Extreme enrichment in atmospheric 15N15N.
Molecular nitrogen (N2) comprises three-quarters of Earth's atmosphere and significant portions of other planetary atmospheres. We report a 19 per mil (‰) excess of 15N15N in air relative to a random distribution of nitrogen isotopes, an enrichment that is 10 times larger than what isotopic equilibration in the atmosphere allows. Biological experiments show that the main sources and sinks of N2 yield much smaller proportions of 15N15N in N2. Electrical discharge experiments, however, establish 15N15N excesses of up to +23‰. We argue that 15N15N accumulates in the atmosphere because of gas-phase chemistry in the thermosphere (>100 km altitude) on time scales comparable to those of biological cycling. The atmospheric 15N15N excess therefore reflects a planetary-scale balance of biogeochemical and atmospheric nitrogen chemistry, one that may also exist on other planets

Governing policy evaluation? Towards a new typology
As policy evaluation matures, thoughts are turning to its governance. However, few scholars have combined insights from the evaluation and governance literatures to shed new light on this matter. In order to address this important gap, this article develops a new typology of ways to comprehend and perhaps ultimately govern ex-post policy evaluation activities. The article then explores its validity in the context of climate policy evaluation activities, a vibrant policy area in which the demand for and practices of evaluation have grown fast, particularly in Europe. The analysis reveals that the typology usefully guides new thinking, but also highlights important gaps in our empirical knowledge of the various modes of governing policy evaluation. The article identifies a need for a new research agenda that simultaneously develops a fuller understanding of these evaluation practices and the options for governing them
Climate change adaptation in European river basins
This paper contains an assessment and standardized comparative analysis of the current water management regimes in four case-studies in three European river basins: the Hungarian part of the Upper Tisza, the Ukrainian part of the Upper Tisza (also called Zacarpathian Tisza), Alentejo Region (including the Alqueva Reservoir) in the Lower Guadiana in Portugal, and Rivierenland in the Netherlands. The analysis comprises several regime elements considered to be important in adaptive and integrated water management: agency, awareness raising and education, type of governance and cooperation structures, information management and—exchange, policy development and—implementation, risk management, and finances and cost recovery. This comparative analysis has an explorative character intended to identify general patterns in adaptive and integrated water management and to determine its role in coping with the impacts of climate change on floods and droughts. The results show that there is a strong interdependence of the elements within a water management regime, and as such this interdependence is a stabilizing factor in current management regimes. For example, this research provides evidence that a lack of joint/participative knowledge is an important obstacle for cooperation, or vice versa. We argue that there is a two-way relationship between information management and collaboration. Moreover, this research suggests that bottom-up governance is not a straightforward solution to water management problems in large-scale, complex, multiple-use systems, such as river basins. Instead, all the regimes being analyzed are in a process of finding a balance between bottom-up and top–down governance. Finally, this research shows that in a basin where one type of extreme is dominant—like droughts in the Alentejo (Portugal) and floods in Rivierenland (Netherlands)—the potential impacts of other extremes are somehow ignored or not perceived with the urgency they might deserv
Forty years studying British politics : the decline of Anglo-America
The still present belief some 40 years ago that British politics was both exceptional and superior has been replaced by more theoretically sophisticated analyses based on a wider and more rigorously deployed range of research techniques, although historical analysis appropriately remains important. The American influence on the study of British politics has declined, but the European Union dimension has not been fully integrated. The study of interest groups has been in some respects a fading paradigm, but important questions related to democratic health have still to be addressed. Public administration has been supplanted by public policy, but economic policy remains under-studied. A key challenge for the future is the study of the management of expectations
Ressources cognitives et développement territorial : une analyse textuelle appliquée aux politiques locales de développement durable
International audienceThis paper focuses on how the development of a particular region consistently requires actors to share a certain level of cognitive resources. In the case studied here - the Nord Pas-de-Calais region, this cognitive proximity is built via the local policies involving sustainable development. In order to comprehend the way local communities of the region activate this resource, we used textual data treatment analyzing about thirty interviews. The results suggest that this cognitive proximity relies on two fundamentals elements: on the one hand, valuing the patrimonial infrastructures of the territory; and on the other hand, rebuilding the territorial identity of the region. Then the local policies lean both on the values that underlie these elements and on rhetorical modalities, to impulse in-depth changes that would have been more difficult to implement from the usual political levers.Cet article étudie comment un développement régional cohérent nécessite la mobilisation de ressources cognitives partagées. Dans le cas étudié - la région Nord Pas-de-Calais, cette proximité cognitive se construit via les politiques locales, sur la base du référentiel de développement durable. Pour saisir la manière dont les collectivités de la région activent cette ressource, nous avons mobilisé les outils d'analyse textuelle sur une trentaine d'entretiens auprès des acteurs publics du développement durabe. Les résultats mis en évidence suggèrent que cette proximité cognitive repose sur deux éléments fondamentaux : d'une part la mise en valeur d'un patrimoine infrastructurel territorialisé, et d'autre part la reconstruction d'une identité territoriale. Les politiques locales prennent ainsi appui sur les valeurs qui sous-tendent ces éléments ainsi que sur des modalités rhétoriques, pour impulser en profondeur une dynamique de changement, plus malaisée à mettre en œuvre partir des outils politiques habituels
