    Difficult encounters around "monkey cheeks": Farmers' interests and the design of flood retention areas in Thailand

    Flood retention areas are being increasingly promoted for flood risk management. People living in these areas will accept them if their interests are taken into account. The present study analyses the extent to which farmers' interests were taken into account in two flood retention projects in Thailand. A feasibility study was conducted in preparation for the first project which included public participation. The second project was a pilot project implemented in the same zone at a small scale. Participants in the public participation process and farmers living in proposed flood retention areas were interviewed for the purpose of the present study. Agreement could have been reached between the farmers and the public agencies concerning the flood retention areas. However, the participation process did not enable frank discussion about the conditions under which farmers would accept the project. The second project was designed without public participation and offered very little compensation to farmers. In countries marked by power imbalances in water resources management, public agencies may impose flood retention areas, but the absence of agreements with farmers can reduce the effectiveness of the measure. Reaching such agreements requires challenging the imbalanced power relationships between farmers and public agencies

    Co–Au core-shell nanocrystals formed by sequential ion implantation into SiO₂

    Co–Au core-shell nanocrystals (NCs) were formed by sequential ion implantation of Au and Co into thin SiO₂. The NCs were investigated by means of transmission electron microscopy and extended x-ray absorption fine structure spectroscopy. The latter reveals a bond length expansion in the Co core compared to monatomic Co NCs. Concomitantly, a significant contraction of the bond length and a significant reduction of the effective Au–Au coordination number were observed in the Au shells. Increased Debye-Waller factors indicate significant strain in the NCs.     The rule of good law : form, substance, and fundamental rights

    This paper explores the effect that conformity to the rule of law has on the ends which might legitimately be pursued within a legal system. The neat distinction between formal and substantive conceptions of the rule of law will be challenged: even apparently formal conceptions necessarily affect the content of law and necessarily entail the protection of certain fundamental rights. What remains of the formal/substantive dichotomy is, in fact, a distinction between conceptions of the rule of law which guarantee the substantive justice of each and every law and those which entail some commitment to basic requirements of justice while nevertheless leaving room for unjust laws. Ultimately, the only significant distinction between competing theories of the rule of law concerns the nature of the connection between legality and justice, not whether there is any such connection at all

    The galactic population of white dwarfs

Some authors claim a vast population of halo white dwarfs, which would be in accordance with some investigations of the early phases of Galaxy formation claiming a top-heavy initial– mass– function. Here, I present a model of the population of white dwarfs in the Milky Way based on observations of the local white dwarf sample and a standard model of Galactic structure. This model will be used to estimate the space densities of thin disc, thick disc and halo white dwarfs and their contribution to the baryonic mass budget of the Milky Way. One result of this investigation is that white dwarfs of the halo population contribute a large fraction of the Galactic white dwarf number count, but they are not responsible for the lion's share of stellar mass in the Milky Way. Another important result is the substantial contribution of the – often neglected – population of thick disc white dwarfs. Misclassification of thick disc white dwarfs is responsible for overestimates of the halo population in previous investigations.Peer reviewe

    In this intensely provocative book, University of Regina professors Anderson and Robertson contend that newspapers have played a central role in the Canadian colonial project through. their representation of Aboriginal peoples over the past 140 years. Despite having become less overtly racist in tone and terminology since the late nineteenth century, Canadian newspapers have nevertheless persisted in framing Aboriginal peoples within three essentialist tropes: depravity, innate inferiority, and a stubborn resistance to progress. These tropes have fed into the mainstream ideology underpinning colonial practices-the treaty system, residential schools, and ongoing assimilationist efforts-while simultaneously providing a foil against which mainstream Canada has produced positive assessments of itself

    Au nanocrystals (NCs) fabricated by ion implantation into thin SiO₂ and annealing were investigated by means of extended x-rayabsorption fine structure (EXAFS)spectroscopy and transmission electron microscopy. A bond length contraction was observed and can be explained by surface tension effects in a simple liquid-drop model. Such results are consistent with previous reports on nonembedded NCs implying a negligible influence of the SiO₂ matrix. Cumulant analysis of the EXAFS data suggests surface reconstruction or relaxation involving a further shortened bond length.     The influence of annealing conditions on the growth and structure of embedded Pt nanocrystals

    The growth and structure of Pt nanocrystals (NCs) formed by ion implantation in a-SiO₂ has been investigated as a function of the annealing conditions. Transmission electron microscopy and small-angle x-ray scatteringmeasurements demonstrate that the annealing ambient has a significant influence on NC size. Samples annealed in either Ar, O₂, or forming gas (95% N₂: 5% H₂) at temperatures ranging from 500 °C–1300 °C form spherical NCs with mean diameters ranging from 1–14 nm. For a given temperature, annealing in Ar yields the smallest NCs. O₂ and forming gas ambients produce NCs of comparable size though the latter induces H chemisorption at 1100 °C and above, as verified with x-ray absorption spectroscopy. This H intake is accompanied by a bond-length expansion and increased structural disorder in NCs of diameter >3 nm.We thank the Australian Synchrotron Research Program and the Australian Research Council for financial support

    Proteome Profiling of Breast Tumors by Gel Electrophoresis and Nanoscale Electrospray Ionization Mass Spectrometry

    We have conducted proteome-wide analysis of fresh surgery specimens derived from breast cancer patients, using an approach that integrates size-based intact protein fractionation, nanoscale liquid separation of peptides, electrospray ion trap mass spectrometry, and bioinformatics. Through this approach, we have acquired a large amount of peptide fragmentation spectra from size-resolved fractions of the proteomes of several breast tumors, tissue peripheral to the tumor, and samples from patients undergoing noncancer surgery. Label-free quantitation was used to generate protein abundance maps for each proteome and perform comparative analyses. The mass spectrometry data revealed distinct qualitative and quantitative patterns distinguishing the tumors from healthy tissue as well as differences between metastatic and non-metastatic human breast cancers including many established and potential novel candidate protein biomarkers. Selected proteins were evaluated by Western blotting using tumors grouped according to histological grade, size, and receptor expression but differing in nodal status. Immunohistochemical analysis of a wide panel of breast tumors was conducted to assess expression in different types of breast cancers and the cellular distribution of the candidate proteins. These experiments provided further insights and an independent validation of the data obtained by mass spectrometry and revealed the potential of this approach for establishing multimodal markers for early metastasis, therapy outcomes, prognosis, and diagnosis in the future. © 2008 American Chemical Society
