Narrating China's Governance
This open access book captures and elaborates on the skill of storytelling as one of the distinct leadership features of Xi Jinping, the General Secretary of the Communist Party of China and the President of the People’s Republic of China. It gathers the stories included in Xi’s speeches on various occasions, where they conveyed the essence of China’s history and culture, its reform and development, and the principles of China’s participating in global governance and cooperating with other countries to build a community of common destiny. The respective stories not only convey abstract and profound concepts of governance in comparatively straightforward language, but also create an immediate emotional connection between the narrator and the listener. In addition to the original stories, extensive additional materials are provided to convey the original context in which each was told, including when and to whom Xi told it, helping readers attain a deeper, intuitive understanding of their relevance
Explaining the rise of 'human rights' in analyses of Sino-African relations
Popular perceptions of China and its global role are often shaped by two words: 'made in'. Yet this vision of China that focuses primarily on Beijing as a coming economic superpower is relatively new, and it is not that long ago that two other words tended to dominate debates on and discourses of China: 'human rights'. To be sure, real interest in human rights in China was never the only issue in other states' relations with China, nor consistently pursued throughout the years (Nathan, 1994). Nor did human rights totally subsequently disappear from the political agenda.1 Nevertheless, the rhetorical importance of human rights - perhaps best epitomised by the narrow defeat of resolutions condemning Chinese policy in 1995 at the Human Rights Council in Geneva - stands in stark contrast to the relative silence thereafter as the bottom line of most states' relations with Beijing took on ever greater economic dimensions
A comparative assessment of the information technology services sector in India and China
The purpose of this paper is to assess the nature of competition in the information technology (IT) services sector between India and China. Using primary and secondary data sources, we compare and contrast the strengths and weaknesses of the IT services sector in the two countries along the main dimensions of Porter’s competitive advantage model. The principal findings indicate that the IT services sectors in the two countries are distinctively different, have developed along different paths and are highly complementary to each other. China has a well established hardware sector and its IT services sector focuses mostly on servicing its domestic market. India’s IT services sector is predominantly export orientated with focus on the US and Western European markets. Contrary to popular beliefs, given the complementary characteristics of the IT services sectors in India and China, it is unlikely for the two countries to compete against each other in the near future and greater strategic co-operation between IT service providers in the two countries is a more likely outcome.<br /
China's changing landscape during the 1990s : large-scale land transformations estimated with satellite data

The definitive version was published in Geophysical Research Letters 32 (2005): L02405, doi:10.1029/2004GL021649.Land-cover changes in China are being powered by demand for food for its growing population and by the nation's transition from a largely rural society to one in which more than half of its people are expected to live in cities within two decades. Here we use an analysis of remotely sensed data gathered between 1990 and 2000, to map the magnitude and pattern of changes such as the conversion of grasslands and forests to croplands and the loss of croplands to urban expansion. With high-resolution (30 m) imagery from Landsat TM for the entire country, we show that between 1990 and 2000 the cropland area increased by 2.99 million hectares and urban areas increased by 0.82 million hectares. In northern China, large areas of woodlands, grasslands and wetlands were converted to croplands, while in southern China large areas of croplands were converted to urban areas. The land-cover products presented here give the Chinese government and international community, for the first time, an unambiguous understanding of the degree to which the nation's landscape is being altered. Documentation of these changes in a reliable and spatially explicit way forms the foundation for management of China's environment over the coming decades.This work has been supported by the Key

Do leaders matter? : Chinese politics, leadership transition and the 17th Party Congress
The opaque nature of decision making in China has generated considerable interest in the internecine machinations of elite politics. Particularly, but not only, when it comes to
issues of leadership transition, considerations of factional formation and conflict come to the fore. This is partly to explain the transition process itself, but also out of concern for how new leaders might change the direction of Chinese policy. This paper suggests that
whilst leaders and leadership changes do matter, they matter less than they once did. This is partly a result of the de-ideologicization and increasing diverse nature of elite interests and group formation. But it is also partly a result of the changed nature of China’s political
economy; in short, there is less desire and less ability for new leaders to impose a clear paradigm shift
Factors associated with health-seeking behavior among migrant workers in Beijing, China
<p>Abstract</p> <p>Background</p> <p>Migrant workers are a unique phenomenon in the process of China's economic transformation. The household registration system classifies them as temporary residents in cities, putting them in a vulnerable state with an unfair share of urban infrastructure and social public welfare. The amount of pressure inflicted by migrant workers in Beijing, as one of the major migration destinations, is currently at a threshold. This study was designed to assess the factors associated with health-seeking behavior and to explore feasible solutions to the obstacles migrant workers in China faced with when accessing health-care.</p> <p>Methods</p> <p>A sample of 2,478 migrant workers in Beijing was chosen by the multi-stage stratified cluster sampling method. A structured questionnaire survey was conducted via face-to-face interviews between investigators and subjects. The multilevel methodology (MLM) was used to demonstrate the independent effects of the explanatory variables on health seeking behavior in migrant workers.</p> <p>Results</p> <p>The medical visitation rate of migrant workers within the past two weeks was 4.8%, which only accounted for 36.4% of those who were ill. Nearly one-third of the migrant workers chose self-medication (33.3%) or no measures (30.3%) while ill within the past two weeks. 19.7% of the sick migrants who should have been hospitalized failed to receive medical treatment within the past year. According to self-reported reasons, the high cost of health service was a significant obstacle to health-care access for 40.5% of the migrant workers who became sick. However, 94.0% of the migrant workers didn't have any insurance coverage in Beijing. The multilevel model analysis indicates that health-seeking behavior among migrants is significantly associated with their insurance coverage. Meanwhile, such factors as household monthly income per capita and working hours per day also affect the medical visitation rate of the migrant workers in Beijing.</p> <p>Conclusion</p> <p>This study assesses the influence of socio-demographic characteristics on the migrant workers' decision to seek health care services when they fall ill, and it also indicates that the current health service system discourages migrant workers from seeking appropriate care of good quality. Relevant policies of public medical insurance and assistance program should be vigorously implemented for providing affordable health care services to the migrants. Feasible measures need to be taken to reduce the health risks associated with current hygiene practices and equity should be assured in access to health care services among migrant workers.</p
