MEASURING THE PERFORMANCE OF FEDERAL AGENCIES AND PROGRAMS IN THE USA: AN OVERVIEW AND SOME REFLECTIONS

In this paper, I provide an overview of some of the issues surrounding the measurement of government performance, focusing on the case of the U.S. federal government. After defining government performance and introducing the challenge of measuring it, I examine how this challenge is being addressed at the federal level in the United States. I argue that performance measurement is particularly difficult in this context because under the American constitution, agencies respond to multiple principals, in particular the president and Congress, which often have diverging preferences. I introduce congressional and presidential performance measurement initiatives, especially the Government Performance and Results Act including its recent reform, the Obama administration’s high priority performance goals, and the George W. Bush administration’s Program Assessment Rating Tool. I conclude with a brief review of potential undesired agency response to targets (such as the high priority performance goals), drawing on Christopher Hood’s research on gaming. A low multiplicative complexity fast recursive DCT-2 algorithm

A fast Discrete Cosine Transform (DCT) algorithm is introduced that can be of particular interest in image processing. The main features of the algorithm are regularity of the graph and very low arithmetic complexity. The 16-point version of the algorithm requires only 32 multiplications and 81 additions. The computational core of the algorithm consists of only 17 nontrivial multiplications, the rest 15 are scaling factors that can be compensated in the post-processing. A systems approach to the investigation of biomedical problems related to treatment of certain types of diseases is discussed in this article. Problems of determining admissible and optimal management with criteria designed for both rapidly and slowly developing diseases are described here. Democracy and government performance: holding incumbents accountable in English local governments

We model vote share of incumbent administrations in local government as proportional and non-proportional responses to public service performance. We evaluate the models using a panel data set covering performance and elections from 2001 to 2007 in English local governments where an incumbent party or coalition was up for re-election. We control for the previous vote, whether the incumbent administration is of the national governing party and local economic conditions. We find evidence for the non-proportional, performance threshold hypothesis, which implies that voters’ behavior is affected by clear gradations of performance. Only the difference between low performance and at least mediocre performance matters. There is no reward for high performance. Instead our findings suggest negativity bias in the relationship between performance and electoral support for incumbent

Диссертация является научным исследованием истории становления и развития городской полиции Российской империи во второй половине XVIII - начале XX ст. на материалах одного из крупнейших промышленных, экономических и культурных центров Юга Украины - города Одессы. На основании широкого круга использованных источников проанализированы этапы становления и развития органов городской полиции Одессы. Освещены особенности формирования нормативно-правовой базы и ее практического использования; проанализированы причины, ход и правовые последствия общероссийской реформы полиции 1862 г,, а также реформы одесской городской полиции 1876 г.; рассмотрены особенности деятельности одесской городской полиции и ее структурные и функциональные различия в сравнении с общеимперской полицией; определен порядок формирования штатного расписания, финансирования и административной деятельности одесской городской полиции. Впервые на уровне монографического исследования рассмотрено формирование и развитие одесской городской полиции как отдельной, экспериментальной части общей правоохранительной системы второй половины XIX - начала XX ст. Установлено, что в Одессе в результате как полицейской реформы 1862 г., так и собственного Городского положения 1863 г. переход хозяйственных функций к органам городского самоуправления состоялся раньше, нежели в других городах Российской империи, что способствовало формированию в их составе собственных полицейских подразделений (была создана городская торговая полиция и городская хозяйственная полиция). Доказано, что реформирование одесской городской полиции в 1876 г. зависело не только от общеимперской реформы полиции, но и от еврейских погромов и роста преступности в городе и в пригородных районах. Выяснено, что активное внедрение в работу одесского уголовного розыска начала XX ст. новых научных достижений (графология, дактилоскопия, судебно- медицинская экспертиза) и широкой агентурной сети способствовало успешной борьбе с криминальной преступностью, установлению международных связей непосредственно одесской полиции с полицейскими органами других стран, обмену информацией с полицейскими службами в пределах Российской империи. В научный оборот введено несколько малоизвестных широкой общественности нормативно-правових актов, которые регулировали деятельность одесской городской полиции, среди которых: "Инструкция для ночных сторожей", "Приказы по Одесской полиции", "Правила о ветеринарно- полицейских мерах по предупреждению и прекращению заразных и повальных болезней у животных и по обезвреживанию сырых животных продуктов" и т.д. The thesis is a research of the history of formation and development of municipal police in Russian empire in the second part of XVHI - the beginning XX century on the materials of one of the biggest industrial, economical and cultural centres of Southern Ukraine - the town of Odesa. On the base of a vast number of sources the stages of foundation and formation of municipal police bodies of Odesa were analyzed. The peculiarities the specialities of compiling of normative - legal base and it's practical application were highlighted; the reasons, advancement and legal consequences of 1876 general Russian reform police were analyzed; peculiarities and differences in the activity of Odesa municipal police were looked through; the order of formation of staff timetable, financing and administrative activity of Odesa municipal police were determined. In the thesis the functions of municipal police, activity of some of it's subunits are analyzed. For the first time on the level of monographic research there were researched into the formation and development of Odesa municipal police, as a separate law - enforcement system, that was input as an experiment in the second half of XIX - at the beginning XX century. In this thesis those aspects of organization and activity of Odesa municipal police, that have not lost their actuality in the present time and may be taken into account in the process of reforming of the modern law-enforcement system of Ukraine were emphasized