SmartEx: a case study on user profiling and adaptation in exhibition booths
An investigation into user profiling and adaptation with exhibition booth as a case study is reported. First a review of the field of exhibitions and trade fairs and a summary introduction to adaptation and profiling are given. We then introduce three criteria for the evaluation of exhibition booth: effectiveness, efficiency and affect. Effectiveness is related the amount of information collected, efficiency is a measurement of the time taken to collect the information, and affect is the perception of the experience and the mood booth visitors have during and after their visit. We have selected these criteria to assess adaptive and profiled exhibition booths, we call smart exhibition (SmartEx). The assessment is performed with an experiment with three test conditions (non-profiled/non adaptive, profiled/non-adaptive and profiled adaptive presentations). Results of the experiment are presented along discussion. While there is significant improvements of effectiveness and efficiency between the two-first test conditions, the improvement is not significant for the last test condition, for reasons explained. As for the affect, the results show that it has an under-estimated importance in people minds and that it should be addressed more carefully
Modeling the role of highly oxidized multifunctional organic molecules for the growth of new particles over the boreal forest region
In this study, the processes behind observed new particle formation (NPF) events and subsequent organicdominated particle growth at the Pallas AtmosphereEcosystem Supersite in Northern Finland are explored with the one-dimensional column trajectory model ADCHEM. The modeled sub-micron particle mass is up to similar to 75% composed of SOA formed from highly oxidized multifunctional organic molecules (HOMs) with low or extremely low volatility. In the model the newly formed particles with an initial diameter of 1.5 nm reach a diameter of 7 nm about 2 h earlier than what is typically observed at the station. This is an indication that the model tends to overestimate the initial particle growth. In contrast, the modeled particle growth to CCN size ranges (> 50 nm in diameter) seems to be underestimated because the increase in the concentration of particles above 50 nm in diameter typically occurs several hours later compared to the observations. Due to the high fraction of HOMs in the modeled particles, the oxygen-to-carbon (O V C) atomic ratio of the SOA is nearly 1. This unusually high O V C and the discrepancy between the modeled and observed particle growth might be explained by the fact that the model does not consider any particle-phase reactions involving semi-volatile organic compounds with relatively low O V C. In the model simulations where condensation of low-volatility and extremely low-volatility HOMs explain most of the SOA formation, the phase state of the SOA (assumed either liquid or amorphous solid) has an insignificant impact on the evolution of the particle number size distributions. However, the modeled particle growth rates are sensitive to the method used to estimate the vapor pressures of the HOMs. Future studies should evaluate how heterogeneous reactions involving semi-volatility HOMs and other less-oxidized organic compounds can influence the SOA composition-and size-dependent particle growth.Peer reviewe
The challenges of monitoring national climate policy: learning lessons from the EU
One of the most central and novel features of the new climate governance architecture emerging from the 2015 Paris Agreement is the transparency framework committing countries to provide, inter alia, regular progress reports on national pledges to address climate change. Many countries will rely on public policies to turn their pledges into action. This article focuses on the EU’s experience with monitoring national climate policies in order to understand the challenges that are likely to arise as the Paris Agreement is implemented around the world. To do so, the research employs – for the first time – comparative empirical data submitted by states to the EU’s monitoring system. Our findings reveal how the EU’s predominantly technical interpretation of four international reporting quality criteria – an approach borrowed from reporting on GHG fluxes – has constrained knowledge production and stymied debate on the performance of individual climate policies. Key obstacles to more in-depth reporting include not only political concerns over reporting burdens and costs, but also struggles over who determines the nature of climate policy monitoring, the perceived usefulness of reporting information, and the political control that policy knowledge inevitably generates. Given the post-Paris drive to achieve greater transparency, the EU’s experience offers a sobering reminder of the political and technical challenges associated with climate policy monitoring, challenges that are likely to bedevil the Paris Agreement for decades to come
Social Interactions vs Revisions, What is important for Promotion in Wikipedia?
In epistemic community, people are said to be selected on their knowledge
contribution to the project (articles, codes, etc.) However, the socialization
process is an important factor for inclusion, sustainability as a contributor,
and promotion. Finally, what does matter to be promoted? being a good
contributor? being a good animator? knowing the boss? We explore this question
looking at the process of election for administrator in the English Wikipedia
community. We modeled the candidates according to their revisions and/or social
attributes. These attributes are used to construct a predictive model of
promotion success, based on the candidates's past behavior, computed thanks to
a random forest algorithm.
Our model combining knowledge contribution variables and social networking
variables successfully explain 78% of the results which is better than the
former models. It also helps to refine the criterion for election. If the
number of knowledge contributions is the most important element, social
interactions come close second to explain the election. But being connected
with the future peers (the admins) can make the difference between success and
failure, making this epistemic community a very social community too
