Noise-induced inhibitory suppression of malfunction neural oscillators
Motivated by the aim to find new medical strategies to suppress undesirable
neural synchronization we study the control of oscillations in a system of
inhibitory coupled noisy oscillators. Using dynamical properties of inhibition,
we find regimes when the malfunction oscillations can be suppressed but the
information signal of a certain frequency can be transmitted through the
system. The mechanism of this phenomenon is a resonant interplay of noise and
the transmission signal provided by certain value of inhibitory coupling.
Analyzing a system of three or four oscillators representing neural clusters,
we show that this suppression can be effectively controlled by coupling and
noise amplitudes.Comment: 10 pages, 14 figure
Community Cohesion, Communitarianism and Neoliberalism
Policy discourse around ‘community cohesion’ has displaced liberal multiculturalist and anti-racist approaches with a much narrower focus on the promotion of ‘British values’ and, for minority communities, through a ‘faith’ agenda. We argue that these developments derive from the predominance of the doctrine of communitarianism within the contemporary policy terrain, influencing both New Labour and the Conservatives. The convergence of this with neoliberal social and economic imperatives has created a discourse of ‘conditional citizenship’ for Muslim communities particularly. There is a major policy contradiction where faith based approaches are promoted on one hand, but, in the context of transnational Islamist terror, lead to whole Muslim communities being pathologised as ‘insufficiently British’ on the other. We discuss the ‘Trojan Horse schools’ affair in Birmingham in 2014 as an example of this. We conclude in calling for an urgent refocussing of the debate toward secular approaches in policy, alongside looking at the specific economic and social conditions that we argue are the root cause of breakdowns in community cohesion
A Framework for Integrated Assessment Modelling
“Air quality plans” according to Air Quality Directive 2008/50/EC Art. 23 are the strategic element to be developed, with the aim to reliably meet ambient air quality standards in a cost-effective way. This chapter provides a general framework to develop and assess such plans along the lines of the European Commission’s basic ideas to implement effective emission reduction measures at local, region, and national level. This methodological point of view also allows to analyse the existing integrated approaches
Exclusionary employment in Britain’s broken labour market
There is growing evidence of the problematic nature of the UK’s ‘flexible labour market’ with rising levels of in-work poverty and insecurity. Yet successive Governments have stressed that paid work is the route to inclusion, focussing attention on the divide between employed and unemployed. Past efforts to measure social exclusion have tended to make the same distinction. The aim of this paper is to apply Levitas et al’s (2007) framework to assess levels of exclusionary employment, i.e. exclusion arising directly from an individual’s labour market situation. Using data from the Poverty and Social Exclusion UK survey, results show that one in three adults in paid work is in poverty, or in insecure or poor quality employment. One third of this group have not seen any progression in their labour market situation in the last five years. The policy focus needs to shift from ‘Broken Britain’ to Britain’s broken labour market
The Big Society and the Conjunction of Crises: Justifying Welfare Reform and Undermining Social Housing
The idea of the “Big Society” can be seen as culmination of a long-standing debate about the regulation of welfare. Situating the concept within governance theory, the article considers how the UK coalition government has justified a radical restructuring of welfare provision, and considers its implications for housing provision. Although drawing on earlier modernization processes, the article contends that the genesis for welfare reform was based on an analysis that the government was forced to respond to a unique conjunction of crises: in morality, the state, ideology and economics. The government has therefore embarked upon a programme, which has served to undermine the legitimacy of the social housing sector (most notably in England), with detrimental consequences for residents and raising significant dilemmas for those working in the housing sector
Austerity, personalisation and the degradation of voluntary sector employment conditions
This qualitative study of two social care organisations, explores how public sector austerity and policies to personalise social care services through introducing individual budgets in the UK combine to reshape employment conditions. It further explores how these new market relations impact on staff morale and commitment. The individual case summaries reveal a remarkable degree of similarity in terms of employment outcomes, with social care workers experiencing an erosion of the standard employment relationship. Workers experience greater insecurity in areas of pay and conditions, working time, training and development, career prospects, along with work intensification. Worker morale appeared vulnerable as employees struggled to cope with worsening working conditions, but also expressed concerns with quality of care in an era of austerity
Harnessing the social: state, crisis and (big) society
The paper analyses the UK government’s plans to create a social investment market. The Big Society as political economy is understood as a response to three aspects of a multi-faceted, global crisis: a crisis of capital accumulation; a crisis of social reproduction; and, a fiscal crisis of the state. While the neoliberal state is retreating from the sphere of social reproduction, further off-loading the costs of social reproduction onto the unwaged realms of the home and the community, it is simultaneously engaging in efforts to enable this terrain of social reproduction to be harnessed for profit. Key to this process are specific government policies, the creation of new financial institutions and instruments and the introduction of the metric of ‘social value’. Policies ostensibly aimed at resolving the crisis in ways that empower local communities, actually foster further financialisation and a deepening of capitalist disciplinary logics into the social fabric
Individual correlates of podoconiosis in areas of varying endemicity: a case-control study
BACKGROUND
Podoconiosis is a non-filarial form of elephantiasis resulting in lymphedema of the lower legs. Previous studies have suggested that podoconiosis arises from the interplay of individual and environmental factors. Here, our aim was to understand the individual-level correlates of podoconiosis by comparing 460 podoconiosis-affected individuals and 707 unaffected controls.
