Home-school relationships: a school management perspective
Abu Dhabi, United Arab Emirates (UAE) is in the process of initiating major education reform designed to improve schools. Parental involvement in support of student learning ranks high on the reform agenda. This study explores managerial aspects of implementing home-school relationships in seven primary Public Private Partnership (PPP) schools in Abu Dhabi, UAE. Participants involved in this study were principals, social workers, teachers, parents and students. Managerial aspects discussed in this paper relate to: a) benefits of home-school relationships; b) roles and responsibilities of stakeholders; c) home-school communication; and d) constraints and challenges faced in the management of home-school relationships. The findings elicit recommendations for improvement which may inform the work of policy makers, principals, social workers, teachers and parents in their continued efforts to build home-school relationships
Galaxy size trends as a consequence of cosmology
We show that recently documented trends in galaxy sizes with mass and
redshift can be understood in terms of the influence of underlying cosmic
evolution; a holistic view which is complimentary to interpretations involving
the accumulation of discreet evolutionary processes acting on individual
objects. Using standard cosmology theory, supported with results from the
Millennium simulations, we derive expected size trends for collapsed cosmic
structures, emphasising the important distinction between these trends and the
assembly paths of individual regions. We then argue that the observed variation
in the stellar mass content of these structures can be understood to first
order in terms of natural limitations of cooling and feedback. But whilst these
relative masses vary by orders of magnitude, galaxy and host radii have been
found to correlate linearly. We explain how these two aspects will lead to
galaxy sizes that closely follow observed trends and their evolution, comparing
directly with the COSMOS and SDSS surveys. Thus we conclude that the observed
minimum radius for galaxies, the evolving trend in size as a function of mass
for intermediate systems, and the observed increase in the sizes of massive
galaxies, may all be considered an emergent consequence of the cosmic

Assessing coherence between sector policies and Climate Compatible Development: Opportunities for triple wins
Climate Compatible Development (CCD) aims to deliver adaptation and mitigation without compromising development progress. To date, adaptation, mitigation and development related to key climate-sensitive sectors have often been treated separately. This paper uses qualitative document analysis, content analysis, expert interviews and a multi-stakeholder workshop to: examine the extent to which policies in climate-sensitive sectors align in framing adaptation, mitigation and development action; and identify key areas of policy coherence in Ghana. The paper answers the following questions: (i) To what extent are Ghana's agriculture, energy, water, forest and wildlife sector policies aligned with climate adaptation, mitigation and development? (ii) What is the extent of policy coherence amongst climate-sensitive sector policies? (iii) Where are the key intervention points available to enhance CCD activities? Findings demonstr ate that Ghana's climate-sensitive sector policies in agriculture, water, energy, forest and wildlife arenas have elements that demonstrate good alignment with adaptation, mitigation, and development priorities. However, as yet, there is only "limited coherence" between climate-sensitive sector policies. The paper identifies the following intervention points: (i) the need to attach greater importance to the threat posed by climate change to agriculture; and (ii) the need to address the lack of inter-agency and inter-ministerial approaches for building partnerships with other stakeholders. Multi-stakeholder workshop discussions highlighted significant challenges relating to limited coordination amongst institutions and agencies, limited institutional capacity and a lack of resources in ensuring coherence. This requires strengthening of national institutions such as the Environmental Protection Agency (EPA) to provide appropriate mechanisms to ensure effective collaboration amongst climate-sensitive sectors to deliver "triple wins". The EPA could exert greater influence by nominating "climate champions" in sector ministries
Constraints and subsequent limitations to parental involvement in primary schools in Abu Dhabi: stakeholders' perspective
The United Arab Emirates (UAE) is developing its public schools by initiating reform agendas for school improvement. High on the list of reforms is the call to increase parental involvement in schools. For this reform to work successfully, it is important to identify and examine the constraints and subsequent limitations that exist. Seven primary Public, Private Partnership schools (PPP) in Abu Dhabi were the focus of this qualitative case study. Participants were school stakeholders: school administrators, social workers, teachers and parents. The findings will assist in developing continuing policies and practices which take these limitations into account and work to mitigate them. Recommendations are made based within the context of the findings

