    A rank-and-compare algorithm to detect abnormally low bids in procurement auctions

    3noDetecting abnormally low bids in procurement auctions is a recognized problem, since their acceptance could result in the winner not being able to provide the service or work awarded by the auction, which is a significant risk for the auctioneer. A rank-and-compare algorithm is considered to detect such anomalous bids and help auctioneers in achieving an effective rejection decision. Analytical expressions and simulation results are provided for the detection probability, as well as for the false alarm probability. The suggested range of application of the detection algorithm leaves out the cases of many tenderers (more than 20) and quite dispersed bids (coefficient of variation larger than 0.15). An increase in the number of tenderers leads to contrasting effects, since both the false alarm probability and the detection probability are reduced. If the bids are spread over a large range, we have instead a double negative effect, with more false alarms and less detections. The presence of multiple anomalous bids worsens the performance of the algorithm as well. On the other hand, the method is quite robust to the presence of courtesy bids.reservedmixedL.     New radio observations of anomalous microwave emission in the HII region RCW175

    We have observed the HII region RCW175 with the 64m Parkes telescope at 8.4GHz and 13.5GHz in total intensity, and at 21.5GHz in both total intensity and polarization. High angular resolution, high sensitivity, and polarization capability enable us to perform a detailed study of the different constituents of the HII region. For the first time, we resolve three distinct regions at microwave frequencies, two of which are part of the same annular diffuse structure. Our observations enable us to confirm the presence of anomalous microwave emission (AME) from RCW175. Fitting the integrated flux density across the entire region with the currently available spinning dust models, using physically motivated assumptions, indicates the presence of at least two spinning dust components: a warm component with a relatively large hydrogen number density n_H=26.3/cm^3 and a cold component with a hydrogen number density of n_H=150/cm^3. The present study is an example highlighting the potential of using high angular-resolution microwave data to break model parameter degeneracies. Thanks to our spectral coverage and angular resolution, we have been able to derive one of the first AME maps, at 13.5GHz, showing clear evidence that the bulk of the AME arises in particular from one of the source components, with some additional contribution from the diffuse structure. A cross-correlation analysis with thermal dust emission has shown a high degree of correlation with one of the regions within RCW175. In the center of RCW175, we find an average polarized emission at 21.5GHz of 2.2\pm0.2(rand.)\pm0.3(sys.)% of the total emission, where we have included both systematic and statistical uncertainties at 68% CL. This polarized emission could be due to sub-dominant synchrotron emission from the region and is thus consistent with very faint or non-polarized emission associated with AME.Comment: Accepted for publication in the Astrophysical Journa

    Reliability and inter-observer agreement of dermoscopic diagnosis of melanoma and melanocytic naevi

    The aim of this study was to analyse the reliability and the inter- observer agreement of dermoscopy in the diagnosis of melanocytic skin lesions. Nine dermatologists, with a different training experience and who routinely used dermoscopy in different hospitals in Italy, evaluated clinical and dermoscopy photographs of 15 melanocytic lesions (four invasive melanomas, four histologically common naevi, and seven naevi with histological atypia). A further series of dermoscopic photographs of 40 melanocytic lesions was evaluated to quantify inter-observer concordance in recognizing dermoscopic criteria. Compared to the true (histological) diagnosis, clinical diagnosis (categories: melanoma, common naevus, atypical naevus) was correct in 40% of cases (range, 27-53%). The percentage raised to 55% (40-73%) by the use of dermoscopy, with an average improvement of 15.6%. Concerning melanoma, clinical diagnosis resulted in a sensitivity of 41.9%, specificity of 77.8%, positive predictive value (PPV) of 36.1%, negative predictive value (NPV) of 81.8%. By using dermoscopy, an improvement of diagnostic performance was found (sensitivity 75%, specificity 88.8%, VPP 71.0%, VPN 90.7%). The inter-observer agreement in melanoma diagnosis, by using dermoscopy, was similar to that obtained by clinical examination (k statistics = 0.54 and 0.52, respectively). Concerning dermoscopic criteria, the best agreement among observers was found for pseudopods, a dermoscopic parameter related to the radial growth phase of melanoma. We conclude that dermoscopy is an useful tool for a non-invasive diagnosis of melanocytic skin lesions, improving the diagnostic performance compared to clinical examination

    Characterization of Reachable Attractors Using Petri Net Unfoldings

    International audienceAttractors of network dynamics represent the long-term behaviours of the modelled system. Their characterization is therefore crucial for understanding the response and differentiation capabilities of a dynamical system. In the scope of qualitative models of interaction networks, the computation of attractors reachable from a given state of the network faces combinatorial issues due to the state space explosion. In this paper, we present a new algorithm that exploits the concurrency between transitions of parallel acting components in order to reduce the search space. The algorithm relies on Petri net unfoldings that can be used to compute a compact representation of the dynamics. We illustrate the applicability of the algorithm with Petri net models of cell signalling and regulation networks, Boolean and multi-valued. The proposed approach aims at being complementary to existing methods for deriving the attractors of Boolean models, while being %so far more generic since it applies to any safe Petri net

    Metabolic abnormalities associated with initiation of systemic treatment for psoriasis: evidence from the Italian Psocare Registry.

