    Boulder City (City) is unique in the State of Nevada as being a non-gaming city, maintaining a controlled growth ordinance, and steadfastly holding to its “small town” values and character. The City has been facing budgetary challenges as future expenditures are anticipated to continually exceed revenues if current services levels are maintained. Indeed, fiscal reviews indicate the City has been transferring contingency monies between funds to cover overages for the past several fiscal years. This “robbing Peter to pay Paul” methodology may offer a temporary solution to the shortage but may be detrimental as a long term solution

    Patterns of psychotropic prescribing and polypharmacy in older hospitalized patients in Ireland: the influence of dementia on prescribing

    Neuropsychiatric Symptoms (NPS) are ubiquitous in dementia and are often treated pharmacologically. The objectives of this study were to describe the use of psychotropic, anti-cholinergic, and deliriogenic medications and to identify the prevalence of polypharmacy and psychotropic polypharmacy, among older hospitalized patients in Ireland, with and without dementia. All older patients (≥ 70 years old) that had elective or emergency admissions to six Irish study hospitals were eligible for inclusion in a longitudinal observational study. Of 676 eligible patients, 598 patients were recruited and diagnosed as having dementia, or not, by medical experts. These 598 patients were assessed for delirium, medication use, co-morbidity, functional ability, and nutritional status. We conducted a retrospective cross-sectional analysis of medication data on admission for 583/598 patients with complete medication data, and controlled for age, sex, and co-morbidity. Of 149 patients diagnosed with dementia, only 53 had a previous diagnosis. At hospital admission, 458/583 patients experienced polypharmacy (≥ 5 medications). People with dementia (PwD) were significantly more likely to be prescribed at least one psychotropic medication than patients without dementia (99/147 vs. 182/436; p < 0.001). PwD were also more likely to experience psychotropic polypharmacy (≥ two psychotropics) than those without dementia (54/147 vs. 61/436; p < 0.001). There were no significant differences in the prescribing patterns of anti-cholinergics (23/147 vs. 42/436; p = 0.18) or deliriogenics (79/147 vs. 235/436; p = 0.62). Polypharmacy and psychotropic drug use is highly prevalent in older Irish hospitalized patients, especially in PwD. Hospital admission presents an ideal time for medication reviews in PwD

    Development of a SiPM Camera for a Schwarzschild-Couder Cherenkov Telescope for the Cherenkov Telescope Array

    We present the development of a novel 11328 pixel silicon photomultiplier (SiPM) camera for use with a ground-based Cherenkov telescope with Schwarzschild-Couder optics as a possible medium-sized telescope for the Cherenkov Telescope Array (CTA). The finely pixelated camera samples air-shower images with more than twice the optical resolution of cameras that are used in current Cherenkov telescopes. Advantages of the higher resolution will be a better event reconstruction yielding improved background suppression and angular resolution of the reconstructed gamma-ray events, which is crucial in morphology studies of, for example, Galactic particle accelerators and the search for gamma-ray halos around extragalactic sources. Packing such a large number of pixels into an area of only half a square meter and having a fast readout directly attached to the back of the sensors is a challenging task. For the prototype camera development, SiPMs from Hamamatsu with through silicon via (TSV) technology are used.     Phase Transition Study of Superconducting Microstructures

    The presented results are part of a feasibility study of superheated superconducting microstructure detectors. The microstructures (dots) were fabricated using thin film patterning techniques with diameters ranging from 50μ50\mum up to 500μ500\mum and thickness of 1μ1\mum. We used arrays and single dots to study the dynamics of the superheating and supercooling phase transitions in a magnetic field parallel to the dot surface. The phase transi- tions were produced by either varying the applied magnetic field strength at a constant temperature or changing the bath temperature at a constant field.     Optimizing end-labeled free-solution electrophoresis by increasing the hydrodynamic friction of the drag-tag

    We study the electrophoretic separation of polyelectrolytes of varying lengths by means of end-labeled free-solution electrophoresis (ELFSE). A coarse-grained molecular dynamics simulation model, using full electrostatic interactions and a mesoscopic Lattice Boltzmann fluid to account for hydrodynamic interactions, is used to characterize the drag coefficients of different label types: linear and branched polymeric labels, as well as transiently bound micelles. It is specifically shown that the label's drag coefficient is determined by its hydrodynamic size, and that the drag per label monomer is largest for linear labels. However, the addition of side chains to a linear label offers the possibility to increase the hydrodynamic size, and therefore the label efficiency, without having to increase the linear length of the label, thereby simplifying synthesis. The third class of labels investigated, transiently bound micelles, seems very promising for the usage in ELFSE, as they provide a significant higher hydrodynamic drag than the other label types. The results are compared to theoretical predictions, and we investigate how the efficiency of the ELFSE method can be improved by using smartly designed drag-tags.Comment: 32 pages, 11 figures, submitted to Macromolecule

    A Search for Very High-Energy Gamma Rays from the Missing Link Binary Pulsar J1023+0038 with VERITAS

