give some support to the policies chosen as priority targets by the Kazakh authorities for the forthcoming years.Simulation, Forecasting, Transition, Stabilization, Central Asian

    A small macro econometric model for Kazakhstan: a retrospective of alternative economic policies undertaken during the transition process [Working papers]

    This paper presents a quarterly macro econometric model of the Kazakhstan. The main goal is to provide a stylized representation of the Kazakh economy in order to simulate the consequences of several economic policies viewed by the authorities as essential during the period of transition to a market economy. The policy simulation potential of the model is illustrated by five types of simulations : interest rate shocks, foreign direct investment shocks, world oil price shocks, foreign demand shocks and nominal wages shocks. These sets of simulations show the importance of foreign direct investments in terms of theirs global positive effect, as well as the demand effect of an increase in the wages. We also find that effect of the tight monetary policy in not ambiguous ; we argue that in some cases it is not the most efficient policy instrument to sustain the economy

    Communicative Competence Management Approaches in Higher Education

    In the context of lifelong learning it is necessary to train a person who will be able to get oriented appropriately in all spheres of social life and actively influence them, without which it is impossible to proceed to the educational community with a high level of spiritual, legal and professional culture. Not only the expertise but also the general communication skills in the professional activity of a specialist become important. Communicative component is now represented fragmentarily in the content of Russian higher education, while the necessity in its expansion and the constitution is growing as communicative education is becoming an important means of the formation of professionalism and if to look more broadly, a way to transform our social realities. Search for the mechanisms to manage communicative competence of students is an important task in the development of higher education. The solution to this problem will increase the efficiency of training of future specialists in the period of active development of new communication technologies and create the conditions for successful professional and personal fulfillment. The research presented in the paper is based on the hypothesis that the formation of communicative competence of university students is determined by the interconnectedness of competencies which make up the structure of communicative competence through the sequencing of the stages of development of communicative competence and determination of the algorithm of formation of communicative competence in higher education

    W prezentowanym artykule skoncentrowano się na specyfice reformy w zakresie uzyskiwania kwalifikacji zawodowych, procesu certyfikacji i ewaluacji doskonalenia zawodowego w Kazachstanie. Dynamika zmian społecznych oraz pojawiające się nowe zjawiska, mające swoje odzwierciedlenie w zachowaniach dzieci i młodzieży w szkole, wymagają zmian w systemie kształcenia i doskonalenia zawodowego nauczycieli. Przemiany te mają umożliwić nauczycielom szybkie odczytywanie zachodzących zjawisk, rozumienie zachowań dzieci i młodzieży oraz adekwatne reagowanie na nie, aby zapewnić swoim uczniom edukację na najwyższym poziomie. Szczególnie ważny w procesie rekrutacji nauczycieli wydaje się nowy system certyfikowania kwalifikacji zawodowych, który pozwala wejść na rynek pracy najlepszym nauczycielom (tj. przygotowanym pod względem merytorycznym i praktycznym), gwarantującym lepszą jakość kształcenia uczniów.The paper focuses on the characteristics of reforms of teacher professional qualification, certification, and evaluation process in Kazakhstan. The dynamics of social transformation and new phenomena emerging, which are reflected in the behaviours of children and youth in schools, call for changes in teacher education and training systems. These changes should help teachers so that they can quickly recognize and understand the new phenomena and behaviours, and respond to them adequately to provide the highest quality education to their students. In teacher recruitment, the new certification system  seems to be of particular importance, as it allows to identify the best teachers (the best prepared in terms of theory and practice), which at in turn, will guarantee the best education