    Objective To evaluate variations in laboratory parameters and diagnoses of selected clinical conditions up to16 weeks after starting a new systemic psoriasis treatment for Psocare Registry enrollees.Design Prospective cohort study.Setting Italian public referral centres for psoriasis treatment.Patients First-time recipients (n = 10,539) of continuous systemic psoriasis treatment for at least 16 weeks.Main outcome measure Mean variations in (weeks 8 and 16) and proportions of patients reaching a clinicallymeaningful increase in serum levels (week 16) of total and low-density lipoprotein cholesterol, triglycerides, aspartateamino transferase, alanine amino transferase and creatinine, as well as week-16 cumulative incidences of newdiagnoses of diabetes mellitus and arterial hypertension.Results Mean cholesterol and triglyceride levels significantly increased in patients treated with acitretin orcyclosporine. Mean triglyceride levels also increased in efalizumab- and etanercept-treated patients. Meantransaminase values increased in methotrexate-treated patients, and mean aspartate amino transferase levelsincreased in infliximab-treated patients. The average serum creatinine value increased in cyclosporine-treatedpatients. Acitretin and cyclosporine were associated with risk of hypercholesterolaemia (odds ratios 1.51 and 1.34)and acitretin with risk of hypertriglyceridaemia (odds ratio 1.43). Methotrexate and infliximab were associated withrisk of more than doubling the upper normal aspartate amino transferase (odds ratios 2.06 and 1.87) and alanineamino transferase (odds ratios 2.38 and 1.74) values. The relative risk of developing arterial hypertension anddiabetes was increased for patients receiving cyclosporine (odds ratios 3.31 and 2.88).Conclusion Systemic treatments for psoriasis resulted in heterogeneous effects on the parameters analysed.Received: 1 September 2011; Accepted: 12 January 201

    The role of emitters, heat pump size, and building massive envelope elements on the seasonal energy performance of heat pump-based heating systems

    The influence of emitters, heat pump size and building envelope thermal inertia was investigated on the energy consumption of a heat pump-based heating system with a numerical study performed with the dynamic software TRNSYS. An algorithm based on a Thermal Inertia Control Logic (TICL), which can exploit the capability of the building envelope to store thermal energy, has been applied. When the proposed algorithm is employed, the indoor air temperature set-point is increased when the outdoor temperature is larger than the bivalent temperature of the building-heat pump system. Different configurations of the heating system were simulated considering either convective (fan-coil) or radiant (radiant floor) emitters coupled to a variable-speed air-to-water heat pump. Simulations have been carried out considering a reference building derived from the IEA SHC Task 44 and evaluating the influence of the proposed control logic on both the heat pump seasonal energy performance and the internal comfort conditions perceived by the building users. The obtained results highlight how the introduced TICL can guarantee the use of downsized heat pumps, coupled to radiant emitters, with a significant enhancement of the seasonal performance factor up to 10% and a slight improvement of comfort conditions. On the other hand, when convective terminal units are considered the proposed logic is not effective and the overall energy consumption of the system increases up to 15%

    The syndrome known as nocturnal frontal lobe epilepsy is recognized worldwide and has been studied in a wide range of clinical and scientific settings (epilepsy, sleep medicine, neurosurgery, pediatric neurology, epidemiology, genetics). Though uncommon, it is of considerable interest to practicing neurologists because of complexity in differential diagnosis from more common, benign sleep disorders such as parasomnias, or other disorders like psychogenic nonepileptic seizures. Moreover, misdiagnosis can have substantial adverse consequences on patients' lives. At present, there is no consensus definition of this disorder and disagreement persists about its core electroclinical features and the spectrum of etiologies involved. To improve the definition of the disorder and establish diagnostic criteria with levels of certainty, a consensus conference using formal recommended methodology was held in Bologna in September 2014. It was recommended that the name be changed to sleep-related hypermotor epilepsy (SHE), reflecting evidence that the attacks are associated with sleep rather than time of day, the seizures may arise from extrafrontal sites, and the motor aspects of the seizures are characteristic. The etiology may be genetic or due to structural pathology, but in most cases remains unknown. Diagnostic criteria were developed with 3 levels of certainty: witnessed (possible) SHE, video-documented (clinical) SHE, and video-EEG-documented (confirmed) SHE. The main research gaps involve epidemiology, pathophysiology, treatment, and prognosis

    Regularization Techniques for Inverse Problem in DOT Applications

    Diffuse optical tomography (DOT) is an emerging diagnostic technique which uses near-infra-red light to investigate the optical coefficients distribution in biological tissues. The surface of the tissue is illuminated by light sources, then the outgoing light is measured by detectors placed at various locations on the surface itself. In order to reconstruct the optical coefficients, a mathematical model of light propagation is employed: such model leads to the minimization of the discrepancy between the detected data and the corresponding theoretical field. Due to severe ill-conditioning, regularization techniques are required: common procedures consider mainly \u2113 1-norm (LASSO) and \u2113 2-norm (Tikhonov) regularization. In the present work we investigate two original approaches in this context: The elastic-net regularization, previously used in machine learning problems, and the Bregman procedure. Numerical experiments are performed on synthetic 2D geometries and data, to evaluate the performance of these approaches. The results show that these techniques are indeed suitable choices for practical applications, where DOT is used as a cheap, first-level and almost real-Time screening technique for breast cancer detection