METHODS/PRINCIPAL FINDINGS
This was a case-control study carried out in six kebeles (the lowest governmental administrative unit) in northern Ethiopia. Each kebele was classified into one of three endemicity levels: 'low' (prevalence 5%). A total of 142 (30.7%) households had two or more cases of podoconiosis. Compared to controls, the majority of the cases, especially women, were less educated (OR = 1.7, 95% CI = 1.3 to 2.2), were unmarried (OR = 3.4, 95% CI = 2.6-4.6) and had lower income (t = -4.4, p<0.0001). On average, cases started wearing shoes ten years later than controls. Among cases, age of first wearing shoes was positively correlated with age of onset of podoconiosis (r = 0.6, t = 12.5, p<0.0001). Among all study participants average duration of shoe wearing was less than 30 years. Between both cases and controls, people in 'high' and 'medium' endemicity kebeles were less likely than people in 'low' endemicity areas to 'ever' have owned shoes (OR = 0.5, 95% CI = 0.4-0.7).
CONCLUSIONS
Late use of shoes, usually after the onset of podoconiosis, and inequalities in education, income and marriage were found among cases, particularly among females. There were clustering of cases within households, thus interventions against podoconiosis will benefit from household-targeted case tracing. Most importantly, we identified a secular increase in shoe-wearing over recent years, which may give opportunities to promote shoe-wearing without increasing stigma among those at high risk of podoconiosis
Tandem fusion of hepatitis B core antigen allows assembly of virus-like particles in bacteria and plants with enhanced capacity to accommodate foreign proteins
The core protein of the hepatitis B virus, HBcAg, assembles into highly immunogenic viruslike particles (HBc VLPs) when expressed in a variety of heterologous systems. Specifically, the major insertion region (MIR) on the HBcAg protein allows the insertion of foreign sequences, which are then exposed on the tips of surface spike structures on the outside of the assembled particle. Here, we present a novel strategy which aids the display of whole proteins on the surface of HBc particles. This strategy, named tandem core, is based on the production of the HBcAg dimer as a single polypeptide chain by tandem fusion of two HBcAg open reading frames. This allows the insertion of large heterologous sequences in only one of the two MIRs in each spike, without compromising VLP formation. We present the use of tandem core technology in both plant and bacterial expression systems. The results show that tandem core particles can be produced with unmodified MIRs, or with one MIR in each tandem dimer modified to contain the entire sequence of GFP or of a camelid nanobody. Both inserted proteins are correctly folded and the nanobody fused to the surface of the tandem core particle (which we name tandibody) retains the ability to bind to its cognate antigen. This technology paves the way for the display of natively folded proteins on the surface of HBc particles either through direct fusion or through non-covalent attachment via a nanobody
Graphene oxide modified with PMMA via ATRP as a reinforcement filler
Graphene is a two-dimensional new allotrope of carbon, which is stimulating great curiosity due to its superior mechanical, electrical, thermal and optical properties. Particularly attractive is the availability of bulk quantities of graphene (G) which can be easily processed by chemical exfoliation, yielding graphene oxide (GO). The resultant oxygenated graphene sheets covered with hydroxyl, epoxy and carboxyl groups offer tremendous opportunities for further functionalization opening plenty of opportunities for the preparation of advanced composite materials. In this work poly(methyl methacrylate) (PMMA) chains have been grafted from the GO surface via atom transfer radical polymerization (ATRP), yielding a nanocomposite which was soluble in chloroform. The surface of the PMMA grafted GO (GPMMA) was characterized by AFM, HRTEM, Raman, FTIR and contact angle. The interest of these novel nanocomposites lies in their potential to be homogenously dispersed in polymeric dense matrices and to promote good interfacial adhesion, of particular relevance in stress transfer to the fillers. PMMA composite films were prepared using different percentages of GPMMA and pristine GO. Mechanical analysis of the resulting films showed that loadings as low as 1% (w/w) of GPMMA are effective reinforcing agents, yielding tougher films than pure PMMA films and even than composite films of PMMA prepared with GO. In fact, addition of 1% (w/w) of GPMMA fillers led to a significant improvement of the elongation at break, yielding a much more ductile and therefore tougher material. Thermal analysis showed an increase of the thermal stability properties of these films providing evidence that strong interfacial interactions between PMMA and GPMMA are achieved. In addition, AFM analysis, in friction force mode, is demonstrated to be an effective tool to analyse the surface filler distribution on polymer matrices
