Marked long-term decline in ambient CO mixing ratio in SE England, 1997–2014:Evidence of policy success in improving air quality
Atmospheric CO at Egham in SE England has shown a marked and progressive decline since 1997, following adoption of strict controls on emissions. The Egham site is uniquely positioned to allow both assessment and comparison of ‘clean Atlantic background’ air and CO-enriched air downwind from the London conurbation. The decline is strongest (approximately 50ppb per year) in the 1997–2003 period but continues post 2003. A ‘local CO increment’ can be identified as the residual after subtraction of contemporary background Atlantic CO mixing ratios from measured values at Egham. This increment, which is primarily from regional sources (during anticyclonic or northerly winds) or from the European continent (with easterly air mass origins), has significant seasonality, but overall has declined steadily since 1997. On many days of the year CO measured at Egham is now not far above Atlantic background levels measured at Mace Head (Ireland). The results are consistent with MOPITT satellite observations and ‘bottom-up’ inventory results. Comparison with urban and regional background CO mixing ratios in Hong Kong demonstrates the importance of regional, as opposed to local reduction of CO emission. The Egham record implies that controls on emissions subsequent to legislation have been extremely successful in the UK
Stellar Disk Truncations: Where do we stand ?
In the light of several recent developments we revisit the phenomenon of
galactic stellar disk truncations. Even 25 years since the first paper on outer
breaks in the radial light profiles of spiral galaxies, their origin is still
unclear. The two most promising explanations are that these 'outer edges'
either trace the maximum angular momentum during the galaxy formation epoch, or
are associated with global star formation thresholds. Depending on their true
physical nature, these outer edges may represent an improved size
characteristic (e.g., as compared to D_25) and might contain fossil evidence
imprinted by the galaxy formation and evolutionary history. We will address
several observational aspects of disk truncations: their existence, not only in
normal HSB galaxies, but also in LSB and even dwarf galaxies; their detailed
shape, not sharp cut-offs as thought before, but in fact demarcating the start
of a region with a steeper exponential distribution of starlight; their
possible association with bars; as well as problems related to the
line-of-sight integration for edge-on galaxies (the main targets for truncation
searches so far). Taken together, these observations currently favour the
star-formation threshold model, but more work is necessary to implement the

Divergent mathematical treatments in utility theory
In this paper I study how divergent mathematical treatments affect mathematical modelling, with a special focus on utility theory. In particular I examine recent work on the ranking of information states and the discounting of future utilities, in order to show how, by replacing the standard analytical treatment of the models involved with one based on the framework of Nonstandard Analysis, diametrically opposite results are obtained. In both cases, the choice between the standard and nonstandard treatment amounts to a selection of set-theoretical parameters that cannot be made on purely empirical grounds. The analysis of this phenomenon gives rise to a simple logical account of the relativity of impossibility theorems in economic theory, which concludes the paper
Improved methods for detection of β-galactosidase (lacZ) activity in hard tissue
The ß-galactosidase gene (lacZ) of Escherichia coli is widely used as a reporter gene. The expression of lacZ can be detected by enzyme-based histochemical staining using chromogenic substrates such as 5-bromo-4-chloro-3-indolyl-ß-D: -galactoside (X-gal). Because the enzymatic activity of lacZ is vulnerable to high temperatures and acid treatment for demineralization, detection of lacZ on paraffinized sections is difficult, especially for hard tissues, which require demineralization before sectioning in paraffin. To circumvent this problem, whole-mount X-gal staining before sectioning is performed. However, detection of lacZ activity in the center of larger portions of hard whole adult tissues is challenging. In this study, focusing on fixation procedures, we determined the conditions conducive to improved detection of lacZ activity in deeper areas of whole tissues. We used an annexin a5 (Anxa5)-lacZ reporter mouse model in which the Anxa5 expression in hard tissue is indicated by lacZ activity. We found that lacZ activity could be detected throughout the periodontal ligament of adult mice when fixed in 100% acetone, whereas it was not detected in the periodontal ligament around the root apex fixed in glutaraldehyde and paraformaldehyde. This staining could not be detected in wild-type mice. Acetone maintains the lacZ activity within 48 h of fixation at both 4°C and at room temperature. In conclusion, acetone is the optimal fixative to improve permeability for staining of lacZ activity in large volumes of adult hard tissues
Automatic transcription of multi-genre media archives
This paper describes some recent results of our collaborative work on
developing a speech recognition system for the automatic transcription
or media archives from the British Broadcasting Corporation (BBC). The
material includes a wide diversity of shows with their associated
metadata. The latter are highly diverse in terms of completeness,
reliability and accuracy. First, we investigate how to improve lightly
supervised acoustic training, when timestamp information is inaccurate
and when speech deviates significantly from the transcription, and how
to perform evaluations when no reference transcripts are available.
An automatic timestamp correction method as well as a word and segment
level combination approaches between the lightly supervised transcripts
and the original programme scripts are presented which yield improved
metadata. Experimental results show that systems trained using the
improved metadata consistently outperform those trained with only the
original lightly supervised decoding hypotheses. Secondly, we show that
the recognition task may benefit from systems trained on a combination
of in-domain and out-of-domain data. Working with tandem HMMs, we
describe Multi-level Adaptive Networks, a novel technique for
incorporating information from out-of domain posterior features using
deep neural network. We show that it provides a substantial reduction in
WER over other systems including a PLP-based baseline, in-domain tandem

Decidability of cutpoint isolation for letter-monotonic probabilistic finite automata
We show the surprising result that the cutpoint isolation problem is decidable for probabilistic finite automata where input words are taken from a letter-bounded context-free language. A context-free language is letter-bounded when for some finite where each letter is distinct. A cutpoint is isolated when it cannot be approached arbitrarily closely. The decidability of this problem is in marked contrast to the situation for the (strict) emptiness problem for PFA which is undecidable under the even more severe restrictions of PFA with polynomial ambiguity, commutative matrices and input over a letter-bounded language as well as to the injectivity problem which is undecidable for PFA over letter-bounded languages. We provide a constructive nondeterministic algorithm to solve the cutpoint isolation problem, which holds even when the PFA is exponentially ambiguous. We also show that the problem is at least NP-hard and use our decision procedure to solve several related problems

Binary and Millisecond Pulsars at the New Millennium
We review the properties and applications of binary and millisecond pulsars.
Our knowledge of these exciting objects has greatly increased in recent years,
mainly due to successful surveys which have brought the known pulsar population
to over 1300. There are now 56 binary and millisecond pulsars in the Galactic
disk and a further 47 in globular clusters. This review is concerned primarily
with the results and spin-offs from these surveys which are of particular

Entangled-State Cycles of Atomic Collective-Spin States
We study quantum trajectories of collective atomic spin states of
effective two-level atoms driven with laser and cavity fields. We show that
interesting ``entangled-state cycles'' arise probabilistically when the (Raman)
transition rates between the two atomic levels are set equal. For odd (even)
, there are () possible cycles. During each cycle the
-qubit state switches, with each cavity photon emission, between the states
, where is a Dicke state in a rotated
collective basis. The quantum number (), which distinguishes the
particular cycle, is determined by the photon counting record and varies
randomly from one trajectory to the next. For even it is also possible,
under the same conditions, to prepare probabilistically (but in steady state)
the Dicke state , i.e., an -qubit state with excitations,