    Yüksek Lisans TeziSince the emergence of Hindu nationalism during the formation of independence, new phenomena noticed in the life of the Muslim community have become the subject of close attention and scrutiny, which has been greatly aggravated by the recent rise of BJP nationalist rulers to power. The focus of the study is the inter-religious relations in India, especially the marginalization of Muslims within the framework of Islamophobia in Indian domestic politics. The significance of this thesis is the need for a comprehensive study of Islamophobic manifestations with the growth of hostility towards Muslims in modern India. The research aims to find the reasons for the rise and activation of antiMuslim sentiment. The study aims to make a comprehensive political analysis and evaluate the role of Islam in modern society through historical events and Indian modernization. I also aim to identify the preconditions and future effects of anti-Islamism in modern India through the policies of the officials of the Bharatiya Janata Party led by Narendra Modi and the Hindu nationalist organization Sangh Parivar. I made a historical, political, cultural, chronological and comparative systemic analysis of the chosen topic to consider the interdisciplinary projections from national, regional and international perspectives. Methodologically, besides statistical data, I examined studies in Russian, Turkish and English languages. So I have used primary documents, scientific literature, publications in print and electronic media.Bağımsızlığın oluşumu sırasında Hindu milliyetçiliğinin ortaya çıkmasından bu yana, Müslüman toplumun yaşamında fark edilen yeni fenomenler, son zamanlarda BJP milliyetçi yöneticilerin iktidara gelmesiyle büyük ölçüde ağırlaşan, yakın ilgi ve inceleme konusu haline geldi. Çalışmanın odak noktası, Hindistan iç politikasında İslamofobi çerçevesinde Müslümanların marjinalleştirme başta olmak üzere Hindistan'daki dinler arası ilişkilerdir. Bu tezin önemi, modern Hindistan'da Müslümanlara yönelik düşmanlığın büyümesiyle İslamofobik tezahürlerin kapsamlı bir çalışmasına duyulan ihtiyaçtır. Araştırma, Müslüman karşıtı duyguların yükselişinin ve aktivasyonunun nedenlerini bulmayı amaçlamaktadır. Çalışma kapsamlı bir siyasi analiz yapmak ve İslam'ın modern toplumdaki rolünü tarihsel olaylar ve Hint modernleşmesi üzerinden değerlendirmeye yöneliktir. Ayrıca, Narendra Modi liderliğindeki Bharatiya Janata Partisi ve Hindu milliyetçisi Sangh Parivar örgütünün yetkililerinin politikaları aracılığıyla modern Hindistan'daki İslam karşıtlığının önkoşullarını ve gelecekteki etkilerini belirlemeyi hedefliyorum.     University students’ perceptions of and experiences with code-switching in a programme with English-medium instruction

    Kazakhstan is striving to reform its higher education in order to educate its students so that they contribute to making the country competitive in the world arena. Therefore, Kazakhstan is maintaining the trilingual policy that along with Kazakh and Russian develops the English language. As a consequence, English is introduced as a medium of instruction in piloting higher education institutions of Kazakhstan. English-learning environment leads to the occurrence of the phenomenon of code-switching, when people alternate between two or more languages during the act of conversation. Given the students in Kazakhstan are predominantly fluent in Kazakh and Russian, the study attempts to provide the insight into the students’ perceptions of and experiences with code-switching within the English-medium instruction programme. The research questions that guide this study are: 1. How do students perceive code-switching? 2. How do students experience code-switching? 3. How similar or different are students’ perceptions of and experiences with code-switching in relation to their L1? Qualitative interview-based approach explored the research questions. By means of purposeful heterogeneous sampling strategy the 3rd year students majoring in translation studies were selected as participants for this research. The findings revealed that despite the varied experiences of code-switching in class, still perceptions are found to be negative and hindering the English language proficiency development. Such perceptions are mostly connected with unawareness of instructional benefits of code-switching found out by the previous research. This unawareness leads to prohibition of code-switching by the instructors of the Kazakh cohort as compared to the Russian cohort. This implies the necessity of conducting explanatory works on the benefits of code-switching for instructional purposes with the teachers. Once the teachers understand how beneficial code-switching can be, this will improve the process of implementing English-medium instruction at universities of Kazakhstan. Казахстан нацелен реформировать высшее образование с целью обучить студентов так, чтобы они внесли вклад в становлении страны, являющейся конкурентоспособной на мировой арене. Таким образом, Казахстан придерживается политики трехьязычия, которая предполагает развитие английского языка наряду с казахским и русским языками. Как следствие, английский язык становится языком обучения во многих высших учебных заведениях Казахстана. Известно, что англоязычная среда является причиной появления переключения языковых кодов во время разговора. Учитывая то, что студенты Казахстана преимущественно владеют казахским и русским языками, данное исследование направлено на изучение того, как студенты воспринимают и практикуют на занятиях переключение языковых кодов в рамках программы с английским языком обучения. Вопросами, направляющими данное исследование, являются следующие: 1. Как студенты воспринимают переключение языковых кодов? 2. Как студенты практикуют на занятиях переключение языковых кодов? 3. Какие сходства и различия между тем, как студенты казахской и русской групп воспринимают и практикуют переключение языковых кодов? Данные вопросы были исследованы посредством количественного анализа, основанного на интервью. Для участия в данном исследовании студенты 3 курса специальности «Переводческое дело» одного из национальных университетов Казахстана были отобраны с помощью стратегии неоднородной выборки. Результаты исследования показали, что, несмотря на то, что студенты практикуют переключение языковых кодов на занятиях, общее восприятие данного переключения является негативным и препятствующим развитию навыков английского языка. Такое восприятие главным образом связано с незнанием образовательных преимуществ переключения языковых кодов, как показали предыдущие исследования. Незнание преимуществ ведет к запрету переключения языковых кодов преподавателями казахской группы в сравнении с русской группой. Из указанного следует, что необходимо проводить разъяснительные работы с преподавателями по поводу образовательных преимуществ переключения языковых кодов. Если преподаватели поймут, что переключение благотворно влияет на учебный процесс, это поможет улучшить процесс реализации программ с английским языком обучения в университетах Казахстана