    The binary millisecond radio pulsar PSR J1023+0038 exhibits many characteristics similar to the gamma-ray binary system PSR B1259--63/LS 2883, making it an ideal candidate for the study of high-energy non-thermal emission. It has been the subject of multi-wavelength campaigns following the disappearance of the pulsed radio emission in 2013 June, which revealed the appearance of an accretion disk around the neutron star. We present the results of very high-energy gamma-ray observations carried out by VERITAS before and after this change of state. Searches for steady and pulsed emission of both data sets yield no significant gamma-ray signal above 100 GeV, and upper limits are given for both a steady and pulsed gamma-ray flux. These upper limits are used to constrain the magnetic field strength in the shock region of the PSR J1023+0038 system. Assuming that very high-energy gamma rays are produced via an inverse-Compton mechanism in the shock region, we constrain the shock magnetic field to be greater than \sim2 G before the disappearance of the radio pulsar and greater than \sim10 G afterwards.Comment: 7 pages, 3 figures, accepted for publication in Ap

    Very-High-Energy γ\gamma-Ray Observations of the Blazar 1ES 2344+514 with VERITAS

    We present very-high-energy γ\gamma-ray observations of the BL Lac object 1ES 2344+514 taken by the Very Energetic Radiation Imaging Telescope Array System (VERITAS) between 2007 and 2015. 1ES 2344+514 is detected with a statistical significance above background of 20.8σ20.8\sigma in 47.247.2 hours (livetime) of observations, making this the most comprehensive very-high-energy study of 1ES 2344+514 to date. Using these observations the temporal properties of 1ES 2344+514 are studied on short and long times scales. We fit a constant flux model to nightly- and seasonally-binned light curves and apply a fractional variability test, to determine the stability of the source on different timescales. We reject the constant-flux model for the 2007-2008 and 2014-2015 nightly-binned light curves and for the long-term seasonally-binned light curve at the >3σ> 3\sigma level. The spectra of the time-averaged emission before and after correction for attenuation by the extragalactic background light are obtained. The observed time-averaged spectrum above 200 GeV is satisfactorily fitted (χ2/NDF=7.89/6{\chi^2/NDF = 7.89/6}) by a power-law function with index Γ=2.46±0.06stat±0.20sys\Gamma = 2.46 \pm 0.06_{stat} \pm 0.20_{sys} and extends to at least 8 TeV. The extragalactic-background-light-deabsorbed spectrum is adequately fit (χ2/NDF=6.73/6{\chi^2/NDF = 6.73/6}) by a power-law function with index Γ=2.15±0.06stat±0.20sys\Gamma = 2.15 \pm 0.06_{stat} \pm 0.20_{sys} while an F-test indicates that the power-law with exponential cutoff function provides a marginally-better fit (χ2/NDF\chi^2/NDF = 2.56/52.56 / 5 ) at the 2.1σ\sigma level. The source location is found to be consistent with the published radio location and its spatial extent is consistent with a point source.Comment: 7 pages, 2 figures.     Value of formalisation for women entrepreneurs in developing contexts: a review and research agenda

    Formalisation is constantly being proposed as of great benefit to business expansion and success. This claim however has not been previously tested through a review of the empirical evidence, especially in relation to the large number of women in the developing world that operate in the informal economy. Therefore, our aim in this review is to systematise the current empirical evidence on gender, the informal economy and formalisation using a narrative synthesis of 76 papers. The papers were analysed along three main analytical themes – identity, institutions and, constraints and preferences, highlighting their conceptualisation in studies of different academic disciplines – economics, sociology, entrepreneurship and development. The review calls for more accurate accounts of formalisation decisions by widening the lens through which formalisations decisions are conceptualised. These should take account of the rich contextual and temporal dimensions central to these decisions, and recognise that gender alone is not a sufficient factor in explaining women’s choices in the informal economy. The review also highlights limitations in relation to the limited conceptual and empirical evidence on which development priorities such as formalisation are set. We propose a research agenda that centres on the need for conceptual frameworks that are more sensitive towards the multi-dimensional contexts of women’s choices

    Discovery of Very High Energy Gamma Rays from 1ES 1440+122

    The BL Lacertae object 1ES 1440+122 was observed in the energy range from 85 GeV to 30 TeV by the VERITAS array of imaging atmospheric Cherenkov telescopes. The observations, taken between 2008 May and 2010 June and totalling 53 hours, resulted in the discovery of γ\gamma-ray emission from the blazar, which has a redshift zz=0.163. 1ES 1440+122 is detected at a statistical significance of 5.5 standard deviations above the background with an integral flux of (2.8±0.7stat±0.8sys\pm0.7_{\mathrm{stat}}\pm0.8_{\mathrm{sys}}) ×\times 1012^{-12} cm2^{-2} s1^{-1} (1.2\% of the Crab Nebula's flux) above 200 GeV. The measured spectrum is described well by a power law from 0.2 TeV to 1.3 TeV with a photon index of 3.1 ±\pm 0.4stat_{\mathrm{stat}} ±\pm 0.2sys_{\mathrm{sys}}. Quasi-simultaneous multi-wavelength data from the Fermi Large Area Telescope (0.3--300 GeV) and the Swift X-ray Telescope (0.2--10 keV) are additionally used to model the properties of the emission region. A synchrotron self-Compton model produces a good representation of the multi-wavelength data.
