    THE SYSTEM OF HOUSE FINANCING IN ROMANIA

    The system of house financing represents a part of the system for house building and acquisition. It is made up of a net of intermediaries which offer, on one side, the financial instruments needed for savings and inputs mobilization, while on the other side they offer credits (outputs) for buying houses and for works intended to achieve the modernization of the house.     Interregional Migration in Romania during the 1990s

    Since 1990 the territorial mobility in Romania has recorded a series of particularities determined by major transformations in the political, economic and social life. The economic disparities already existing between the prosperous and the lagging regions have increased during the transition years, influenced by institutional renewal, restructuring, privatization, etc. Several regions display higher unemployment rates, lower activity rates, lower incomes per capita and higher out-migration rates compared with the average. These regions have adapted inadequately to the changing economic conditions, such as the decline of various industries (e.g. coal mining in the south part of Romania) and, as a result of this fact, their out-migration has been intensified. In the early 1990s were already noticed widespread regional disparities in terms of labour supply as well as the main demographic indicators. Starting from this overall image the present paper examines the main changes in the intensity, orientation and territorial distance of migration flows as well as their structure and the variable influence of the ?push / pull? factors involved in this process. As a preliminary step in the analysis of the main characteristics of interregional mobility in Romania, the most significant zones in terms of their contribution to total national migration have been selected. Population and labour mobility between regions has been studied using a set of indicators calculated for the 1990 ? 2000 period: gross and net migration, in- and out-migration rates, in- and out-migration flows for the selected zones, their structure and dynamics and so on. Regression functions, input-output tables and gravitational models have been mainly employed. Analysing the results, the economic disparities seem to be the key issue in the question of population and labour mobility, as asserted by the neoclassical theory. Though, its mechanism is not confirmed by a series of concrete situations, such as the intense urban-rural flows, showing that, besides the economic factors, the institutional ones as well as the individual and family motivations are also very important for the persons that decide to migrate. In the next years is expected a decrease in the interregional migration in favour of the intra-regional one. The migration flows from urban to rural areas at the same time with those from rural to rural areas will continue to play a significant role. Finally, the paper discusses the economic policy measures able to reduce the long-distance migration and the intensity of the ?push? factors.

    Tin dioxide sol-gel derived thin films deposited on porous silicon

    Undoped and Sb-doped SnO2 sol¿gel derived thin films have been prepared for the first time from tin (IV) ethoxide precursor and SbCl3 in order to be utilised for gas sensing applications where porous silicon is used as a substrate. Transparent, crack-free and adherent layers were obtained on different types of substrates (Si, SiO2/Si). The evolution of the Sn¿O chemical bonds in the SnO2 during film consolidation treatments was monitored by infrared spectroscopy. By energy dispersive X-ray spectroscopy performed on the cross section of the porosified silicon coupled with transmission electron microscopy, the penetration of the SnO2 sol¿gel derived films in the nanometric pores of the porous silicon has been experimentally proved

    Estimate of average freeze-out volume in multifragmentation events

    An estimate of the average freeze-out volume for multifragmentation events is presented. Values of volumes are obtained by means of a simulation using the experimental charged product partitions measured by the 4pi multidetector INDRA for 129Xe central collisions on Sn at 32 AMeV incident energy. The input parameters of the simulation are tuned by means of the comparison between the experimental and simulated velocity (or energy) spectra of particles and fragments.Comment: To be published in Phys.     Break-up stage restoration in multifragmentation reactions

    In the case of Xe+Sn at 32 MeV/nucleon multifragmentation reaction break-up fragments are built-up from the experimentally detected ones using evaluations of light particle evaporation multiplicities which thus settle fragment internal excitation. Freeze-out characteristics are extracted from experimental kinetic energy spectra under the assumption of full decoupling between fragment formation and energy dissipated in different degrees of freedom. Thermal kinetic energy is determined uniquely while for freeze-out volume - collective energy a multiple solution is obtained. Coherence between the solutions of the break-up restoration algorithm and the predictions of a multifragmentation model with identical definition of primary fragments is regarded as a way to select the true value. The broad kinetic energy spectrum of 3^3He is consistent with break-up genesis of this isotope.Comment: 17 pages, 5 figure

    Isospin diffusion in semi-peripheral 58Ni^{58}Ni + 197Au^{197}Au collisions at intermediate energies (I): Experimental results

    Isospin diffusion in semi-peripheral collisions is probed as a function of the dissipated energy by studying two systems 58Ni^{58}Ni + 58Ni^{58}Ni and 58Ni^{58}Ni + 197Au^{197}Au, over the incident energy range 52-74\AM. A close examination of the multiplicities of light products in the forward part of phase space clearly shows an influence of the isospin of the target on the neutron richness of these products. A progressive isospin diffusion is observed when collisions become more central, in connection with the interaction time