The dependence of minimum-time routes over the North Atlantic on cruise altitude
North Atlantic air traffic is broadly organised into a track system; daily sets of tracks are defined by air traffic control which are vertically stacked, such that the same set of tracks is used for all flight levels, regardless of any vertical variations in wind. This work uses minimum-time routes, previously shown to be a good proxy for the location of the North Atlantic track system, to understand whether vertical variations in wind speed and direction significantly affect minimum-time routes optimised at different altitudes; this is to examine whether (all other factors assumed equal) there is potential for improvements in fuel efficiency. The optimum cruise altitude over the North Atlantic is determined, focusing on the New York – London route. It is found that eastbound routes, which take advantage of the jet stream, are on average faster at 250 hPa (flight level (FL) 340) than at 300 hPa (FL300) or 200 hPa (FL390) by approximately 2 minutes (compared to the annual-mean route time of about 330 minutes, assuming a true air speed of 250 m s-1). For westbound routes, the route time increases with height: aircraft flying at 300 hPa are on average 3 minutes faster than at higher levels (the annual-mean optimum time being about 400 minutes). These estimates are compared with the time penalty which arises from flying a route optimized at 250 hPa at the other two altitudes. The time penalty is generally less than a minute, compared to the minimum-time routes calculated at those altitudes
A reverse engineering approach to the suppression of citation biases reveals universal properties of citation distributions
The large amount of information contained in bibliographic databases has
recently boosted the use of citations, and other indicators based on citation
numbers, as tools for the quantitative assessment of scientific research.
Citations counts are often interpreted as proxies for the scientific influence
of papers, journals, scholars, and institutions. However, a rigorous and
scientifically grounded methodology for a correct use of citation counts is
still missing. In particular, cross-disciplinary comparisons in terms of raw
citation counts systematically favors scientific disciplines with higher
citation and publication rates. Here we perform an exhaustive study of the
citation patterns of millions of papers, and derive a simple transformation of
citation counts able to suppress the disproportionate citation counts among
scientific domains. We find that the transformation is well described by a
power-law function, and that the parameter values of the transformation are
typical features of each scientific discipline. Universal properties of
citation patterns descend therefore from the fact that citation distributions
for papers in a specific field are all part of the same family of univariate

Shock tunnel studies of scramjet phenomena
Commissioning of the new T4 shock tunnel at the University of Queensland implied that it was no longer necessary to focus the work of the research group about an annual test series conducted in the T3 shock tunnel in Canberra. Therefore, it has been possible to organize a group for work to proceed along lines such that particular personnel are associated with particular project areas. The format of this report consists of a series of reports on specific project areas, with a brief general introduction commenting on each report. The introduction is structured by project areas, with the title of the relevant report stated under the project area heading. The reports themselves follow in the order of the project area headings
The Challenge of Machine Learning in Space Weather Nowcasting and Forecasting
The numerous recent breakthroughs in machine learning (ML) make imperative to
carefully ponder how the scientific community can benefit from a technology
that, although not necessarily new, is today living its golden age. This Grand
Challenge review paper is focused on the present and future role of machine
learning in space weather. The purpose is twofold. On one hand, we will discuss
previous works that use ML for space weather forecasting, focusing in
particular on the few areas that have seen most activity: the forecasting of
geomagnetic indices, of relativistic electrons at geosynchronous orbits, of
solar flares occurrence, of coronal mass ejection propagation time, and of
solar wind speed. On the other hand, this paper serves as a gentle introduction
to the field of machine learning tailored to the space weather community and as
a pointer to a number of open challenges that we believe the community should
undertake in the next decade. The recurring themes throughout the review are
the need to shift our forecasting paradigm to a probabilistic approach focused
on the reliable assessment of uncertainties, and the combination of
physics-based and machine learning approaches, known as gray-box.Comment: under revie
